This action withdraws the NPRM published in the Federal Register on March 20, 2025, proposing to establish Class E airspace at Wickenburg, AZ. The FAA has determined that withdrawal of that NPRM is warranted as new airspace data has been received which significantly changes the proposed airspace. The FAA anticipates that a new NPRM will be issued separately to establish the Class E airspace at Wickenburg, AZ.
The Federal Trade Commission amends the Children's Online Privacy Protection Rule (the "Rule"), consistent with the requirements of the Children's Online Privacy Protection Act. The amendments to the Rule, which are based on the FTC's review of public comments and its enforcement experience, include one new definition and modifications to several others, as well as updates to key provisions to respond to changes in technology and online practices. The amendments are intended to strengthen protection of personal information collected from children, and, where appropriate, to clarify and streamline the Rule since it was last amended in January 2013.
The Coast Guard is proposing to establish a regulated navigation area to control vessel movement for certain waters of Lake Michigan, the Ludington Harbor Channel, and Pere Marquette Lake in Ludington, MI. This action is necessary to provide for the safety of life, environment, and property on these navigable waters due to hazardous conditions resulting from increased vessel traffic congestion. We invite your comments on this proposed rulemaking.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus SAS Model A318, A319, A320, and A321 series airplanes. This proposed AD was prompted by a heavy maintenance check that found elongation on the upper section of the vertical member's assembly at the frame (FR) 24A cargo panel sub-structure. This proposed AD would require a check for certain repairs, and as applicable, repetitive detailed visual inspections of the vertical member's upper part and the upper fittings at FR 24A in the forward cargo compartment and corrective actions. The FAA is proposing this AD to address the unsafe condition on these products.
The Coast Guard is establishing a temporary, moving safety zone to surround nearshore operations conducted by a cable laying barge. This action is necessary to provide for the safety of life on these navigable waters near Virginia Beach, Virginia. Cable lay and burial operations will create navigational hazards moving along a corridor from shore extending seaward 12 NM. This rulemaking will prohibit persons and vessels from entering the safety zone unless authorized by the Captain of the Port, Sector Virginia or a designated representative.
FSIS is amending the Federal meat inspection regulations to remove the regulation that established a voluntary fee-for-service program for ante-mortem inspection of horses. The U.S. District Court for the District of Columbia vacated the voluntary fee-for-service program on March 28, 2007. FSIS is removing the regulation to ensure the Agency's regulations accurately reflect current requirements.
On October 4, 2021, the U.S. Fish and Wildlife Service (Service) published an advance notice of proposed rulemaking in the Federal Register. The Service is withdrawing this advance notice of proposed rulemaking, consistent with an order by the Secretary of the Interior.
The United States Department of Agriculture, Forest Service (Forest Service or Agency) is making purely technical, clarifying revisions to its existing regulations governing the establishment and maintenance of grazing advisory boards on National Forest System lands (NFS). The revisions remove the provisions for grazing advisory boards to ensure consistency of the existing regulations with governing statutes.
NMFS approves and implements Framework Adjustment 39 to the Atlantic Sea Scallop Fishery Management Plan that establishes specifications and other management measures for fishing years 2025 and 2026, including fishing effort allocation into access areas, modifying when areas open to optimize yield and minimize bycatch, and closures to protect juvenile scallops. Vessels with a limited access general category B permit may transit outside of the Northern Gulf of Maine with scallops onboard. Research set-aside program regulations are clarified. This action is necessary to prevent overfishing and improve resource yield-per-recruit and management of the fishery.
The Environmental Protection Agency (EPA) is proposing to approve under the Clean Air Act (CAA) a request from the Indiana Department of Environmental Management (IDEM) to revise the Indiana State Implementation Plan (SIP) to incorporate revisions to nitrogen oxides (NO<INF>X</INF>) emissions monitoring, reporting and record keeping requirements for new and existing large non-Electric Generating Units (non-EGUs) affected by the NO<INF>X</INF> SIP Call. This SIP revision would approve monitoring, reporting, and record keeping requirements that are permissible as alternatives under Federal rules for these sources for purposes of the NO<INF>X</INF> SIP Call.
The Environmental Protection Agency (EPA) is closing the reopened comment period on the proposed Standards of Performance for New Stationary Sources and Emission Guidelines for Existing Sources: Large Municipal Waste Combustors Voluntary Remand Response and 5-Year Review. The original proposed rule was published on January 23, 2024, with a 60-day comment period closing March 25, 2024. This comment period was reopened on January 16, 2025, for an additional 6 months. The EPA is providing notice that the comment period for this rule will now close on May 30, 2025. We believe that a 6.5-month comment period in total is sufficient for interested stakeholders to submit comments and additional data.
The Securities and Exchange Commission ("Commission") is adopting amendments to Volume II of the Electronic Data Gathering, Analysis, and Retrieval system Filer Manual ("EDGAR Filer Manual" or "Filer Manual") and related rules and forms. Version 73 of Volume II of the Filer Manual reflects and identifies changes to EDGAR made in connection with Release 25.1, and Version 74 of Volume II of the Filer Manual synthesizes changes from Version 73 with changes to EDGAR made in connection with the Commission's September 27, 2024, EDGAR Filer Access and Account Management rulemaking ("EDGAR Next"). The Commission is incorporating by reference Version 74 of Volume II.
This action amends the Class E airspace at Beckley, WV. This action is the result of an airspace review conducted due to the decommissioning of the Beckley very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. This action brings the airspace into compliance with FAA orders and supports instrument flight rule (IFR) procedures and operations.

This action proposes to amend the Class D and Class E airspace at Fargo, ND. The FAA is proposing this action as the result of a biennial airspace review. This action will also update the geographic coordinates of the Hector International Airport, Fargo, ND, and the name of the Fargo VOR/DME to coincide with the FAA's aeronautical database. This action will bring the airspace into compliance with FAA orders and support instrument flight rule (IFR) procedures and operations.
The Depository Institutions Disaster Relief Act of 1992 (DIDRA) authorizes the agencies to make exceptions to statutory and regulatory appraisal requirements under Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA) relating to transactions involving real property located within an area in a State or territory declared to be a major disaster by the President. In this statement and order, the agencies exercise their authority to grant temporary exceptions to the FIRREA appraisal requirements for real estate-related financial transactions, provided certain criteria are met, in Los Angeles County, California following the major disaster declared by the President as a result of wildfires and straight-line winds. The expiration date for the exceptions is January 8, 2028, which is 3 years after the date the President declared the major disaster.
NMFS is prohibiting retention of shortraker rockfish in the Central Regulatory Area of the Gulf of Alaska (GOA) except by catcher/ processors checked-in to the Central GOA Rockfish Program who are fishing with a rockfish cooperative quota permit. This action is necessary because the 2025 total allowable catch of shortraker rockfish for vessels other than these catcher/processors has been reached.
On January 8, 2025, the Department of Justice published a final rule, prohibiting and restricting certain data transactions with certain countries or persons. That document incorrectly listed a cross- reference. This document corrects the final rule.
NMFS is finalizing specifications for the 2025 Northeast skate fishery. This action is necessary to implement previously projected 2025 allowable harvest levels for the skate fishery that prevent overfishing while enabling optimum yield.
This action establishes Class E airspace extending upward from 700 feet above the surface at Pine Bluffs Municipal Airport, Pine Bluffs, WY, to support the airport's transition from visual flight rules (VFR) to instrument flight rules (IFR) operations. This airspace rule-making action enhances the safety and efficiency of IFR arrivals and departures by providing controlled airspace for instrument procedures.
The Environmental Protection Agency (EPA) is proposing to approve the regional haze State implementation plan (SIP) revision submitted by West Virginia (West Virginia, WV, or the State) on August 12, 2022, to address applicable requirements under the Clean Air Act (CAA) and the EPA's Regional Haze Rule (RHR) for the regional haze program's second implementation period. The EPA is proposing this action pursuant to the CAA. The EPA is also withdrawing its previous proposed rule to disapprove West Virginia's regional haze SIP revision as published in the Federal Register on January 21, 2025.
The FAA is withdrawing the notice of proposed rulemaking (NPRM) published in the Federal Register on October 11, 2024, which proposed to modify the Class D airspace, establish Class E airspace designated as an extension to a Class D surface area, and update the administrative portion of the legal description at San Bernardino International Airport, CA (KSBD).
This final rule repeals a requirement that State departments of transportation (State DOT) and metropolitan planning organizations (MPO) establish declining carbon dioxide (CO<INF>2</INF>) targets for the greenhouse gas (GHG) measure and report on progress toward the achievement of the target.
The FAA is adopting a new airworthiness directive (AD) for all Leonardo S.p.a. Model A109C, A109E, A109S, and AW109SP helicopters. This AD was prompted by a report of a quality escape on a batch of main rotor blades (MRBs). This AD requires repetitively tap inspecting certain MRBs and replacing those MRBs. This AD also prohibits installing those MRBs, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The Federal Retirement Thrift Investment Board (FRTIB) proposes to amend a loan reamorization rule that requires payment of all accrued interest prior to allowing payments on the principal and current interest. Under the proposed rule, the Thrift Savings Plan (TSP) record keeper would combine the accrued interest with the outstanding principal when reamortizing a loan.
This action proposes to amend the Class E airspace extending upward from 700 feet above the surface designated for Chambersburg, PA by updating the reference to the St. Thomas Very High Frequency Omnidirectional Range Station and Tactical Air Navigation System (VORTAC) to show it as the St. Thomas Tactical Air Navigation System (TACAN). This action also proposes to update the airport coordinates and airport name for Franklin County Regional Airport. This action would support the safety and management of instrument flight rule (IFR) operations in the area.
The Coast Guard is removing the existing drawbridge operation regulation for the AMTRAK Dock Railroad Bridge, mile 5.0 across the Passaic River, Harrison, New Jersey. On December 11, 2024, the U.S. Coast Guard issued a permit amendment for the AMTRAK Dock Bridge which authorized the conversion of the bridge from a movable bridge to a fixed bridge. The operating regulation for the bridge, is no longer applicable or necessary and will be removed from the CFR.
On January 6, 2025, HUD published the HOME Investment Partnerships Program: Program Updates and Streamlining final rule (HOME Final Rule) in the Federal Register, which was scheduled to take effect on February 5, 2025. On February 3, 2025, HUD delayed the effective date of the HOME Final Rule until April 20, 2025, consistent with the President's January 20, 2025, memorandum titled "Regulatory Freeze Pending Review." This publication announces that HUD is further delaying the effective or compliance dates for certain provisions of the HOME Final Rule. The provisions of the HOME Final Rule that are not further delayed by this publication are effective as of April 20, 2025.
The FAA is adopting a new airworthiness directive (AD) for certain Airbus Helicopters Model H160-B helicopters. This AD was prompted by reports of difficulty moving the locking fingers when applying the jettisoning function of the windows. This AD requires repetitively lubricating the locking fingers of each jettisonable window, performing an operational test, and depending on the results, performing corrective actions. These actions are specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
