The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD- 500-1A11 airplanes. This proposed AD was prompted by reports that the interface pin of the secondary load path in the upper gimbal of the horizontal stabilizer trim actuator (HSTA) was incorrectly installed. This proposed AD would require a detailed visual inspection of the interface pin of the HSTA to determine if the interface pin is incorrectly installed, and applicable on-condition actions as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
The FAA is superseding Airworthiness Directive (AD) 2022-19- 09, which applied to all Airbus Canada Limited Partnership Model BD- 500-1A10 and BD-500-1A11 airplanes. AD 2022-19-09 required repetitive inspections of the left and right main landing gear (MLG) lower spindle pins to detect corrosion and applicable repair or replacement. This AD was prompted by reports of in-service findings of corrosion on the flange of the MLG lower spindle pin. This AD continues to require certain actions in AD 2022-19-09. This AD also requires changing the tracking of flight cycles for inspections from the usage of the MLG to the usage of MLG lower spindle assemblies and replacement of affected MLG lower spindle assemblies, removes airplanes from the applicability, and prohibits the installation of affected parts under certain conditions; as specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is superseding Airworthiness Directive (AD) 2021-24- 09, which applied to certain Bell Textron Canada Limited Model 430 helicopters. AD 2021-24-09 required a visual inspection of the main rotor (M/R) pitch link clevis (clevis), rod end, and a certain part- numbered universal bearing, performing a purge grease, and performing a magnetic particle inspection of each M/R clevis, and depending on the inspection results, removing or replacing certain parts and performing additional actions. AD 2021-24-09 also required recurring inspections of each M/R clevis and each universal bearing. Since the FAA issued AD 2021-24-09, the manufacturer has reduced the life limits of the affected parts and introduced new M/R pitch link assemblies by re- identifying the M/R pitch link assemblies that were required to be inspected by AD 2021-24-09. This AD requires similar actions as AD 2021-24-09 but reduces the life limits and requires replacing the M/R pitch link assemblies with re-identified part numbered assemblies. These actions are specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain Bell Textron Canada Limited (BTCL) Model 505 helicopters. This AD was prompted by reports of possible chafing in certain locations between the basic and supplemental helicopter wiring and the structure. This AD requires repetitively inspecting the wire harnesses at certain locations for damage, and if any wire damage is found, repairing the damaged wire/bundles, as specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for all Airbus Canada Limited Partnership Model BD-500-1A11 airplanes. This AD was prompted by a design review of aircraft structural and stress reports that resulted in a revision of operational loads for some aircraft flight phases. This AD requires a review and disposition of all existing repairs and damage assessments for affected structure, corrective actions if necessary, and the prohibition of certain repair engineering orders (REOs), as specified in a Transport Canada AD, which is incorporated by reference. The FAA is adopting a new airworthiness directive (AD) for certain Bell Textron Canada Limited (Bell) Model 505 helicopters. The FAA previously sent this AD as an emergency AD to all known U.S. owners and operators of these helicopters. This AD was prompted by deformation and/or improper pin engagement in the knuckles of the door hinge on the aft movable ballast box assembly. This AD requires removing all ballast weights from the aft movable ballast box assembly and prohibits the use of ballast weights within the aft movable ballast box assembly, as specified in a Transport Canada emergency AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is revising a notice of proposed rulemaking (NPRM) that would have applied to all Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500-1A11 airplanes. This action revises the NPRM by adding a prohibition on flight dispatch under certain conditions. The FAA is proposing this airworthiness directive (AD) to address the unsafe condition on these products. Since these actions would impose an additional burden over those in the NPRM, the FAA is requesting comments on this SNPRM.

The FAA is adopting a new airworthiness directive (AD) for certain Pratt & Whitney Canada Corp. (P&WC) Model PW535E and PW535E1 engines. This AD was prompted by a manufacturer design review that indicated certain flange bolts securing the gas generator case and turbine support case are susceptible to cracking at their current low- cycle fatigue (LCF) life. This AD requires repetitive borescope inspections (BSI) of the gas generator case to turbine support case retaining bolts for evidence of bolt cracks, bolt fracture, missing bolts, or loose bolts and replacement, if necessary, as specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for all Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500-1A11 airplanes. This AD was prompted by a design review that discovered software protection logic for potential large leaks from the engine bleed duct inside the engine core compartments was partially impaired. This AD requires revising the existing airplane flight manual (AFM) to incorporate the procedures for the flightcrew to manually isolate the opposite functional engine in the event of an engine bleed duct large leak condition, as specified in a Transport Canada AD, which is incorporated by reference (IBR). The FAA is issuing this AD to address the unsafe condition on these products.
The FAA proposes to supersede Airworthiness Directive (AD) 2022-25-51, which applies to all Airbus Canada Limited Partnership Model BD-500-1A10 and Model BD-500-1A11 airplanes. AD 2022-25-51 requires revising the Limitations section of the existing airplane flight manual (AFM) to include a new warning and a new limitation. Since the FAA issued AD 2022-25-51, updated primary flight control computer (PFCC) software has been developed to address the unsafe condition. This proposed AD would continue to require the actions in AD 2022-25-51, require installing the updated PFCC software, which terminates the AFM revision, and remove airplanes from the applicability, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is superseding Airworthiness Directive (AD) 2022-01- 02, which applied to certain De Havilland Aircraft of Canada Limited Model DHC-8-400, -401, and -402 airplanes. AD 2022-01-02 required inspecting for corrosion of the nacelle to wing rear spar attachment pins, and the nacelle to landing gear attachment pins, and doing all applicable corrective actions. This AD was prompted by a determination that some operators were unable to identify the airplanes subject to each requirement. This AD continues to require the actions specified in AD 2022-01-02, clarifies the affected airplanes for each required action, and revises the applicability by removing Model DHC-8-400 airplanes; as specified in Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD- 500-1A11 airplanes. This proposed AD was prompted by an investigation that showed a change in the feed-through connector O-ring material at a certain frame increased the electrical bonding resistance due to the current torque specification being inadequate. This proposed AD would require electrical bonding tests between the feed-through connectors and the forward side of the bulkhead at a certain frame, and the installation of two electrical bonding plates of connectors, as applicable, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is adopting a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500- 1A11 airplanes. This AD was prompted by reported events of annunciated horizontal stabilizer trim actuator (HSTA) jams occurring at the end of the cruise phase of flight. This AD requires lubricating the HSTA using an improved method, at a reduced interval, as specified in a Transport Canada AD, which is incorporated by reference. The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD- 500-1A11 airplanes. This proposed AD was prompted by certification testing that found that environmental control system (ECS) ducts manufactured using a certain material failed the flammability test requirements established for compliance. This proposed AD would require inspecting the affected ECS ducts and, as applicable, installing a fire-resistant sleeve assembly over any non-compliant ECS duct, and prohibit the installation of ECS ducts as replacement parts under certain conditions, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
This interim final rule amends the U.S. Customs and Border Protection (CBP) regulations to add implementing regulations for the preferential tariff treatment and related customs provisions of the Agreement Between the United States of America, the United Mexican States, and Canada (USMCA) with respect to general definitions, drawback and duty-deferral programs, textile and apparel goods, and automotive goods. This document also amends the regulations to implement the temporary admission of goods, to delineate recordkeeping and protest requirements, to clarify the fee provisions, and to make conforming amendments, including technical corrections to other laws as required by statute.
