The FAA is adopting a new airworthiness directive (AD) for all Bombardier, Inc., Model BD-700-2A12 airplanes. This AD was prompted by the discovery that a partial loss of thrust after an engine failure during a required navigation performance authorization required (RNP- AR) approach under certain weight, altitude and temperature (WAT) conditions, may lead to a descent below the specified path guidance. This AD requires a revision to the existing airplane flight manual (AFM), to incorporate updated WAT tables for RNP-AR approach operations. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain Schempp-Hirth Flugzeugbau GmbH Model Duo Discus and Duo Discus T gliders. This AD was prompted by reports of gliders' canopies opening during air tow. This AD requires modifying the canopy locking mechanism. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500- 1A11 airplanes. This proposed AD was prompted by events where the cargo bottle fail caution message was displayed. This proposed AD would require replacing affected low rate discharge (LRD) bottles, inspecting extinguishing discharge lines and tubes, and replacing extinguishing discharge lines and tubes, as applicable, and would also prohibit the installation of affected LRD bottles, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.

This interim final rule revises HUD's regulation governing the Fair Housing Act's mandate that the Secretary administer HUD's program and activities in a manner that affirmatively furthers fair housing. This interim final rule returns to the original understanding of what the statutory AFFH certification was prior to 1994--a general commitment that grantees will take active steps to promote fair housing. Grantee AFFH certifications will be deemed sufficient provided they took any action during the relevant period rationally related to promoting fair housing, such as helping eliminate housing discrimination. This interim final rule does not, however, reinstate the obligation to conduct an Analysis of Impediments or mandate any specific fair housing planning mechanism; program participants must continue to affirmatively further fair housing as and to the extent required by the Fair Housing Act.

This document corrects a January 7, 2025 final rule that amended Federal Motor Vehicle Safety Standard (FMVSS) No. 225; "Child restraint anchorage systems," and FMVSS No. 213b; "Child restraint systems," to improve ease-of-use of the lower and tether anchorages, improve correct use of child restraint systems in vehicles, and maintain or improve the correct use and effectiveness of child restraint systems (CRSs) in motor vehicles. The final rule fulfilled a mandate of the Moving Ahead for Progress in the 21st Century Act (MAP- 21) requiring that NHTSA improve the ease-of-use for lower anchorages and tethers in all rear seat positions.
This action establishes Class E airspace extending upward from 700 feet above the surface for ECU Health Bertie Hospital Heliport, Windsor, NC, to accommodate new area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures serving the heliport. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at this heliport.
This document is part of the Farm Credit Administration's (FCA, our, or we) initiative to reduce regulatory burden for Farm Credit System (FCS or System) institutions, including the Federal Agricultural Mortgage Corporation (Farmer Mac). This document is consistent with the Orders, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the revised information collection requirement.
The United States Postal Service is revising the service standards for certain market-dominant services, specifically First- Class Mail[supreg], Periodicals, USPS Marketing Mail, and Package Services. The new service standards, which will be implemented in two phases, align with operational initiatives that the Postal Service plans to implement on a nationwide basis to fundamentally transform its processing and transportation networks to achieve greater operational precision and efficiency, significantly reduce costs, and enhance service pursuant to the Delivering for America strategic plan. The changes will maintain service at existing levels for most volume, will upgrade standards for more market-dominant volume than is downgraded, and will improve service reliability.
The FAA is superseding Airworthiness Directive (AD) 2023-11- 08, which applied to all Airbus SAS Model A330-841 and -941 airplanes. AD 2023-11-08 required maintenance actions, including a high-pressure valve (HPV) seal integrity test, repetitive replacement of the HPV clips, revision of the existing airplane flight manual (AFM), and implementation of updates to the FAA-approved operator's minimum equipment list (MEL). This AD was prompted by the determination that the replacement intervals required by AD 2023-11-08 must be reduced to address the unsafe condition. This AD continues to require the actions in AD 2023-11-08. This AD also reduces the HPV clip replacement intervals, requires an additional revision of the existing AFM for certain airplanes, and limits the installation of HPV clips, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The Environmental Protection Agency (EPA) is reopening the public comment period for 15 days for a proposed rule published August 30, 2024. Reopening the public comment period is focused exclusively on the references to various permit conditions within three Director's Final Findings and Orders (DFFOs) included in the docket that were issued by the Ohio Environmental Protection Agency (Ohio EPA) as those conditions apply to the limits in the DFFOs for Cardinal Power Plant, Ohio Valley Electric Corp.--Kyger Creek, and General James M. Gavin Power Plant.

The Environmental Protection Agency (EPA) is approving a revision to New Jersey's State Implementation Plan (SIP), submitted by the New Jersey Department of Environmental Protection (NJDEP), for the purposes of incorporating regulations concerning permits and certificates for minor source facilities, and major source facilities without an operating permit. The intended effect of the NJDEP's revisions to the SIP is to regulate the construction and modification of stationary sources with adequate requirements to ensure that the National Ambient Air Quality Standards (NAAQS) are satisfied. The NJDEP's revisions will strengthen the SIP by updating the Federal air permitting program to conform with the State regulations that were in effect at the time of the SIP submission, which will ultimately better serve the regulated community and help to protect the quality of air in the State. The EPA proposed to approve this rule on December 17, 2024, and received no comments.
We are reopening the comment period for our proposed rule that would create the regulations governing the US Swine Health Improvement Plan, a voluntary livestock improvement program aimed at improving biosecurity, traceability, and disease surveillance for swine health. This action will allow interested persons additional time to prepare and submit comments.

This AD requires replacing affected parts and prohibits the installation of affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference (IBR). The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for all ATR--GIE Avions de Transport R[eacute]gional Model ATR42 and Model ATR72 airplanes. This AD was prompted by the insufficient accuracy of a certain Angle of Attack (AoA) probe at low airspeeds which could lead to a delayed activation of the stick pusher in a flaps-extended configuration. This AD requires replacing each affected part with a serviceable part, and also prohibits the installation of affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its spent fuel regulations by revising the NAC Multi-Purpose Canister (NAC-MPC) System listing within the "List of approved spent fuel storage casks" to include Amendment No. 9 and revise Amendment Nos. 6, 7, and 8 to Certificate of Compliance (CoC) No. 1025. Amendment No. 9 and the revisions to Amendment Nos. 6, 7, and 8 amend the description of the vertical concrete cask (VCC) in the CoC and technical specifications to make a distinction between the VCC body and the VCC lid, in terms of applicability of the American Concrete Institute (ACI) Specifications ACI 349 and ACI 318.
This action corrects a final rule published by the FAA in the Federal Register on February 3, 2025, that establishes United States Area Navigation (RNAV) Route T-553 and amends RNAV Routes T-356, T-358, and T-479 in the eastern United States. This action adds the Martinsburg, WV (MRB), Very High Frequency Omnidirectional Range/ Tactical Air Navigation (VORTAC) to the route description of RNAV Route T-356.
The Federal Energy Regulatory Commission amends its regulations to incorporate by reference, with certain exceptions, the latest version (Version 004) of the Standards for Business Practices and Communication Protocols for Public Utilities adopted by the Wholesale Electric Quadrant (WEQ) of the North American Energy Standards Board (NAESB). The revisions made by NAESB in the WEQ Version 004 standards are designed to aid public utilities with the consistent and uniform implementation of requirements promulgated by the Commission as part of the pro forma Open Access Transmission Tariff (OATT).
The Department of Health and Human Services (HHS or Department) published a direct final rule entitled "Name Change From Office of Child Support Enforcement to Office of Child Support Services" in the Federal Register on December 31, 2024, which was to become effective March 3, 2025. HHS is reopening the public comment period and delaying the effective date for the purpose of reviewing any questions of fact, law, and policy that the rule may raise.
This action proposes to amend United States Area Navigation (RNAV) Routes Q-64 and T-414, and establish RNAV Routes T-461 and T-463 in the eastern United States. This action supports FAA Next Generation Air Transportation System (NextGen) efforts to provide a modern RNAV route structure to improve the safety and efficiency of the National Airspace System (NAS).
