The U.S. Department of Energy (DOE) proposes to delay the applicability of certain product-specific enforcement provisions related to the controls verification procedure established in a recently published final rule amending the test procedures for central air conditioners and heat pumps. DOE is seeking comment from interested parties on the proposal.
This document corrects technical errors in the final rule that appeared in the April 15, 2025 Federal Register, titled "Medicare and Medicaid Programs; Contract Year 2026 Policy and Technical Changes to the Medicare Advantage Program, Medicare Prescription Drug Benefit Program, Medicare Cost Plan Program, and Programs of All-Inclusive Care for the Elderly."
FSA is in the process of reviewing all regulations within its purview to reduce regulatory burdens and costs. Pursuant to this review, FSA has identified the following obsolete, unnecessary, and outdated provisions. FSA is removing these provisions to streamline and clarify the dictates of FSA regulations. The changes in this rule will have no impact on past or present FSA customers.
The Food and Drug Administration (FDA, Agency, or we) is classifying the plazomicin test system into class II (special controls). The special controls that apply to the device type are identified in this order and will be part of the codified language for the plazomicin test system's classification. We are taking this action because we have determined that classifying the device into class II (special controls) will provide a reasonable assurance of safety and effectiveness of the device. We believe this action will also enhance patients' access to beneficial innovative devices, in part by reducing regulatory burdens.
The Food and Drug Administration (FDA, Agency, or we) is classifying the Zika virus serological reagents into class II (special controls). The special controls that apply to the device type are identified in this order and will be part of the codified language for the Zika virus serological reagents' classification. We are taking this action because we have determined that classifying the device into class II (special controls) will provide a reasonable assurance of safety and effectiveness of the device. We believe this action will also enhance patients' access to beneficial innovative devices in part by reducing regulatory burdens.
The Coast Guard is establishing a temporary safety zone for navigable waters off the port side of the USS Lexington in Corpus Christi Bay, while the United States Army conducts jump training. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by this exercise. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Corpus Christi.
The Food and Drug Administration (FDA or we) is confirming the effective date of February 19, 2025, for the final order that appeared in the Federal Register of January 17, 2025. The final order amends the color additive regulations to provide for the safe use of myoglobin as a color additive in ground meat and ground poultry analogue products.

This final rule amends the U.S. Department of Agriculture's civil monetary penalty regulations by making inflation adjustments as mandated by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015.
The Coast Guard will enforce a special local regulation for a recurring marine event in the Fifth Coast Guard District. This regulation applies to the Washington, DC Dragon Boat Festival. This action is intended to restrict vessel traffic in a portion of the Upper Potomac River near Washington, DC, in order to provide for the safety of life on navigable waters during the event.
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 787-9 and 787-10 airplanes. This AD was prompted by reports that some floor beam side-of-body fittings have been manufactured with an incorrect material type. This AD requires replacing the incorrectly manufactured floor beam side-of-body fittings, inspecting the fuselage frame and fastener holes for damage, and repairing any damage. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A321-251NX, -252NX, -253NX, -271NX, and -272NX airplanes. This AD was prompted by discovery of two bushes that had migrated on the latch shaft of an emergency overwing exit door (OWED) during accomplishment of an inspection on an in-service airplane. This AD requires repetitive detailed inspections (DETs) of the affected parts and, in case of discrepancies, modification of the affected parts, and prohibits the installation of affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-700-1A10 and BD-700-1A11 airplanes. This AD was prompted by reports of engine-driven pump hydraulic pressure hoses for hydraulic systems number 1 and 2 chafing against the pylon in the aft equipment bay. This AD requires an inspection of the engine-driven pump pressure hoses for any damage and minimum clearance between the engine-driven pump hydraulic pressure hose and case drain, suction pressure hose, and surrounding pylon structure; and corrective actions if necessary. The FAA is issuing this AD to address the unsafe condition on these products.

The Coast Guard will enforce a security zone along the Potomac River and Anacostia River, and adjacent waters at Washington, DC, for activities associated with the Army's 250th Anniversary celebration. This action is necessary to protect government officials, mitigate potential terrorist acts and incidents, and enhance public and maritime safety and security immediately before, during, and after this activity. During the enforcement period, entry into or remaining within the zone is prohibited unless authorized by the Captain of the Port or his designated representative.
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A350-941 and -1041 airplanes. This AD was prompted by a determination that certain master minimum equipment list (MMEL) items do not comply with MMEL certification requirements. This AD requires revising the operator's existing FAA-approved minimum equipment list (MEL), as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
This action revokes Jet Route J-606 and establishes United States Area Navigation (RNAV) Route Q-182 in Alaska. The FAA is taking this action due to the pending decommissioning of the Chinook, AK, Nondirectional Radio Beacon (NDB).
This direct final rule amends regulations that govern the mandatory inspection and pesticide testing for imported tobacco established under The Tobacco Adjustment Act of 1983. The Fair and Equitable Tobacco Reform Act of 2004 eliminated mandatory inspection and pesticide testing for imported tobacco. In alignment with Executive Order 14192, AMS is amending and, where appropriate, removing regulations that have expired authorizing statutes or govern non- operational programs.
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A319-111, -112, -113, -114, -115, -131, -132, and -133 airplanes; Model A320 series airplanes; Model A321-211, -212, -213, - 231, -232, -251N, -251NX, -252N, -252NX, -253N, -253NX, -253NY, -271N, -271NX, -272N, and -272NX airplanes; Airbus SAS Model A330-200 series airplanes; Model A330-300 series airplanes; Model A330-800 series airplanes; Model A330-900 series airplanes; Model A350-941 and -1041 airplanes; and Model A380-800 series airplanes. This AD was prompted by a report of corrosion and cracks on the broadband antenna adapter plate during an inspection. This AD requires repetitive general visual inspections of the broadband antenna adapter plate, skirt, vents, and attachment fittings, and applicable corrective actions, and limits the installation of affected parts under certain conditions. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain ATR--GIE Avions de Transport R[eacute]gional Model ATR42-500 and ATR72-212A airplanes. This AD was prompted by a report of potential use of improper material during the production of vertical tail plane (VTP) fittings. This AD requires, for certain airplanes, an inspection for the material of affected fuselage-to-VTP fittings, an inspection report, and corrective actions, and, for certain other airplanes, part replacement, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is superseding Airworthiness Directive (AD) 2020-19- 13, which applied to certain Bombardier, Inc., Model CL-600-1A11 (600), CL-600-2A12 (601), and CL-600-2B16 (601-3A, 601-3R, and 604 Variants) airplanes. AD 2020-19-13 required a check to identify the manufacturer and part number of the portable oxygen bottle installation, and, if necessary, modification of the portable oxygen bottle installation. This AD continues to require the actions specified in AD 2020-19-13 and expands the applicability. This AD was prompted by a report indicating that the portable oxygen bottle installation's upper bracket latch assembly can catch on the pressure gauge tube or on the pressure gauge bezel of the portable oxygen bottle. This AD was also prompted by the determination that additional airplanes may be subject to the unsafe condition. The FAA is issuing this AD to address the unsafe condition on these products.
The Coast Guard is establishing a temporary safety zone for waters of Delaware River, near Pleasant Hill Park, in Philadelphia, PA for a barge-based fireworks display on July 4, 2025. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a fireworks display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Delaware Bay (COTP).
This action amends the Class E airspace at Park River, ND. This action due to the development of new public instrument procedures and to support instrument flight rule (IFR) operations. The name of the airport is also being updated to coincide with the FAA's aeronautical database.
The Environmental Protection Agency (EPA or Agency) is proposing to extend the compliance date applicable to certain entities subject to the regulation of methylene chloride recently promulgated under the Toxic Substances Control Act (TSCA). Specifically, EPA is proposing to extend by 18 months the Workplace Chemical Protection Program (WCPP) and the associated recordkeeping compliance dates for laboratories that are not owned or operated by agencies or Federal contractors acting on behalf of the Federal government. Under this proposal, all laboratories, whether federal or not, would have the same compliance dates, which would be aligned with current compliance dates for Federal agencies and Federal contractors. EPA is proposing to extend the compliance dates for associated laboratory activities detailed in this proposal to avoid disruption of important functions such as the use of environmental monitoring methods needed for cleanup sites and wastewater treatment, as well as activities associated with university laboratories. The use of environmental monitoring methods, a common function of non-federal laboratories, is important to EPA's mission to ensure that the air is safe to breathe, water is safe for drinking or recreating, and disposal activities protect the environment.
We, the U.S. Fish and Wildlife Service, announce that we are reopening the comment period for the proposed rule to designate critical habitat for four distinct population segments (DPSs) of the foothill yellow-legged frog (Rana boylii) under the Endangered Species Act of 1973, as amended (Act). In total, approximately 760,071 acres (307,590 hectares) in California fall within the boundaries of the proposed critical habitat designation. Comments previously submitted on the proposed rule need not be resubmitted as they are already incorporated into the public record for the rulemaking action and will be fully considered in our development of the final rule.

On September 11, 2024, CDC published in the Federal Register an interim final rule with request for comment to update existing regulations governing the WTC Health Program to align with statutory changes. The interim final rule expanded eligibility criteria for enrollment of new Pentagon and Shanksville responders, capped at 500 new members, and made various conforming amendments to the WTC Health Program regulations. In this final rule, CDC responds to public comment and finalizes the revisions to the regulation.

On May 5, 2025, the U.S. Department of Energy (DOE) stayed the compliance date for recently adopted energy performance standards for certain new Federal buildings and Federal buildings undergoing major renovations. This document corrects the uniform resource locator (URL) provided to the implementation guidance that DOE is reviewing. DOE updated the implementation guidance available on its website to indicate that it is currently being reviewed, this required posting the updated document using a new URL. This update does not affect the substance of the rulemaking or the stay of the compliance date.
