This rule establishes, amends, suspends, or removes Standard Instrument Approach Procedures (SIAPS) and associated Takeoff Minimums and Obstacle Departure procedures (ODPs) for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.
On March 3, 2025, the U.S. Department of Housing and Urban Development (HUD) published in the Federal Register an interim final rule entitled "Affirmatively Furthering Fair Housing Revisions." The interim final rule provided for a 60-day comment period, which would have ended May 2, 2025. However, following a technical problem with regulations.gov that appeared to prohibit the electronic submission of comments on this rule beginning on or about April 28, HUD has determined that a seven-day extension of the comment period, until May 9, 2025, is appropriate. This extension will allow interested persons who may have tried unsuccessfully to submit comments additional time to do so.
The National Aeronautics and Space Administration (NASA) has adopted a final rule making inflation adjustments to civil monetary penalties within its jurisdiction. This final rule represents the annual 2025 inflation adjustments of monetary penalties. These adjustments are required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015.

The FAA proposes to adopt a new airworthiness directive (AD) for all Bombardier, Inc., Model BD-100-1A10 airplanes. This proposed AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is proposing this AD to address the unsafe condition on these products.
In this document, the Federal Communications Commission (the FCC or Commission) proposes rules to strengthen wireless 911 location accuracy rules and to put more actionable location information in the hands of Public Safety Answering Points (PSAPs) and first responders.
This action provides a second extension of the comment period for a NPRM that was originally published on March 20, 2025. In that document, the FAA proposed to establish restricted areas R-5305A, R- 5305B, and R-5305C at Camp Lejeune, NC; and restricted areas R-5307A, R-5307B, and R-5307C at Cherry Point, NC. A four-day extension to the comment period was previously issued on April 16, 2025. The present extension provides an additional two weeks for comments in response to a request by the Aircraft Owners and Pilots Association (AOPA) to extend the comment period to analyze newly provided supporting graphics.
The FAA is superseding Airworthiness Directive (AD) 2021-09-14 which applied to certain Airbus Helicopters (Airbus) Model SA330J helicopters. AD 2021-09-14 required repetitively inspecting for a gap between the main gearbox (MGB) oil cooling fan assembly (fan) rotor blade and the upper section of the guide vane bearing housing, installing improved MGB fan rotor shaft bearings, and repetitively inspecting the improved MGB fan rotor shaft bearings. Since the FAA issued AD 2021-09-14, Airbus has developed modifications to the components of the MGB fan bearing assembly and issued new material regarding these modifications. This AD retains the actions required by AD 2021-09-14 and also requires installing the improved MGB fan rotor bearing assembly, which constitutes terminating action for the repetitive inspections. These actions are specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The U.S. Nuclear Regulatory Commission (NRC) is discontinuing a rulemaking activity, "Long-Term and Unattended Water Makeup of Spent Fuel Pools," and denying a petition for rulemaking. The petitioner requested that the NRC amend its regulations to require that nuclear power plant licensees ensure long-term cooling and unattended water makeup of spent fuel pools (SFPs). The purpose of this action is to inform members of the public that this rulemaking activity is being discontinued and to provide a brief discussion of the NRC's decision to discontinue the rulemaking and deny the aspects of the petition not previously addressed by the NRC.
DOE is withdrawing its prior determination that miscellaneous gas products ("MGPs"), which include decorative hearths and outdoor heaters, qualify as covered products under Part A of Title III of the Energy Policy and Conservation Act, as amended ("EPCA").
The Agricultural Marketing Service (AMS), Dairy Program published a final rule in the Federal Register of April 23, 2025, concerning the reauthorization of the Dairy Forward Pricing Program (DFPP) in accordance with the American Relief Act, 2025 (Relief Act). The Relief Act reauthorizes the DFPP program to allow handlers to enter into new contracts until September 30, 2025. This document will correct references to "E.O. 12415."
NMFS is issuing regulations under the Tuna Conventions Act of 1950, as amended, to implement Inter-American Tropical Tuna Commission (IATTC) Resolution C-24-02 (Measures for the Conservation and Management of Bluefin Tuna in the Eastern Pacific Ocean) adopted by the IATTC in September 2024. This rule implements annual catch and trip limits on United States commercial catch of Pacific bluefin tuna (Thunnus orientalis; PBF) in the eastern Pacific Ocean (EPO) for 2025- 2026. This action is necessary to conserve PBF and for the United States to satisfy its obligations as a member of the IATTC. NMFS prepared an Environmental Assessment and Finding of No Significant Impact for this action.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model CL-600-1A11 (600), CL-600-2A12 (601), and CL-600-2B16 (601-3A, 601-3R, and 604 Variants) airplanes. This proposed AD was prompted by tail strikes that occurred during landing with partial flap configurations. This proposed AD would require revising the existing airplane flight manual (AFM) to provide the flightcrew with procedures to follow when landing under certain conditions. The FAA is proposing this AD to address the unsafe condition on these products.
The Coast Guard will enforce a special local regulation for the Miami Beach Air and Sea Show from May 24 through May 25, 2025, to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the Seventh Coast Guard District identifies the regulated area for this event in Miami Beach, FL. During the enforcement periods, no person or vessel may enter, transit through, anchor in, or remain within the regulated area unless authorized by the Coast Guard Patrol Commander or a designated representative.
The Coast Guard is establishing a temporary safety zone one nautical mile in all directions around well #59 at approximate position 29[deg]04'28.919" N, 089[deg]10'48.720" W, near the Pass A Loutre State Wildlife Management Area. The safety zone is needed to protect persons and critical infrastructure from the potential contamination due to an oil spill in the Gulf of America. Entry of vessels or persons into this zone, or movement of vessels within this zone is prohibited unless specifically authorized by the Captain of the Port or a designated representative.
Based on information provided by the Louisiana Department of Wildlife and Fisheries (LDWF), NMFS has determined that reported landings from Louisiana exceeded the state's 2024 regional management area private angling component annual catch limit (ACL) for Gulf red snapper. Therefore, NMFS reduces the Louisiana 2025 private angling component ACL. This reduction will remain in effect through the remainder of the current fishing year on December 31, 2025.
The FAA is revising a notice of proposed rulemaking (NPRM) that applied to certain Airbus SAS Model A300 series airplanes; Model A300 B4-600, B4-600R, and F4-600R series airplanes, and Model A300 C4- 605R Variant F airplanes (collectively called Model A300-600 series airplanes); and Model A310 series airplanes. This action revises the NPRM by adding airplanes to the applicability. The FAA is proposing this airworthiness directive (AD) to address the unsafe condition on these products. Since this action would impose an additional burden over those in the NPRM, the FAA is requesting comments on this SNPRM.

This proposed AD was prompted by a determination that new airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
The FAA is correcting an airworthiness directive (AD) that published in the Federal Register. The AD applies to certain Thommen Aircraft Equipment AG (THOMMEN) AC32 Digital Air Data Computers (ADCs). As published, there were typographical errors in the some of the aircraft models in the applicability table. This document corrects those errors. In all other respects, the original document remains the same.
The Coast Guard will enforce various safety zones for annual marine events in the Captain of the Port Detroit zone. Enforcement of these safety zones is necessary to protect the safety of life and property on the navigable waters immediately prior to, during, and immediately after these events. During each enforcement period, no person or vessel may enter the respective safety zone without permission of the Captain of the Port Detroit or his designated representative.
The Coast Guard will enforce various safety zones for maritime events in the Captain of the Port Northern Great Lakes. Enforcement of these safety zones is necessary to protect the safety of life and property on the navigable waters immediately prior to, during, and immediately after this event. During the period, the Coast Guard will enforce restrictions upon, and control movement of, vessels in a specified area immediately prior to, during, and immediately after events. During each enforcement period, vessels must stay out of the established safety zone and may only enter with permission from the designated representative of the Captain of the Port Northern Great Lakes.
NMFS is adjusting the daily retention limits for the bluefin tuna (BFT) General and Harpoon categories. Specific to the General category, NMFS is adjusting the daily retention limit for the month of June from the default of three large medium or giant BFT to one large medium or giant BFT. This daily retention limit applies to Atlantic Tunas General category (commercial) permitted vessels and Highly Migratory Species (HMS) Charter/Headboat permitted vessels with a commercial sale endorsement when fishing commercially for BFT. This daily retention limit will be effective for the month of June or until further modified. Specific to the Harpoon category, NMFS is modifying the daily retention limit from the default of no more than 10 large medium and giant BFT to 5 large medium or giant BFT. The incidental catch limit of two large medium BFT per vessel per day/trip remains unchanged. These retention limits apply to Atlantic Tunas Harpoon category permitted vessels for the remainder of the 2025 Harpoon category fishing season, which concludes on November 15, 2025, or until further modified.
The FAA is adopting a new airworthiness directive (AD) for all The Boeing Company Model 747 airplanes. This AD was prompted by a report that a right-hand outboard elevator was received and installed without balance weights. This AD requires doing a maintenance records check to determine if certain outboard elevators are installed or an inspection to determine if outboard elevators have balance weights, and applicable on-condition actions. The FAA is issuing this AD to address the unsafe condition on these products.
The Coast Guard will enforce various special local regulations for the annual regattas and marine parades on dates between July 11, 2025, and August 31, 2025, in the Captain of the Port Detroit zone. Our regulation for marine events within Sector Detroit identifies the regulated area for these events. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
In accordance with the memorandum of January 20, 2025, from President Donald J. Trump, entitled "Regulatory Freeze Pending Review," this action provides a third notification to delay the effective date of the interim final rule published on January 10, 2025, until June 4, 2025.
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 757-200 and -300 series airplanes. This proposed AD was prompted by cracking found during an inspection on an airplane equipped with Aviation Partners Boeing (APB) scimitar blended winglets (SBWs). This proposed AD would require performing a general visual inspection (GVI) or maintenance records check of certain stringers for an approved freeze plug repair, performing a high frequency eddy current (HFEC) inspection of the same area for any crack common to a certain stringer and a reinforcement strap, and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
The Coast Guard is establishing a temporary special local regulation for certain waters of the St. Mary's River. This action is necessary to provide for the safety of life on these navigable waters, located at Piney Point, MD, during a two-day, high-speed, power boat demonstration event on June 7, 2025, and June 8, 2025. This rule prohibits persons and vessels from being in the regulated area unless authorized by the Captain of the Port, Maryland-National Capital Region, or the Coast Guard Event Patrol Commander.
This document amends the Table of TV Allotments (table) of the Federal Communications Commission's (Commission) rules by substituting channel 12 for channel 28 at Wichita, Kansas in response to a Petition for Rulemaking filed by Gray Television Licensee, LLC (Gray), the licensee of KSCW-DT, Wichita, Kansas. The staff engineering analysis finds that the proposal is in compliance with the Commission's principal community coverage and technical requirements. The substitution of channel 12 for channel 28 in the table will allow the station to continue to operate on its licensed channel and provide uninterrupted service to its viewers.
This action proposes to establish Class E airspace at Wickenburg, AZ. The FAA is proposing this action to support new instrument procedures and to support instrument flight rule (IFR) operations.
These special conditions are issued for Boeing Model 747-400/- 400D/ -400F series airplanes. These airplanes, as modified by Archeion Holdings LLC (Archeion), will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport-category airplanes. This design feature is a digital systems architecture that will allow increased connectivity to and access from external network sources, (e.g., operator networks, wireless devices, internet connectivity, service provider satellite communications, electronic flight bags, etc.) to the airplane's previously isolated electronic assets (networks, systems, and databases). The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
