The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model EC120B, EC130B4, and EC130T2 helicopters. This proposed AD was prompted by a report of a missing retaining ring between the supply hose and the central supply coupling of an emergency floatation system (EFS) inflation assembly. This proposed AD would require inspecting for the presence of the retaining ring in an EFS with certain inflation assemblies installed and, depending on the results, taking corrective action. This proposed AD would also prohibit installing an EFS with those inflation assemblies installed. These actions are specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for all The Boeing Company Model 737-600, -700, -700C, -800, -900, and -900ER series airplanes. This proposed AD was prompted by a report of under-torqued and missing nuts on the horizontal stabilizer trim actuator (HSTA) lower gimbal assembly. This proposed AD would require a review of maintenance records to determine if an overhauled HSTA was inspected and corrective actions were accomplished using certain service information, and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
The Coast Guard is establishing a temporary special local regulation for certain waters of the Bush River and Otter Point Creek, in Maryland. This action is necessary to provide for the safety of life on these navigable waters, located at Edgewood, MD, during a high-speed power boat race on May 3, 2025, and May 4, 2025. This regulation prohibits persons and vessels (other than those already at berth at the time the regulation takes effect) from being in the regulated area unless authorized by the Captain of the Port, Sector Maryland-National Capital Region (COTP), or a designated representative.
The Environmental Protection Agency (EPA) is finalizing, largely as proposed, a narrow modification to its 2022 Construction General Permit (CGP) to expand the list of areas eligible for coverage to include construction projects in all Lands of Exclusive Federal Jurisdiction. This modification is necessary because the EPA is the permitting authority in Lands of Exclusive Federal Jurisdiction, and when the CGP was issued on February 17, 2022, the permit did not specifically provide eligibility for these areas as a class. The modification also clarifies the CGP requirements that apply to projects that discharge to receiving waters within Lands of Exclusive Federal Jurisdiction in response to the Supreme Court's recent decision in City and County of San Francisco v. The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model AS-365N2, AS 365 N3, EC 155B, EC155B1, SA-365N, and SA-365N1 helicopters. This proposed AD was prompted by reports of loss of tightening torque between the upper ball bearing end and the main rotor (MR) servo-control. This proposed AD would require inspecting the tightening torque and, depending on the results, taking corrective action. This proposed AD would also require reporting information. These actions are specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for all MHI RJ Aviation ULC Model CL-600-2C10 (Regional Jet Series 700, 701 & 702), CL-600-2C11 (Regional Jet Series 550), Model CL-600-2D15 (Regional Jet Series 705), CL-600-2D24 (Regional Jet Series 900), and CL-600-2E25 (Regional Jet Series 1000). This proposed AD was prompted by an engine indicating and crew alerting system (EICAS) STAB TRIM Caution message that was posted, and subsequent repair that found prematurely worn teeth on a rubber bull gear (RBG) wheel in the horizontal stabilizer trim actuator (HSTA). This proposed AD would require an inspection for part numbers and on-condition replacement of affected RBG wheels and prohibit the installation of affected parts under certain conditions, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to supersede Airworthiness Directive (AD) 2023-23-12, which applies to all CFM International, S.A. (CFM) Model LEAP-1B21, LEAP-1B23, LEAP-1B25, LEAP-1B27, LEAP-1B28, LEAP-1B28B1, LEAP-1B28B2, LEAP-1B28B2C, LEAP-1B28B3, LEAP-1B28BBJ1, and LEAP- 1B28BBJ2 (LEAP-1B) engines. AD 2023-23-12 requires replacing certain high-pressure turbine (HPT) rotor stage 1 disks and a certain compressor rotor stages 6-10 spool. Since the FAA issued AD 2023-23-12, the manufacturer has identified additional parts that were manufactured from material suspected to have reduced material properties due to iron inclusion, which prompted this proposed AD. This proposed AD would retain the requirements to replace certain HPT rotor stage 1 disks and a certain compressor rotor stages 6-10 spool. This proposed AD would also expand the applicability to include additional affected HPT rotor stage 1 disks that were manufactured from the same material suspected to have reduced material properties due to iron inclusion. The FAA is proposing this AD to address the unsafe condition on these products.
Petition for Partial Reconsideration (Petition) has been filed in the Federal Communications Commission's (Commission) proceeding by M&M Broadcasters, Ltd. (M&M Broadcasters) seeking reconsideration of the addition of FM Channel 285A as a vacant allotment at Adamsville, Texas in the Table of FM Allotments. M&M Broadcasts submits that FM Channel 285A should instead have been substituted for FM Channel 235A as a vacant allotment at Richland Springs, Texas.
NMFS issues this proposed rule to establish the 2025 Tribal allocation of Pacific whiting and set-aside of Pacific whiting for research and incidental mortality in non-groundfish fisheries. The proposed measures are intended to help prevent overfishing, achieve optimum yield, ensure that management measures are based on the best scientific information available, and provide for the implementation of Tribal treaty fishing rights.

Pursuant to an Executive order, the Department of the Treasury (Treasury) is conducting a review of existing regulations, with the goal of reducing regulatory burden by revoking or revising existing regulations that meet the criteria set forth in the Executive order. In support of that objective, this direct final rule streamlines titles 12 and 31 of the Code of Federal Regulations (CFR) by removing regulations that are no longer necessary or no longer have any current or future applicability.
This action modifies the Class E airspace designated as a surface area, modifies the Class E airspace extending upward from 700 feet above the surface, and establishes Class E airspace designated as an extension to a Class E surface area at Cortez Municipal Airport, Cortez, CO. This action also updates the administrative portions of the airport's legal descriptions. These actions support the safety and management of instrument flight rules (IFR) operations at the airport.
The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of May 13, 2025, for the direct final rule that was published in the Federal Register on February 27, 2025. This direct final rule amended the NAC International, Inc. Multi-Purpose Canister System listing within the "List of approved spent fuel storage casks" to include Amendment No. 9 and revisions to Amendment Nos. 6, 7, and 8 to Certificate of Compliance No. 1025.
This action proposes to amend the Class E airspace extending upward from 700 feet above the surface designated for Hagerstown, MD, by updating the reference to the St. Thomas Very High Frequency Omnidirectional Range Station and Tactical Air Navigation System (VORTAC) to show it as the St. Thomas Tactical Air Navigation System (TACAN). This action would support the safety and management of instrument flight rule (IFR) operations in the area.
This interim final rule ("IFR") amends the Department of Justice ("Department") regulations relating to the organization of the Board of Immigration Appeals ("Board" or "BIA") by reducing the Board to 15 members.
Under the Congressional Review Act, Congress passed, and the President signed, a joint resolution disapproving the final "Protection of Marine Archaeology Resources" rule published by the Bureau of Ocean Energy Management (BOEM) on September 3, 2024. That rule required lessees and operators to submit an archaeological report with any oil and gas exploration or development plan they submit to BOEM for approval of proposed activities on the Outer Continental Shelf (OCS). Under the joint resolution and by operation of the Congressional Review Act, the "Protection of Marine Archaeological Resources" rule has no force or effect.
This action modifies the Class D surface area airspace, Class E airspace area designated as surface area, Class E airspace area designated as an extension to a Class D or Class E surface area, and the Class E airspace area extending upward from 700 feet above the surface of the earth at Bozeman Yellowstone International Airport, Bozeman, MT. These actions support the safety and management of visual flight rules (VFR) and instrument flight rules (IFR) operations at the airport.
NMFS is opening directed fishing for Pacific cod by American Fisheries Act (AFA) trawl catcher/processors (CPs) in the Bering Sea and Aleutian Islands Management Area (BSAI). This action is necessary to fully use the 2025 total allowable catch (TAC) of Pacific cod allocated to AFA trawl CPs in the BSAI.
The Coast Guard is establishing a temporary security zone on the waters of the Atlantic Ocean near the Mar-A-Lago Club and the Southern Boulevard Bridge in Palm Beach, Florida FL. This rule is substantially like the "east zone" security zone in Coast Guard regulations. The Coast Guard will only enforce this rule when the President of the United States, members of the First Family, or other persons under the protection of the Secret Service are present or expected to be present. This action is necessary to protect the official party, public, and surrounding waterways from terrorist acts, sabotage or other subversive acts, accidents, or other events of a similar nature.
This document amends the U.S. Customs and Border Protection (CBP) regulations to extend import restrictions on certain material from the Republic of El Salvador. The Principal Deputy Assistant Secretary for Educational and Cultural Affairs, U.S. Department of State, has made the requisite determinations for extending the import restrictions, originally imposed on certain archaeological material by Treasury Decision 95-20, and amended by CBP Decision 20-04 to cover certain ecclesiastical ethnological material. These import restrictions are being extended pursuant to an exchange of diplomatic notes. The CBP regulations are being amended to reflect this further extension through March 2, 2030.
NMFS is correcting the 2025-2026 harvest specifications and management measures for groundfish caught in the U.S. exclusive economic zone seaward of Washington, Oregon, and California published on December 16, 2024. These corrections are necessary to accurately implement the 2025-2026 specifications. This correcting amendment revises regulations to fully implement the recombination of shortspine thornyheads north and south of 34[deg]27' N lat., by clarifying the coastwide quota share (QS) and quota pound (QP) accumulation limits are the same as the area-specific limits but are now managed coastwide. This correction also revises the limited entry trip limits for shortspine thornyheads and sablefish, which were mis-specified in table 2b (South). Finally, this correction also fixes an amendatory instruction intended to correct instances of "Nontrawl" to "Non- trawl".
The Coast Guard is establishing 55 temporary safety zones around the construction of individual wind energy facilities during the development of the Empire Wind 1 Wind Farm project area. The area lies within Federal waters on the Outer Continental Shelf, specifically in the Bureau of Ocean Energy Management Renewable Energy Lease Area OCS-A 0512, approximately 12 nautical miles south of Long Island, NY. This action protects life, property, and the environment during construction of each facility. When being enforced, only attending vessels and vessels with authorization are permitted to enter or remain in the temporary safety zones.
The Coast Guard will enforce the special local regulation for the Conch Republic Navy Parade and Battle, in Key West, Florida. Our regulation for recurring Marine Events in Captain of the Port Key West Zone identifies the regulated area for this event. During the enforcement period, no person or vessel may enter, transit through, anchor in, or remain within the regulated area without approval from the Captain of the Port Key West or a designated representative.
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-700, 737-800, 737-900, 737- 900ER, 737-8, and 737-9 series airplanes. This proposed AD was prompted by a report of a passenger being unable to exit the lavatory during flight due to a broken latch that prevented toggling of the lock. This proposed AD would require replacing lavatory bifold door latches with latches having an improved design. This proposed AD would also prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products.
The Department of Health and Human Services (HHS or the Department) is issuing this document to clarify the non-enforceability of certain language that was included in the preamble to--but not the regulatory text of--the May 9, 2024, final rule titled "Nondiscrimination on the Basis of Disability in Programs or Activities Receiving Federal Financial Assistance." Language in the preamble concerning gender dysphoria, which language is not included in the regulatory text, does not have the force or effect of law. Therefore, it cannot be enforced.
The FAA proposes to supersede Airworthiness Directive (AD) 2021-22-12, which applies to certain Honda Aircraft Company LLC (Honda) Model HA-420 airplanes. AD 2021-22-12 requires removing and cleaning the inner diameter of the flap control pushrods and repetitively applying corrosion inhibiting compound (CIC) to this area. Since the FAA issued AD 2021-22-12, new flap control pushrods have been approved that are more corrosion resistant and do not require repetitive CIC applications. This proposed AD would retain all actions of AD 2021-22- 12 and would require replacing the flap control pushrods with improved design pushrods for all airplanes affected by AD 2021-22-12, as well as for other airplanes not affected by AD 2021-22-12. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for all Bombardier, Inc., Model CL-600-1A11 (600) and CL-600-2A12 (601) airplanes, and certain Model CL-600-2B16 (601-3A, 601-3R, and 604 Variants) airplanes. This proposed AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is proposing this AD to address the unsafe condition on these products.

The amendments correct certain errors in Form PF.

The FAA is superseding Airworthiness Directive (AD) 2024-26- 01, which applied to all Airbus Helicopters Model H160-B helicopters. AD 2024-26-01 required measuring the axial play of the rotating scissors spherical bearings, and depending on the results, accomplishing corrective action and reporting inspection results. Since the FAA issued AD 2024-26-01, Airbus Helicopters issued revised material to extend the applicability to all rotating scissors spherical bearing serial numbers, change the initial compliance time, establish repetitive inspections, and extend the reporting requirements. This AD was prompted by a determination that the initial compliance time and reporting requirement needed to be modified and repetitive inspections for certain axial play measurements added. This AD retains the actions required in AD 2024-26-01, revises the initial compliance time, extends the definition of an affected part to all serial numbered rotating scissors spherical bearings, extends the reporting requirements, and requires repetitive inspections. This AD also prohibits installing an affected rotating scissors spherical bearing unless certain requirements are met. These actions are specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
