This proposed rule would update the prospective payment rates for inpatient rehabilitation facilities (IRFs) for Federal fiscal year (FY) 2026. As required by statute, this proposed rule includes the proposed classification and weighting factors for the IRF prospective payment system's case-mix groups and a description of the methodologies and data used in computing the prospective payment rates for FY 2026. It also continues the second year of the 3-year phaseout of the rural adjustment, which began in FY 2025. Additionally, the proposed rule includes updates to the IRF Quality Reporting Program (QRP).
This proposed rule would change and update policies and payment rates used under the Skilled Nursing Facility (SNF) Prospective Payment System (PPS) for FY 2026. This rulemaking also proposes to update the requirements for the SNF Quality Reporting Program and the SNF Value-Based Purchasing Program.
The Coast Guard will enforce the safety zone for the Pointe to La Pointe Swim event in Bayfield, WI from 7 a.m. through 12 noon on August 2, 2025. This action is necessary to protect participants and spectators during the event. During the enforcement period, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port, Duluth or a designated on-scene representative.
This document amends the Table of TV Allotments (table) of the Federal Communications Commission's (Commission) rules by deleting channel 12 at Silver City, New Mexico and reallotting channel 12 from Silver City to Truth or Consequences, New Mexico in response to a Petition for Rulemaking filed by TV-49, Inc., the permittee of an unbuilt full power television station KKAB on channel 12 allotted to Silver City, New Mexico. The staff engineering analysis finds that the proposal is in compliance with the Commission's principal community coverage and technical requirements. TV-49, Inc. also requested modification of its construction permit to specify Truth or Consequences as its community of license.
On September 11, 2024, the Department of Energy ("DOE") received a petition from Dyson Inc. for DOE to revoke the procedures by which manufacturers must measure and represent to consumers the effective room size coverage and integrated energy factor of their air cleaner products. If the provisions are not revoked, Dyson Inc. requested that DOE stay enforcement of these provisions pending a new notice and comment period regarding potential amendments to these provisions. DOE is not revoking or staying enforcement of the test procedure and representations provisions raised in Dyson's petition at this time. Through this notification, DOE is seeking views on whether it should grant the petition and undertake a rulemaking to consider the proposal contained in the petition, as well as any data or information that could be used in DOE's determination whether to grant the petition.
The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of May 27, 2025, for the direct final rule that was published in the Federal Register on March 13, 2025. This direct final rule amended the Holtec International HI-STORM 100 Cask System listing within the "List of approved spent fuel storage casks" to include Renewed Amendment No. 19 to Certificate of Compliance No. 1014. Renewed Amendment No. 19 revises the certificate of compliance to update the acceptance criteria and method of evaluation (MOE) for the HI-STORM 100 system tipover accident for equipment combinations involving multi- purpose canisters with Metamic-HT baskets. This involves applying a new stress-based criteria and completing new evaluations consistent with the new tipover acceptance criteria and MOE and involves some adjustments of the existing deflection criteria.
NMFS announces the closure of the Northern Gulf of Maine Scallop Management Area for the remainder of the 2025 fishing year. Regulations require this action once the Northern Gulf of Maine Set- Aside has been reached. Subject to specific enumerated exceptions, possession, retention, or landing of scallops is prohibited in the Northern Gulf of Maine Scallop Management Area once the Regional Administrator publishes a notice in the Federal Register that the Northern Gulf of Maine Set-Aside has been reached. This action is intended to prevent the overharvest of the 2025 Northern Gulf of Maine Set-Aside.
This rulemaking proposes to update the prospective payment rates, the outlier threshold, and the wage index for Medicare inpatient hospital services provided by Inpatient Psychiatric Facilities (IPFs), which include psychiatric hospitals and excluded psychiatric units of an acute care hospital or critical access hospital. This rulemaking also proposes to revise the payment adjustment factors for teaching status and for IPFs located in rural areas. These proposed changes would be effective for IPF discharges occurring during the fiscal year beginning October 1, 2025 through September 30, 2026. We are proposing to make changes to measures used in the Inpatient Psychiatric Facilities Quality Reporting (IPFQR) Program, to update and codify the Extraordinary Circumstances Exception policy, and to solicit feedback through requests for information on future changes to the IPFQR Program.

The U.S. Nuclear Regulatory Commission (NRC) is withdrawing its Policy Statement on the Treatment of Environmental Justice Matters in NRC Regulatory and Licensing Actions (Environmental Justice Policy Statement) and its Environmental Justice Strategy. The NRC is withdrawing these documents to reflect a recent executive order on Environmental Justice.

The Coast Guard is establishing a temporary safety zone for navigable waters within a 500-yard radius of the vessels Ugle Duckling and Streak. The safety zone is necessary to protect vessels while a HAUV/ROV survey is conducting underwater surveys. Entry of vessels into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Northern Great Lakes (COTP).
The FAA proposes to supersede Airworthiness Directive (AD) 2020-02-14, which applies to certain Airbus SAS Model A350-941 and - 1041 airplanes. AD 2020-02-14 requires a one-time inspection of the oxygen containers and adjacent panels and applicable corrective actions. Since the FAA issued AD 2020-02-14, it was determined that additional airplanes may be affected by the same unsafe condition. This proposed AD would continue to require the actions in AD 2020-02-14 and would require expanding the applicability to include additional airplanes, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for all The Boeing Company Model 717-200 airplanes. This proposed AD was prompted by a report of a nose landing gear-up landing caused by the failure of the upper lock link assembly. This proposed AD would require repetitive inspections for cracking of the upper lock link assembly and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 767-200, 767-300, 767-300F, and 767-400ER airplanes. This proposed AD was prompted by a heavy maintenance check that found corrosion damage on a Model 767 satellite communications (SATCOM) high gain antenna adapter plate. This proposed AD would require repetitive detailed inspections (DET) of the SATCOM high gain antenna adapter plate for corrosion and applicable on- condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus SAS Model A350-941 and -1041 airplanes. This proposed AD was prompted by reports of deep spot faces on rib 9 at the lower flange bolting with the lower spar. This proposed AD would require a special detailed inspection for discrepancies of certain pylon bolts, and applicable corrective actions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
The Environmental Protection Agency (EPA) is proposing approval of a State Implementation Plan (SIP) revision submitted by the Missouri Department of Natural Resources (MoDNR) on November 14, 2018. MoDNR requests that the EPA remove from its SIP two rules related to control of emissions of nitrogen oxides (NO<INF>X</INF>). One of the rules previously applied to electricity generating units (EGUs) and certain non-EGUs in a portion of the state and the other rule previously applied to EGUs throughout the entire state. The EPA has already approved a SIP revision that included provisions to sunset the two rules, and removal of the now-sunsetted rules from the SIP would not have an adverse effect on air quality. The EPA's proposed approval of this rule revision is being done in accordance with the requirements of the Clean Air Act (CAA).
The FAA is adopting a new airworthiness directive (AD) for certain Bell Textron Canada Limited (BTCL) Model 505 helicopters. This AD was prompted by reports of possible chafing in certain locations between the basic and supplemental helicopter wiring and the structure. This AD requires repetitively inspecting the wire harnesses at certain locations for damage, and if any wire damage is found, repairing the damaged wire/bundles, as specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is superseding Airworthiness Directive (AD) 2021-24- 09, which applied to certain Bell Textron Canada Limited Model 430 helicopters. AD 2021-24-09 required a visual inspection of the main rotor (M/R) pitch link clevis (clevis), rod end, and a certain part- numbered universal bearing, performing a purge grease, and performing a magnetic particle inspection of each M/R clevis, and depending on the inspection results, removing or replacing certain parts and performing additional actions. AD 2021-24-09 also required recurring inspections of each M/R clevis and each universal bearing. Since the FAA issued AD 2021-24-09, the manufacturer has reduced the life limits of the affected parts and introduced new M/R pitch link assemblies by re- identifying the M/R pitch link assemblies that were required to be inspected by AD 2021-24-09. This AD requires similar actions as AD 2021-24-09 but reduces the life limits and requires replacing the M/R pitch link assemblies with re-identified part numbered assemblies. These actions are specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
In this order, the Federal Energy Regulatory Commission addresses arguments raised on rehearing, grants clarification, in part, and denies clarification, in part, of Order No. 1920-A, which addressed arguments raised on rehearing of, set aside, in part, and clarified Order No. 1920. Order No. 1920 required transmission providers, inter alia, to conduct Long-Term Regional Transmission Planning to ensure the identification, evaluation, and selection, as well as the allocation of the costs, of more efficient or cost-effective regional transmission solutions to address Long-Term Transmission Needs.
The Environmental Protection Agency (EPA) is taking final action to approve revisions to the State Implementation Plan (SIP) and Operating Permits Program and the 112(l) plan submitted by the State of Kansas on February 20, 2023. The revised Kansas rules update the Class I emission fee and emissions inventory regulations, establish a Class II fee schedule and ensure that Kansas's Operating Permits Program is adequately funded. Approval of these revisions ensures consistency between the State and federally-approved rules and does not impact air quality.
The Environmental Protection Agency (EPA) is approving both a redesignation request and state implementation plan (SIP) revision submitted on November 14, 2023 by the Commonwealth of Pennsylvania on behalf of the Allegheny County Health Department (ACHD). The request asked the EPA to redesignate the Allegheny County, Pennsylvania area from nonattainment to attainment for the 2010 1-hour primary sulfur dioxide (SO<INF>2</INF>) national ambient air quality standard (NAAQS), while the revision included Allegheny County's maintenance plan for the 2010 1-hour primary SO<INF>2</INF> standard for the Allegheny County Area. The EPA is approving this redesignation of the Allegheny County Area from nonattainment to attainment for the 2010 SO<INF>2</INF> NAAQS and the revision to the Pennsylvania SIP in accordance with the requirements of the Clean Air Act (CAA).
This action revokes the Class E airspace at Pinecreek, MN. This action is the result of the instrument procedures being cancelled and the airport closing.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model AS 365 N3, EC 155B, and EC155B1 helicopters. This proposed AD was prompted by reports of false engine fire warnings. This proposed AD would require replacing affected engine fire detectors and prohibit installing an affected engine fire detector or an engine that contains an affected engine fire detector, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
This action proposes to amend the Class E airspace at Iron Mountain/Kingsford, MI. The FAA is proposing this action as the result of an airspace review conducted due to the decommissioning of the Iron Mountain very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. This action will bring the airspace into compliance with FAA orders and support instrument flight rule (IFR) procedures and operations.
The Bureau of Industry and Security (BIS) is amending the Export Administration Regulations (EAR) by adding 18 persons to the Unverified List (UVL). Of the 18 persons being added: five are under the destination of China, People's Republic of (China); six are under the destination of Finland; three are under the destination of T[uuml]rkiye; two are under the destination of Kazakhstan; one is under the destination of Italy; and one is under the destination of the United Kingdom. BIS is also amending the EAR by removing five persons from the UVL. Of the five persons being removed, three are under the destination of China and two are under the destination of the United Arab Emirates.
This action proposes to modify the Class E airspace extending upward from 700 feet above the surface of the earth to provide additional instrument flight procedure containment at Yellowstone Regional Airport, Cody, WY. Additionally, this action proposes administrative amendments to update the airport's Class E airspace legal description. These actions would support the safety and management of instrument flight rules (IFR) operations at the airport.
The FAA is withdrawing the notice of proposed rulemaking published in the Federal Register on October 28, 2022, proposing to amend Class D and Class E airspace in Hickory, NC and Class E airspace in Morganton, NC.
NMFS closes the Angling category Gulf of America fishery for large medium and giant ("trophy" (i.e., measuring 73 inches (185 centimeters (cm)) curved fork length or greater)) Atlantic bluefin tuna (BFT). This action applies to Highly Migratory Species (HMS) Angling and HMS Charter/Headboat permitted vessels when fishing recreationally.
The Coast Guard is proposing to establish a security zone in the waters adjacent to the General Dynamics Electric Boat Corporation Quonset Point facility in Narragansett Bay, North Kingstown, RI. This action is necessary to protect the facility, material storage areas, and adjacent areas from sabotage or other subversive acts, accidents or incidents of a similar nature. This proposed rulemaking would prohibit all persons and vessels from operating within the prescribed security zone without first obtaining authorization by the Captain of the Port, Sector Southeastern New England or a designated representative.
