The Video Division, Media Bureau (Bureau), has before it a petition for rulemaking filed by Gray Television Licensee, LLC (Gray or Petitioner), the licensee of KVVU-TV, channel 9, Henderson, Nevada (Station or KVVU-TV). Petitioner requests that the Bureau substitute channel 9 for channel 24 at Henderson, Nevada in the Table of TV Allotments (table).
The FAA proposes to supersede Airworthiness Directive (AD) 2020-03-14, which applies to all Airbus SAS Model A350-941 and -1041 airplanes. AD 2020-03-14 requires an inspection of affected crew oxygen cylinder assemblies for any discrepancy and replacement of discrepant crew oxygen cylinder assemblies with serviceable parts, and allows installation of affected parts under certain conditions. Since the FAA issued AD 2020-03-14, the supplier introduced an improved oxygen cylinder assembly, that will ensure the correct function of the system. This proposed AD would continue to require the actions in AD 2020-03-14 and would require replacement of all affected parts with redesigned parts and would also prohibit the installation of affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for all Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500-1A11 airplanes. This AD was prompted by a design review that discovered software protection logic for potential large leaks from the engine bleed duct inside the engine core compartments was partially impaired. This AD requires revising the existing airplane flight manual (AFM) to incorporate the procedures for the flightcrew to manually isolate the opposite functional engine in the event of an engine bleed duct large leak condition, as specified in a Transport Canada AD, which is incorporated by reference (IBR). The FAA is issuing this AD to address the unsafe condition on these products.
In this document, the Federal Communications Commission (Commission) revises the Wireless Emergency Alerts (WEA) rules to allow alert originators the option to send "silent alerts" that do not trigger WEA's common audio attention signal or vibration cadence. This action grants alert originators greater flexibility in tailoring how WEA messages are presented. Further, to make as clear as possible to the public that any device marketed as a "WEA-capable mobile device" adheres to the full suite of WEA capabilities, the Commission also adopts its proposals to define a "WEA-capable mobile device," for the purpose of compliance with the Commission's WEA requirements.
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 737-800 series airplanes. This AD was prompted by a determination that the compliance time for the initial ultrasonic inspection required by AD 2019-11-06 is insufficient for certain airplanes. This AD requires reducing the compliance time for the ultrasonic inspection of the skin under the drag link assembly. The FAA is issuing this AD to address the unsafe condition on these products.

NMFS is opening directed fishing for sablefish with fixed gear managed under the Individual Fishing Quota (IFQ) Program and the Community Development Quota (CDQ) Program. The season will open 1200 hours, Alaska local time (A.l.t.), March 20, 2025, and will close 1200 hours, A.l.t., December 7, 2025. This period is the same as the 2025 commercial halibut fishery opening dates adopted by the International Pacific Halibut Commission (IPHC), except the hours are not the same. The IFQ and CDQ halibut season dates are the same as specified by a separate publication in the Federal Register of annual management measures, which should be referenced for the halibut specific open and closure times.
In the document, the Federal Communications Commission (Commission) seeks comment on a proposed voluntary, negotiation-based process to transition the entire ten megahertz in the 900 MHz band for broadband use in counties where applicants and licensees reach private agreements to do so. In order to implement this proposed framework, the Commission seeks comment on whether the current 900 MHz broadband rules, such as the eligibility criteria, application requirements and procedures, licensing and operating rules, and technical requirements, are the appropriate vehicles for effectuating a ten megahertz broadband licensing framework. Additionally, pursuant to the Order, the Commission delegates to the Wireless Telecommunications Bureau of the Commission the authority to modify or terminate the current freeze on certain applications in the 900 MHz band.
The South Atlantic Fishery Management Council (Council) submitted Amendment 55 to the Fishery Management Plan for the Snapper- Grouper Fishery of the South Atlantic (FMP) for review, approval, and implementation by NMFS. If approved by the Secretary of Commerce, Amendment 55 would remove yellowmouth grouper from the other South Atlantic shallow water grouper complex (other SASWG) and establish a new scamp and yellowmouth grouper complex. Amendment 55 would also establish status determination criteria (SDC), a rebuilding plan, catch levels, sector allocations, sector management measures, and accountability measures (AMs) for the new complex; and establish catch levels for the revised other SASWG complex. The purpose of Amendment 55 is to rebuild the scamp and yellowmouth grouper stock, and achieve optimum yield (OY) while minimizing, to the extent practicable, adverse social and economic effects.
The Environmental Protection Agency (EPA) is proposing to grant a one-year extension of the "Extreme" attainment date for the 1997 ozone national ambient air quality standards (NAAQS) to the Riverside County (Coachella Valley) ozone nonattainment area ("Coachella Valley"). This action is based on the EPA's evaluation of air quality monitoring data and the extension request submitted by the State of California. We are taking comments on this proposal and plan to follow with a final action.
The FAA is superseding Airworthiness Directive (AD) 2019-05- 02, which applied to certain Rolls-Royce Deutschland Ltd & Co KG (RRD) (type certificate previously held by Rolls-Royce plc) Model RB211-Trent 970-84 and RB211-Trent 972-84 engines. AD 2019-05-02 required repetitive inspections of the drains mast for any crack and replacement or repair of the drains mast if necessary. Since the FAA issued AD 2019-05-02, the manufacturer has developed a modification (improved drains mast and drains support bracket), which the FAA has determined mitigates the unsafe condition. This AD was prompted by cracks found in the transition duct area of the drains mast. This AD requires modification with improved drains mast and drains support bracket. The FAA is issuing this AD to address the unsafe condition on these products.

We, the U.S. Fish and Wildlife Service (Service or FWS), announce that we are extending the comment period on our January 15, 2025, proposed rule to revise the listing of the grizzly bear (Ursus arctos horribilis) in the lower-48 States under the Endangered Species Act of 1973, as amended (Act or ESA). We are extending the comment period for the proposed rule to give all interested parties adequate opportunity to comment. Comments previously submitted on the proposed rule need not be resubmitted as they are already incorporated into the public record for this rulemaking actions and will be fully considered in our development of the final rule.
In this document, the Federal Communications Commission (FCC or Commission) proposes and seeks comment on changes to the rules that govern the operations of three distinct bands of spectrum, modernizing rules to facilitate opportunities for Advanced Air Mobility (AAM) and Uncrewed Aerial Systems (UAS). First, the Notice of Proposed Rulemaking (NPRM) proposes and seeks comment on opening up the 450 MHz band to aeronautical command and control operations; allowing for a single, nationwide license in the band; and adopting flexible licensing, operating, and technical rules that will facilitate robust use of the band at a range of altitudes while minimizing interference to neighboring operations. It also proposes expanding radiolocation operations in the 24.45-24.65 GHz band for uncrewed aircraft system detection operations. Finally, the NPRM proposes to modernize the Commission's legacy power rules for Commercial Aviation Air-Ground Systems in the 849-851 and 894-896 MHz band, which is used for in-flight connectivity.
The Coast Guard is proposing to disestablish the existing security zone for Rattlesnake, Tampa, FL in old Tampa Bay, including on land portions of the Chemical Formulators Chlorine Facility. Since the implementation of the regulation, the facility has permanently ceased operations making the provisions of the security zone no longer applicable. This proposed action would remove existing regulations that restrict vessel movement through the area. We invite your comments on this proposed rulemaking.
The Securities and Exchange Commission ("Commission") is amending its regulations with respect to the delegations of authority to the Director of the Division of Enforcement ("Director") to eliminate the delegation of authority to issue formal orders of investigation. Formal orders designate the enforcement staff authorized to issue subpoenas in connection with investigations under the Federal securities laws. This amendment is the result of the Commission's experience with its nonpublic investigations. The amendment is intended to increase effectiveness by more closely aligning the Commission's use of its investigative resources with Commission priorities.
EPA is extending the Renewable Fuel Standard (RFS) compliance reporting deadline for the 2024 compliance year. EPA is also making several minor amendments and technical corrections to other RFS provisions.
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. This proposed AD was prompted by reports of multiple nonconformances, including excessive gaps and pull-up, found during the assembly and installation of the forward pressure bulkhead. This proposed AD would require an internal and external detailed inspection (DET) of the forward pressure bulkhead (FPB) for any damage and performing applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.

We are reopening the comment period for our interim rule that would amend the regulations pertaining to conditions for payment of indemnity for highly pathogenic avian influenza. This action will allow interested persons additional time to prepare and submit comments.

The Federal Deposit Insurance Corporation (FDIC) is withdrawing notices of proposed rulemaking relating to brokered deposit restrictions, corporate governance and risk management, and the Change in Bank Control Act. If the FDIC decides to pursue future regulatory action in any of these areas, it will issue a new proposed rule.
FinCEN is issuing notice of a Geographic Targeting Order, requiring certain money services businesses along the southwest border of the United States to report and retain records of transactions in currency of more than $200 but not more than $10,000, and to verify the identity of persons presenting such transactions.
The Federal Communications Commission ("FCC" or "Commission") takes another important step to protect the Nation's submarine cable infrastructure from threats in an evolving national security and law enforcement landscape by undertaking the first major comprehensive review of the Commission's submarine cable rules since 2001. This review seeks to develop forward-looking rules to better protect submarine cables, identify and mitigate harms affecting national security and law enforcement, and facilitate the deployment of submarine cables and capacity to the market. Among other things, the Commission proposes to adopt a three-year periodic reporting requirement for submarine cable landing licenses; in the alternative, the Commission seeks comment on shortening the current 25-year submarine cable license term or adopting a shorter license term in combination with periodic reporting. The Commission also proposes or seeks comment on codifying the Commission's legal jurisdiction and other legal requirements in its rules to provide regulatory certainty to submarine cable owners and operators. Additionally, the Commission proposes and seeks comment on appropriate applicant and application requirements to account for the evolution of technologies and facilities and changes in the national security landscape over the last two decades and to ensure the Commission has targeted and granular information regarding the ownership, control, use of a submarine cable system, and other things, which are critical to the Commission's review to assess potential national security risks and other important public interest factors. Further, the Commission seeks comment on improving the quality of the circuit capacity data and facilitating the sharing of such information with other Federal agencies. Through these proposals, the Commission seeks to ensure that the Commission is exercising appropriate oversight of submarine cables to safeguard U.S. communications networks.

NMFS is prohibiting directed fishing for Pacific cod by catcher vessels greater than or equal to 60 feet (18.3 meters (m)) length overall (LOA) using pot gear in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to prevent exceeding the A season allowance of the 2025 Pacific cod total allowable catch (TAC) allocated to catcher vessels greater than or equal to 60 feet (18.3 m) LOA using pot gear in the BSAI.

This AD requires revising the ALS of the existing approved engine maintenance or inspection program, as applicable, to incorporate new or more restrictive tasks and limitations and associated thresholds and intervals for life-limited parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
