The Environmental Protection Agency (EPA) has determined that the San Joaquin Valley, California area failed to attain the 1997 8- hour ozone national ambient air quality standard (NAAQS) by its June 15, 2024 "Extreme" area attainment date. This determination is based on quality-assured and certified ambient air quality monitoring data from 2021 through 2023. As a result of this determination, the State of California is required to implement nonattainment contingency measures and the stationary source fee program required under Clean Air Act (CAA) section 185.
OSHA held an informal public hearing on its proposed standard for Heat Injury and Illness Prevention in Outdoor and Indoor Work Settings from June 16 through July 2, 2025. The period to submit post- hearing comments is extended by 30 days until October 30, 2025, to allow individuals and organizations who filed a timely Notice of Intention to Appear (NOITA) at the hearing additional time to file evidence and data relevant to the proceeding, including written responses to questions asked during hearing proceedings, as well as final written briefs.
The Environmental Protection Agency (EPA) is taking final action to approve the "2023 Maintenance Plan and Redesignation Request for the Revoked 1-Hour Ozone Standard" ("San Joaquin Valley Maintenance Plan" or "Plan") as a revision to the state implementation plan (SIP) for the State of California. The San Joaquin Valley Maintenance Plan includes, among other elements, an emissions inventory consistent with attainment and contingency provisions. The EPA is also finalizing its finding that the State of California's request to redesignate the San Joaquin Valley area from nonattainment to attainment for the revoked 1979 1-hour national ambient air quality standard (NAAQS or "standard") for ozone ("1979 ozone NAAQS," "1-hour ozone NAAQS," or "1-hour ozone standard") meets all the Clean Air Act (CAA or "the Act") criteria for redesignation. Therefore, the EPA is terminating all anti-backsliding obligations for the San Joaquin Valley area for the revoked 1-hour ozone NAAQS.
The Environmental Protection Agency (EPA) is approving a state implementation plan (SIP) revision submitted by the State of Delaware. The SIP revision addresses Clean Air Act (CAA) requirements for the enactment of a Basic vehicle emissions inspection and maintenance (I/M) program for the Delaware portion (i.e., New Castle County) of the Philadelphia-Wilmington-Atlantic City, PA-NJ-MD-DE Nonattainment Area (Philadelphia NAA) for the 2015 8-hour ozone national ambient air quality standards (NAAQS).
The Secretary proposes one additional priority and related definitions for use in currently authorized discretionary grant programs or programs that may be authorized in the future. The Secretary may choose to use the entire priority for a grant program or a particular competition or use one or more of the priority's component parts. This priority and definitions augment the initial set of three Secretary's Supplemental Priorities on Evidence-Based Literacy, Educational Choice, and Returning Education to the States published as final priorities on September 9, 2025 (90 FR 43514), the Secretary's Supplemental Priority on Artificial Intelligence published as a proposed priority on July 21, 2025 (90 FR 34203), and the Secretary's Supplemental Priority on Promoting Patriotic Education published as a proposed priority on September 17, 2025 (90 FR 44788). In addition, this priority complements the additional Secretary's Supplemental Priority and Definitions on Meaningful Learning Opportunities published as a proposed priority elsewhere in this issue of the Federal Register.

The Department of Veterans Affairs (VA) adopts as final, with one technical change, a proposed rule to amend its regulations governing the confidentiality and release of VA records subject to the Privacy Act of 1974. This rulemaking exempts portions of the new "Law Enforcement Officer Evaluations (LEO Evals)--VA" (216VA10) system of records from certain provisions of the Privacy Act of 1974 to prevent compromising the objectivity and fairness of the testing and evaluation process.
The FAA proposes to supersede Airworthiness Directive (AD) 2025-03-07, which applies to certain Airbus SAS Model A318, A319, and A320 series airplanes, and Model A321-111, -112, -131, -211, -212, - 213, -231, -232, -251N, -252N, -253N, -271N, -272N, -251NX, -252NX, - 253NX, -271NX, and -272NX airplanes. AD 2025-03-07 requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2025-03-07, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would continue to require certain actions in AD 2025-03-07 and would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, and would expand the applicability. The FAA is proposing this AD to address the unsafe condition on these products.
This document amends the Table of FM Allotments, of the Federal Communications Commission's (Commission) rules, by removing Channel 285A at Adamsville, Texas and by adding Channel 285A at Richland Springs, Texas. The staff engineering analysis determines that Channel 285A can be allotted to Richland Springs consistent with the minimum distance separation requirements of the Commission's rules, with a site restriction of 12 kilometers (7.5 miles) southeast of the community. The reference coordinates are 31-10-24 NL and 98-53-25 WL.
The FAA is adopting a new airworthiness directive (AD) for certain Airbus Helicopters Deutschland GmbH (AHD) Model MBB-BK 117 D-3 helicopters. This AD is prompted by reports of momentary direct current (DC) power interruption in flight of both essential busses. This AD requires revising the existing rotorcraft flight manual (RFM) to incorporate an emergency and malfunction procedure. The FAA is issuing this AD to address the unsafe condition on these products.
The Coast Guard is proposing to establish a temporary safety zone for certain waters of the Main Shipping Channel, offshore of Port Miami, Miami, FL, in connection with the E1 World Championship high- speed electric powerboat races. This action is necessary to provide for the safety of life on these navigable waters near Port Miami, Miami, FL, and to protect personnel, vessels, and the marine environment from potential hazards associated with the race. This rulemaking would prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Sector Miami or a designated representative.
The Rural Utilities Service (RUS or the Agency), an agency of the Rural Development (RD) mission area within the U.S. Department of Agriculture (USDA), published a final rule with comment in the Federal Register on July 18, 2025, to revise its Accounting Requirements for RUS Electric Borrowers. These changes incorporate the guidance communicated with RUS Bulletin 1767B-1A and include adding new utility plant categories, adding new accounts to the Uniform System of Accounts (USoA), deleting obsolete accounts, and providing clarifying instructions and definitions for the new accounts. These changes provide uniformity and consistency for all RUS awardees. Through this action, RUS is confirming the final rule as it was published.
The FAA proposes to adopt a new airworthiness directive (AD) for certain ATR--GIE Avions de Transport R[eacute]gional Model ATR42- 500 airplanes. This proposed AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is proposing this AD to address the unsafe condition on these products.
The Coast Guard will enforce a segment of the Safety Zone, Brandon Road Lock and Dam to Lake Michigan including Des Plaines River, Chicago Sanitary and Ship Canal, Chicago River, and Calumet-Saganashkee Channel Chicago, IL, on the Chicago River (South Branch) and Chicago Sanitary and Ship Canal for the Tough Cup XI Regatta on September 27, 2025. This action is intended to provide for the safety of life on navigable waterways during a crew regatta event. During the enforcement period listed below, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port (COTP) Lake Michigan or a designated representative.
The FAA is correcting a final rule that appeared in the Federal Register on August 29, 2025. The final rule amended Class E4 airspace at Elmira/Corning Regional Airport, Elmira, NY. This action corrects the airspace docket number from 25-ANE-11 to 25-AEA-11 in the header for the final rule.
This final rule amends the Pension Benefit Guaranty Corporation's regulation on Allocation of Assets in Single-Employer Plans to prescribe the spreads component of the interest assumption under the asset allocation regulation for plans with valuation dates of October 31, 2025-January 30, 2026. These interest assumptions are used for valuing benefits under terminating single-employer plans and for other purposes.
The Coast Guard will enforce a safety zone for the Corn Festival Fireworks on September 27, 2025, to provide for the safety of life on navigable waterways during this fireworks display. Our regulation for marine events within the Great Lakes Coast Guard District identified the safety zone for this event in Morris, IL. During the enforcement period, entry into, transiting, or exiting the safety zone is prohibited unless authorized by the Captain of the Port (COTP) Lake Michigan or a designated on-scene representative.
The FAA is adopting a new airworthiness directive (AD) for all Leonardo S.p.A. Model AW189 helicopters. This AD was prompted by a report of a fire occurring during the operational check of the engine anti-icing system. This AD requires inspecting and measuring the resistance of the air intake electrical connectors, inspecting the bonding strap, reporting the results of the inspections, and depending on the results of the inspection, accomplishing corrective actions. This AD also prohibits the installation of an air intake controller unless certain actions are accomplished. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain International Aero Engines AG (IAE AG) Model V2522-A5, V2524- A5, V2525-D5, V2527-A5, V2527E-A5, V2527M-A5, V2528-D5, V2530-A5, V2531-E5, and V2533-A5 engines. This AD was prompted by a manufacturer investigation that revealed a quality escape following angled ultrasonic inspections (AUSIs) performed on certain high-pressure turbine (HPT) 1st-stage hubs and HPT 2nd-stage hubs. This AD requires removal and replacement of certain HPT 1st-stage hubs and HPT 2nd-stage hubs. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for all Polskie Zaklady Lotnicze Sp. z o.o. Model PZL M28 05 airplanes. This AD was prompted by incorrect flap settings and airspeed during approach for landing under one engine inoperative (OEI) conditions in the airplane flight manual (AFM) emergency procedures. This AD requires revising the existing AFM for your airplane to provide the correct emergency procedures. The FAA is issuing this AD to address the unsafe condition on these products.
The U.S. Department of Homeland Security (DHS) proposes to amend its regulations governing the process by which U.S. Citizenship and Immigration Services (USCIS) selects H-1B registrations for unique beneficiaries for filing of H-1B cap-subject petitions (or H-1B petitions for any year in which the registration requirement is suspended). DHS proposes to implement a weighted selection process that would generally favor the allocation of H-1B visas to higher skilled and higher paid aliens, while maintaining the opportunity for employers to secure H-1B workers at all wage levels, to better serve the Congressional intent for the H-1B program.
On January 8, 2025, in consultation with U.S. Customs and Border Protection (CBP), the U.S. Consumer Product Safety Commission (Commission or CPSC) issued a final rule to revise the agency's regulation for Certificates of Compliance (certificates). The final rule contained two "effective dates" for products subject to the final rule based on how products were manufactured or imported into the United States. CPSC is making a technical correction to the DATES section of the final rule because the Office of the Federal Register requires one "effective date." The corrected final rule will contain one "effective date" for the final rule and two "applicability dates" based on how products are manufactured or imported into the United States. This technical correction has no substantive effect on the dates by which products subject to the final rule must be in compliance.
In this document, the Federal Communications Commission's Media Bureau substitutes channel * 24 for channel * 4 at Jacksonville, Oregon in the Table of TV Allotments (table) in response to a Petition for Rulemaking filed by theDove Media, Inc. (TDM or Petitioner), the permittee of a new NCE television station to serve Jacksonville, Oregon (Jacksonville), with Facility ID No. 791569 (Station). The staff engineering analysis finds that the proposal is in compliance with the Commission's principal community coverage and technical requirements. The substitution of channel * 24 for channel * 4 in the table will allow TDM to construct its new facility on a UHF channel and avoid the known viewer reception issues on its currently authorized VHF channel.
The Federal Energy Regulatory Commission (Commission) proposes to approve Critical Infrastructure Protection (CIP) Reliability Standard: CIP-003-11 (Cyber Security--Security Management Controls). The North American Electric Reliability Corporation, the Commission- certified electric reliability organization, submitted the proposed Reliability Standard modifications to mitigate risks posed by a coordinated cyberattack on low impact facilities; the aggregate impact of which could be much greater.
These special conditions are issued for The Boeing Company (Boeing) Model 757-200 series airplane. This airplane, as modified by H4 Aerospace (UK) Ltd (H4 Aerospace), will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards. This design feature is associated with seats that include non-traditional, large, non-metallic panels. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
NMFS implements an accountability measure for red snapper in the exclusive economic zone (EEZ) of the South Atlantic. NMFS projects that commercial landings of red snapper will reach the commercial annual catch limit (ACL) for the 2025 fishing year. Therefore, NMFS is closing the commercial sector for red snapper in the South Atlantic EEZ. This closure is necessary to protect the red snapper resource.
NMFS approves and implements 2025-2026 specifications for the Mackerel, Squid, and Butterfish Fishery Management Plan (FMP), as recommended by the Mid-Atlantic Fishery Management Council (Council). This action sets 2025 and projected 2026 butterfish fishery specifications and reaffirms 2025 chub mackerel, Illex squid, longfin squid, and Atlantic mackerel fishery specifications. These final specifications are intended to establish allowable harvest levels that will prevent overfishing, consistent with the most recent scientific information. This action also adjusts the minimum square mesh size for directed butterfish trawl trips and corrects existing regulations.
The Coast Guard will enforce special local regulations for the Manasquan Inlet Intracoastal Tug on October 12, 2025, or on a rain date of October 18, 2025, to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the USCG East District (formerly the Fifth Coast Guard District) identifies the regulated area for this event in Manasquan, NJ and Point Pleasant Beach, NJ. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.

The Federal Energy Regulatory Commission (Commission) directs the North American Electric Reliability Corporation (NERC), the Commission-certified Electric Reliability Organization, to develop new or modified Reliability Standards that address the sufficiency of responsible entities' supply chain risk management plans related to the identification of and response to supply chain risks. Further, the Commission directs NERC to develop modifications related to supply chain protections for protected cyber assets. This final action also terminates a related notice of inquiry.
