NMFS is prohibiting directed fishing for Pacific cod by American Fisheries Act (AFA) trawl catcher/processors in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to prevent exceeding the annual 2025 Pacific cod total allowable catch (TAC) allocated to AFA trawl catcher/processors in the BSAI.
This action modifies the Class D airspace and Class E airspace designated as an extension to a Class D airspace at Jack Northrop Field/Hawthorne Municipal Airport, Hawthorne, CA. This action will more appropriately contain instrument flight rules (IFR) and visual flight rules (VFR) operations at the airport. Additionally, the airport's legal description is amended to match the FAA's database.
This action proposes to revoke the Class E airspace at Pinecreek, MN. The FAA is proposing this action as the result of the instrument procedures being cancelled and the airport closing.
The Securities and Exchange Commission ("Commission") is adopting technical amendments to various rules and forms under the Securities Act of 1933 and the Securities Exchange Act of 1934. These amendments correct errors that are technical in nature, including typographical errors and erroneous cross-references in various Commission rules and forms.
This rule amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide for the safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.
The Federal Mine Safety and Health Review Commission (the "Commission") is an independent adjudicatory agency that provides trials and appellate review of cases arising under the Federal Mine Safety and Health Act of 1977 (the "Mine Act"). Trials are held before the Commission's Administrative Law Judges, and appellate review is provided by a five-member Review Commission appointed by the President and confirmed by the Senate. On January 17, 2025, the Commission published a final rule, which made final revisions to many of the Commission's procedural rules. The Commission is extending the comment period and delaying the effective date set forth in that publication.

This action is necessary to prevent exceeding the annual 2025 Pacific cod sideboard limit established for non-exempt AFA catcher vessels in the Western Regulatory Area of the GOA.
The FAA proposes to adopt a new airworthiness directive (AD) for certain ATR--GIE Avions de Transport R[eacute]gional Model ATR42- 500 and ATR72-212A airplanes. This proposed AD was prompted by a report of potential use of improper material during the production of vertical tail plane (VTP) fittings. This proposed AD would require, for certain airplanes, an inspection for the material of affected fuselage-to-VTP fittings, an inspection report, and corrective actions, and, for certain other airplanes, part replacement, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of March 19, 2025, for the direct final rule that was published in the Federal Register on January 3, 2025. This direct final rule amended the NAC International, Inc. MAGNASTOR[supreg] Storage System listing within the "List of approved spent fuel storage casks" to include Amendment No. 14 and revisions to Amendment Nos. 0 through 13 to Certificate of Compliance No. 1031.

The FAA is revising a notice of proposed rulemaking (NPRM) to supersede Airworthiness Directive (AD) 2022-08-08, which applies to certain Airbus SAS Model A318-111, -112, -121, -122 airplanes; Model 319-111, -112, -113, -114, -115, -131, -132, -133, -151N, -153N, and - 171N airplanes; Model A320-211, -212, -214, -216, -231, -232, -233, - 251N, -252N, -253N, -271N, -272N, and -273N airplanes; and Model A321- 111, -112, -131, -211, -212, -213, -231, -232, -251N, -251NX, -252N, - 252NX, -253N, -253NX, -271N, -271NX, -272N, and -272NX airplanes. This action revises the NPRM by adding requirements for certain airplanes. The FAA is proposing this AD to address the unsafe condition on these products. Since these actions would impose an additional burden over that in the NPRM, the FAA is reopening the comment period to allow the public the chance to comment on these changes.
The U.S. Nuclear Regulatory Commission (NRC) is issuing a new Regulatory Guide (RG) 3.78 (Revision 0), "Acceptable ASME Section XI Inservice Inspection Code Cases." This new RG provides applicants and licensees with methods that the NRC staff considers acceptable for specific or general independent spent fuel storage installation (ISFSI) licensees and certificate of compliance (CoC) holders to comply with NRC regulations for inservice inspection of confinement boundary components and aging management activities associated with the renewals of ISFSIs, general licensees, and CoC holders for spent fuel storage systems.
On January 16, 2025, BIS published in the Federal Register an interim final rule (IFR), "Implementation of Additional Due Diligence Measures for Advanced Computing Integrated Circuits; Amendments and Clarifications; and Extension of Comment Period" (January 16 IFR). This rule revises Export Control Classification Number (ECCN) 3A090 to correct this ECCN's license requirement added in the January 16 IFR.
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 747-400, 747-400F, 747-8F, and 747-8 series airplanes. This AD was prompted by a report that, during potable water servicing, there were multiple engine indicating and crew alerting system messages. The cause was the separation of a fitting and steel water supply tube above an electronics equipment cooling air filter, behind the forward cargo compartment left sidewall. This AD requires, depending on configuration, installing at certain locations: conduits on exposed potable water supply lines, envelope assemblies over all exposed potable water line fittings and exposed potable water supply lines, a slitted spray shield, a two-piece deflector shield around the equipment cooling system (ECS) air inlet, and/or a shroud on exposed potable water supply lines. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500- 1A11 airplanes. This AD was prompted by reported events of annunciated horizontal stabilizer trim actuator (HSTA) jams occurring at the end of the cruise phase of flight. This AD requires lubricating the HSTA using an improved method, at a reduced interval, as specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

The U.S. Consumer Product Safety Commission (CPSC) is correcting an error in a direct final rule, "Safety Standard for Non- Full-Size Baby Cribs," issued pursuant to a statutory requirement in section 104 of the Consumer Product Safety Improvement Act (CPSIA), and published on January 31, 2025.
The FAA is superseding Airworthiness Directive (AD) 2016-20- 12, AD 2018-17-21, and AD 2019-14-04, which applied to certain Airbus SAS Model A318, A319, A320, and A321 series airplanes. The FAA is adopting a new airworthiness directive (AD) for certain Costruzioni Aeronautiche Tecnam S.P.A. (Tecnam) Model P2010 and P2010 TDI airplanes. This AD was prompted by the disconnection of a rudder pedals torque tube from one of its hinges. This AD requires modifying the airplane by installing larger diameter retainer washers on both the left-hand (LH) and right-hand (RH) rudder pedals torque tube hinges, installing new self-locking nuts, doing a functional or operating test of the system to ensure the retaining washers are installed properly, and applying a torque stripe on the LH and RH nuts and bolts threads. The FAA is issuing this AD to address the unsafe condition on these products.

This document delays until March 20, 2025, the effective date of the December 20, 2024, final rule that adopted Federal Motor Vehicle Safety Standard (FMVSS) No. 305a to replace FMVSS No. 305, "Electric- powered vehicles: Electrolyte spillage and electrical shock protection." FMVSS No. 305a applies to light and heavy vehicles and includes performance requirements for the propulsion battery. The final rule also established a part entitled, "Documentation for Electric- powered Vehicles," that requires manufacturers to compile risk mitigation documentation and submit standardized emergency response information to assist first and second responders handling electric vehicles.
The FAA is adopting a new airworthiness directive (AD) for certain FS 2001 Corp, FS 2002 Corporation, FS 2003 Corporation, Piper, and Piper Aircraft, Inc. (Piper) airplanes. This AD was prompted by reports of broken rudders. This AD requires replacing any rudder equipped with a rudder post made from a certain carbon steel with a rudder equipped with a rudder post made from a certain low-alloy steel. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD- 500-1A11 airplanes. This proposed AD was prompted by certification testing that found that environmental control system (ECS) ducts manufactured using a certain material failed the flammability test requirements established for compliance. This proposed AD would require inspecting the affected ECS ducts and, as applicable, installing a fire-resistant sleeve assembly over any non-compliant ECS duct, and prohibit the installation of ECS ducts as replacement parts under certain conditions, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
On January 15, 2025, the Department of Interior (Department) published in the Federal Register a final rule revising regulations governing the Federal acknowledgment process. The rule was set to take effect February 14, 2025; however, the department is delaying that date. The new effective date is March 21, 2025.
