The FAA proposes to supersede Airworthiness Directive (AD) 2023-09-04, which applies to certain The Boeing Company Model 737-600, -700, -700C, -800, -900, and -900ER series airplanes, and certain Model 737-8 and -9 airplanes. AD 2023-09-04 requires inspecting all escape slide assemblies to identify affected parts and replacing affected escape slide assemblies with different assemblies. Since the FAA issued AD 2023-09-04, it was determined that additional airplanes might be affected by the unsafe condition. This proposed AD would retain the requirements of AD 2023-09-04 and require those actions for additional airplanes, including Model 737-8200 airplanes. The FAA is proposing this AD to address the unsafe condition on these products.
This document amends the Table of TV Allotments (table) of the Federal Communications Commission's (Commission) rules by substituting channel *29 for channel *13 at Monroe, Louisiana in response to a Petition for Rulemaking filed by Louisiana Educational Television Authority (LETA), the licensee of noncommercial educational television PBS member station KLTM-TV, channel *13, Monroe, Louisiana. The staff engineering analysis finds that the proposal is in compliance with the Commission's principal community coverage and technical requirements. The substitution of channel *29 for channel *13 in the table will not result in any loss of existing service and it will also allow LETA to remedy its known viewer reception issues on its currently authorized VHF channel.
The Consumer Product Safety Commission (Commission or CPSC) has received a petition requesting that the Commission establish a regulation for child-resistant above-ground and portable pool ladders to reduce the drowning deaths of children younger than 5 years of age, and particularly children between 1 and 3 years. The Commission invites written comments concerning the petition.
The FAA is adopting a new airworthiness directive (AD) for all Airbus Helicopters Model AS332C, AS332C1, AS332L, and AS332L1 helicopters. This AD results from a report of the loss of the tail rotor pitch control due to a fracture of the tail rotor slide of the tail rotor head (TRH) assembly. This AD requires inspecting the slide of the control plate of the TRH assembly for any score, scratch, crack, or corrosion, removing corrosion and replacing the TRH assembly, slide of the control plate, or pitch control assembly if discrepancies are found, and reporting the results of the inspection. This AD prohibits installing an affected TRH assembly unless the actions of this AD are accomplished. All of these actions are specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain THOMMEN AIRCRAFT EQUIPMENT AG (THOMMEN) AC32 Digital Air Data Computers. This AD results from occurrences of AC32 Digital Air Data Computers (ADCs) that stop functioning below certain temperatures. This AD requires replacing an affected AC32 Digital ADC with a serviceable part. The FAA is issuing this AD to address the unsafe condition on these products.
This action modifies the Class E airspace at Blanding Municipal Airport, UT by establishing Class E airspace extending upward from 700 feet above the surface and removing Class E airspace extending from 1,200 feet above the surface at the airport. Additionally, this action makes administrative amendments to update the airport's legal description. These actions support the airport's instrument flight rules (IFR) operations by modifying transitional Class E airspace at the airport.
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 767-200, -300, -300F, and -400ER series airplanes. This proposed AD was prompted by discovery of a crack at one of the forward lower fastener holes, outside of the underwing longeron (UWL) following replacement of a cracked UWL fitting. This proposed AD would require performing an open hole high frequency eddy current (HFEC) inspection for cracks of the fastener holes common to the UWL fitting, upper drag splice angle, and lower drag splice angle, and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
This action amends Class E airspace extending upward from 700 feet above the surface for New Bern, NC, by adding airspace for CarolinaEast Medical Center Heliport, New Bern, NC. The controlled airspace is required to support the new RNAV (GPS) standard instrument approach procedures for instrument flight rules (IFR) operations at the heliport. This action also corrects the state abbreviation in the header from AL to NC.
The FAA is adopting a new airworthiness directive (AD) for certain Bell Textron Canada Limited (Bell) Model 505 helicopters. The FAA previously sent this AD as an emergency AD to all known U.S. owners and operators of these helicopters. This AD was prompted by deformation and/or improper pin engagement in the knuckles of the door hinge on the aft movable ballast box assembly. This AD requires removing all ballast weights from the aft movable ballast box assembly and prohibits the use of ballast weights within the aft movable ballast box assembly, as specified in a Transport Canada emergency AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
This action modifies the Class E airspace extending upward from 700 feet above the surface and removes the Class E airspace extending upward from 1,200 feet above the surface at Cheyenne Regional/Jerry Olson Field, Cheyenne, WY. These actions support the safety and management of instrument flight rules (IFR) operations at the airport.
The FAA is correcting a typographical error in the agency docket number within the final rule published in the Federal Register on March 20, 2025, establishing Class E airspace extending upward from 700 feet above the surface in Challis, ID.
Pursuant to the Federal Clean Air Act (CAA or the Act), the Environmental Protection Agency (EPA) is proposing to approve the portion of the State Implementation Plan (SIP) submittal from the State of Louisiana demonstrating that the State satisfies the interstate transport requirements of section 110(a)(2)(D)(i)(I), also known as the "good neighbor" provision of the CAA, for the 2010 1-hour sulfur dioxide (SO<INF>2</INF>) primary National Ambient Air Quality Standard (NAAQS). The good neighbor provision requires each State's implementation plan contain adequate provisions prohibiting the interstate transport of air pollution in amounts that will contribute significantly to nonattainment, or interfere with maintenance, of a NAAQS in any other State.
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guide (RG) 3.65, "Standard Format and Content of Decommissioning Plans for Materials Licensees." This RG is being withdrawn because it is not needed to endorse NUREG-1757, "Consolidated Decommissioning Guidance: Decommissioning Process for Materials Licensees," Volume 1, "Decommissioning Process for Materials Licensees." NUREG-1757 provides the most current guidance on decommissioning nuclear facilities to support license termination for applicants, licensees, and NRC staff reviewers.
This document amends the Table of FM Allotments, of the Federal Communications Commission's (Commission) rules, by substituting Channel 272A for vacant Channel 264A at Koloa, Hawaii. The staff engineering analysis determines that Channel 272A at Koloa can be allotted consistent with the minimum distance separation requirements of the Commission's rules with a site restriction of 8.3 kilometers (5.2 miles) northwest of the community. The reference coordinates are 21-58-24 NL and 159-29-45 WL.
The Coast Guard is proposing to amend a published safety zone for certain waters of Lake Michigan encompassing the Milwaukee Air and Water Show to include an additional day. This action is necessary to provide for the safety of life on these navigable waters in the vicinity of McKinley Park and Bradford Beach, during this recurring event on the third weekend in July. This proposed rulemaking would prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Sector Lake Michigan or a designated representative. We invite your comments on this proposed rulemaking.

The FAA is superseding Airworthiness Directive (AD) 2021-09- 06, which applied to all The Boeing Company Model 737-600, -700, -700C, -800, -900, and -900ER series airplanes. AD 2021-09-06 required repetitive inspections for cracking of the left- and right-hand outboard chords of certain frame fittings and failsafe straps at a certain station around eight fasteners, and repair if any cracking is found. This AD was prompted by additional reports of cracking in the area and a subsequent determination that additional inspections are needed to address the unsafe condition. This AD requires repetitive detailed and ultrasonic inspections for cracking of the left- and right-hand sides of certain frame fittings and failsafe straps, and repair if any cracking is found. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is superseding Airworthiness Directive (AD) 2012-07- 06, which applied to certain The Boeing Company Model 777-200, -200LR, -300, -300ER, and 777F series airplanes. AD 2012-07-06 required revising the maintenance program to update inspection requirements to detect fatigue cracking of principal structural elements (PSEs). This AD was prompted by new revisions to the airworthiness limitations of the maintenance planning document and damage tolerance rating check form document. This AD requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is issuing this AD to address the unsafe condition on these products.
The Federal Communications Commission is correcting a Petition for Reconsideration (Petitions) that appeared in the Federal Register on March 14, 2025. The document, which invited comment on the Petitions filed in the Commission's rulemaking proceeding, incorrectly listed the date by which replies to an opposition to the Petitions must be filed.
NMFS is proposing annual management measures for the 2025 non- Tribal directed commercial Pacific halibut fishery that operates south of Point Chehalis, WA, (lat. 46[deg]53.30' N) in the International Pacific Halibut Commission's (IPHC) regulatory Area 2A off Washington, Oregon, and California. Annual management measures include fishing periods and fishing period limits. NMFS is also proposing to modify permit deadlines for all Area 2A non-Tribal commercial fisheries and modify inseason action announcement procedures for the Area 2A non- Tribal directed commercial fishery. These actions are intended to conserve Pacific halibut and provide fishing opportunity where available.
Pursuant to the Federal Clean Air Act (CAA or the Act), the Environmental Protection Agency (EPA) is approving revisions to the Texas State Implementation Plan (SIP) submitted to the EPA by the Texas Commission on Environmental Quality (TCEQ or State) on December 18, 2023. The SIP revisions address Control of Air Pollution from Motor Vehicles and establish a Motor Vehicle Inspection and Maintenance (I/M) program for the San Antonio ozone nonattainment area. The revisions also update definitions and address options for displaying a vehicle's registration as proof of compliance with I/M requirements. Additionally, this final action terminates the EPA's requirement to promulgate a Federal Implementation Plan (FIP) for a Basic I/M program in the San Antonio nonattainment area.
The FAA is adopting a new airworthiness directive (AD) for certain Airbus SAS Model A350-941 and -1041 airplanes. This AD was prompted by an updated stress analysis on the forward (FWD) cargo door and its attachment piano hinges that revealed a risk of cracking and crack propagation on piano hinges 2 and 3, originating from opening- closing fatigue cycles of the FWD cargo door. This AD requires an inspection of the affected parts, and applicable corrective actions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
This action proposes amending Class D airspace and establishing Class E airspace extending upward from the surface above Little Rock AFB, Little Rock, AR, as the air traffic control tower will shift to part-time operations. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
The FAA proposes to adopt a new airworthiness directive (AD) for all Bombardier, Inc., Model CL-600-2B16 (604 Variant) airplanes. This proposed AD was prompted by reports that the flap system on-board recorder (FSOBR) interfaces with the flap control unit signals and may result in the flap control unit monitors tripping, causing Flap Fail messages and possibly an uncommanded flap movement. This proposed AD would require the disconnection of the FSOBR and prohibit future installation of this system. The FAA is proposing this AD to address the unsafe condition on these products.
The Coast Guard is temporarily changing the operating schedule that governs the San Joaquin County (Eightmile Road) bridge, across Honker Cut, mile 0.3, between Empire Tract and King Island at Stockton, San Joaquin County, CA. This action is necessary to allow the bridge owner to complete critical mechanical and structural rehabilitation of the bridge after an unexpected delay due to finding additional components during rehabilitation that need repairs. NMFS is implementing specifications for the 2025 monkfish fishery. This action is necessary to ensure allowable monkfish harvest levels that will prevent overfishing and allow harvesting of optimum yield. This action is intended to establish the allowable 2025 harvest levels, consistent with the Monkfish Fishery Management Plan and previously announced multi-year specifications.

EPA is hereby providing notice of receipt and opportunity to comment on these petitions.
The Alcohol and Tobacco Tax and Trade Bureau (TTB) is extending for an additional 120 days the comment periods for two notices of proposed rulemaking it published on January 17, 2025. The first proposes to require disclosure of per-serving alcohol, calorie, and nutrient content information in an "Alcohol Facts" statement on the labels of alcohol beverages subject to the authority of the Federal Alcohol Administration Act (FAA Act) (Notice No. 237), while the second proposes to require labeling of major food allergens used in the production of alcohol beverages on such labels (Notice No. 238). TTB is taking this action to provide additional time for public comments in response to requests received during the comment period.
