The FAA is adopting a new airworthiness directive (AD) for all Airbus Helicopters Model AS332L helicopters. This AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This AD requires revising the airworthiness limitations section (ALS) of the existing maintenance manual (MM) or instructions for continued airworthiness (ICAs) and the existing approved maintenance or inspection program, as applicable, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
NMFS is prohibiting recreational fishing for Chinook salmon in the Cook Inlet exclusive economic zone (EEZ) Area. This action is necessary for the conservation of Cook Inlet Chinook salmon stocks that continue to be in a low state of abundance as assessed in the NMFS 2025 stock assessment and fisheries evaluation (SAFE) report and the 2025 State of Alaska forecasts of very low run strength.
NMFS is prohibiting directed fishing for Pacific cod by vessels using jig gear in the Central Regulatory Area of the Gulf of Alaska (GOA). This action is necessary to prevent exceeding the A season allowance of the 2025 total allowable catch (TAC) of Pacific cod by vessels using jig gear in the Central Regulatory Area of the GOA.
The Environmental Protection Agency (EPA) is approving a September 28, 2023, State Implementation Plan (SIP) submittal from the Ohio Environmental Protection Agency (Ohio EPA). The SIP submittal consists of a source-specific volatile organic compound (VOC) limitation for a flexographic printing line cold cleaner at the Valgroup company's plastic extrusion plant in Findlay, Ohio. The source-specific limitation reflects the technological differences between the facility's new control unit and cold cleaner requirements currently established in Ohio's SIP. Ohio EPA has determined that the source-specific VOC limitation for the cold cleaner is more stringent than existing cold cleaner limits in the Ohio SIP. EPA proposed to approve this action on October 7, 2024, and received no adverse comments.

NMFS announces one inseason action for the 2025 portion of the 2024-2025 ocean salmon fishery season. This inseason action modifies the commercial salmon fisheries in the area from Humbug Mountain, Oregon, to the Oregon/California border.
The U.S. Fish and Wildlife Service (FWS) and the National Marine Fisheries Service (NMFS) (collectively referred to as the Services or we) are proposing to rescind the regulatory definition of "harm" in our Endangered Species Act (ESA or the Act) regulations. The existing regulatory definition of "harm," which includes habitat modification, runs contrary to the best meaning of the statutory term "take." We are undertaking this change to adhere to the single, best meaning of the ESA.
As part of its implementation of the Executive order, "Unleashing American Energy" (Jan. 20, 2025), the Department of Energy (DOE or the Department) is seeking comments and information from interested parties to assist DOE in identifying potential modifications to its procedures, interpretations, and policies for considering new or revised energy conservation standards and test procedures for consumer products and certain commercial and industrial equipment (i.e., the "Process Rule"). DOE is initiating this effort through this request for information to ensure consistency with recently issued Executive Orders, while continuing to satisfy the Department's statutory obligations in the development of appliance and equipment standards under the Energy Policy and Conservation Act (EPCA). Subsequently, DOE expects to expeditiously publish a notice of proposed rulemaking (NOPR) that proposes potential changes to the Process Rule and that will also provide feedback on the public comment received in response to this document and seek additional information on other potential improvements.

GSA plans to issue a final rule rescinding the Federal Management Regulation (FMR) Case 2022-02, "Soliciting Union Memberships Among Contractors in GSA-Controlled Buildings," published on September 2, 2022.
The FAA is superseding Airworthiness Directive (AD) 2020-20-17 and AD 2021-15-05 for all General Electric Company (GE) Model GE90- 110B1 and GE90-115B engines. AD 2020-20-17 prohibits dispatch of an airplane if certain status messages are displayed on the engine indicating and crew alerting system (EICAS) and if certain conditions are present; and as terminating action, requires revision of the existing FAA-approved minimum equipment list (MEL) by incorporating the dispatch restrictions into the MEL. AD 2021-15-05 requires initial and repetitive replacement of the full authority digital engine control (FADEC) integrated circuit (MN4) microprocessor. Since the FAA issued AD 2020-20-17 and AD 2021-15-05, the manufacturer has developed a software revision for the electronic engine control (EEC) FADEC that further mitigates the unsafe condition. This AD retains all the actions of AD 2020-20-17 and AD 2021-15-05, and also requires upgrading the EEC FADEC software to an EEC FADEC software version eligible for installation as a terminating action. The FAA is issuing this AD to address the unsafe condition on these products.

This action extends the comment period for a notice of proposed rulemaking (NPRM) that was published on March 20, 2025. In that document, the FAA proposed to establish restricted areas R-5305A, R-5305B, and R-5305C at Camp Lejeune, NC; and restricted areas R-5307A, R-5307B, and R-5307C at Cherry Point, NC. This extension is a result of a planned outage of the eRulemaking General Services Administration (GSA) Cloud Migration website necessitating an extension to the comment period.
GSA plans to issue a final rule that rescinds Federal Travel Regulation (FTR) Case 2022-05, titled "Updating the FTR With Diversity, Equity, Inclusion, and Accessibility Language," published on February 16, 2024.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus SAS Model A319-111, -112, -113, -114, -115, -131, -132, and -133 airplanes; Model A320-211, -212, -214, -216, -231, -232, and - 233 airplanes; and Model A321-211, -212, -213, -231, and -232 airplanes. This proposed AD was prompted by a report that cracks were found following fatigue tests for the new lower wing cover material on airplanes equipped with sharklets. This proposed AD would require repetitive inspections for discrepancies, and corrective action, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
This action amends the Class E airspace at Marysville, OH. This action is the result of an airspace review conducted due to the decommissioning of the Marysville nondirectional beacon (NDB). The geographic coordinates are being corrected due to a typographical error and updated to coincide with the FAA's aeronautical database. This action brings the airspace into compliance with FAA orders and supports instrument flight rule (IFR) procedures and operations.
In this action, NMFS adjusts the base annual commercial quotas for the 2025 Atlantic shark commercial fishing year as allowable based on underharvests from the 2024 fishing year. The 2025 Atlantic shark commercial fishing year opened on January 1, 2025 under the base annual commercial quotas and default commercial retention limits. This action is necessary to provide additional fishing opportunities for commercial shark fishermen to harvest optimum yield from the Atlantic shark fisheries.
NMFS announces the closure of the Northern Gulf of Maine (NGOM) Scallop Management Area for the remainder of the 2025 fishing year. After reviewing final harvest information, the area may be reopened by Framework 39, if approved, for Limited Access General Category vessels. Subject to specific enumerated exceptions, possession, retention, or landing of scallops is prohibited in the NGOM Scallop Management Area once the Regional Administrator publishes a notification in the Federal Register that the NGOM Set-Aside has been reached. This action is intended to prevent the overharvest of the 2025 NGOM Set-Aside.
The Federal Retirement Thrift Investment Board (FRTIB) adopts as final, without changes, the proposed rule permitting the TSP record keeper to calculate gains and losses on late contributions, makeup contributions, loan payments even when the total amount on a late payment record or total agency contributions on a current payment record is less than $1.00.
The Environmental Protection Agency (EPA) is approving revisions to the Washington State Implementation Plan (SIP) that were submitted by the Department of Ecology (Ecology) in coordination with the Spokane Regional Clean Air Agency (SRCAA). In 2021, the EPA approved a comprehensive update to the SRCAA general air quality regulations in the SIP, which include new source review permitting requirements as well as other general requirements for sources regulated under SRCAA's jurisdiction. In this action, the EPA is approving additional updates to the SRCAA general air quality regulations promulgated since our comprehensive approval in 2021.
This final rule announces routine inseason adjustments to management measures in commercial and recreational groundfish fisheries. This action is intended to allow commercial and recreational fishing vessels to access more abundant groundfish stocks while protecting overfished and depleted stocks.
In accordance with the memorandum of January 20, 2025, from President Donald J. Trump, entitled "Regulatory Freeze Pending Review," this action delays the effective date of the direct final rule published on January 16, 2025, to May 16, 2025.
These special conditions are issued for the Airbus Helicopters (Airbus) Model EC175B helicopter. This model helicopter will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category helicopters. This design feature is a 30-minute all engines operating (AEO) power rating. This rating will be used for hovering at increased power for search and rescue missions. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

This final rule revises the Medicare Advantage (Part C), Medicare Prescription Drug Benefit (Part D), Medicare cost plan, and Programs of All-Inclusive Care for the Elderly (PACE) regulations to implement changes related to prescription drug coverage, the Medicare Prescription Payment Plan, dual eligible special needs plans (D-SNPs), Part C and D Star Ratings, and other programmatic areas, including the Medicare Drug Price Negotiation Program. This final rule also codifies existing sub-regulatory guidance in the Part C and Part D programs.
The Coast Guard is proposing to establish special local regulations (SLR) to provide for the safety of human life on certain waters of the Neuse and Trent Rivers during raft races to be held annually in New Bern, NC on select Saturdays in June. This proposed rulemaking would restrict non-participant access within the designated race area unless authorized by the Captain of the Port (COTP), Sector North Carolina or a designated representative. We invite your comments on this proposed rulemaking.
