The Office of Personnel Management (OPM) is issuing this final rule to remove the prohibition of a forced distribution of performance rating levels within the Senior Executive Service (SES) as well as eliminate diversity, equity, and inclusion (DEI) language within SES performance management regulations. Governmentwide SES ratings data have consistently shown that most SES receive the highest rating levels (i.e., Levels 4 and 5) despite documented reports of SES failings. Allowing agencies to limit the highest SES rating levels will increase rigor in SES appraisal and lead to a more normalized distribution of SES ratings across the Federal Government.
The Farm Service Agency (FSA) is issuing this rule to implement the Emergency Livestock Relief Program (ELRP) 2023 and 2024 Flood and Wildfire (FW), which provides payments to eligible livestock producers for losses as a result of increased supplemental feed costs due to a qualifying flood or qualifying wildfire (excluding wildfires on federally managed land) in calendar years 2023 and 2024. This rule specifies the administrative provisions, eligibility requirements, and payment calculations for ELRP 2023 and 2024 FW. This rule also amends the regulation for ELRP 2023 and 2024, which provides assistance for qualifying drought and qualifying wildfire on federally managed land, to specify that it has a combined payment limitation with ELRP 2023 and 2024 FW and to provide program deadlines.
The FAA proposes to supersede Airworthiness Directive (AD) 2024-19-14, which applies to certain The Boeing Company Model 777-200, 777-200LR, 777-300, 777-300ER, and 777F series airplanes. AD 2024-19-14 requires repetitive inspections and bond resistance measurement of the bonding jumpers on the first fuel feed tube installed immediately forward of the wing front spar at the left and right main fuel tank penetrations, and applicable corrective actions. Since the FAA issued AD 2024-19-14, the FAA determined that additional inspections are required to address the unsafe condition. This proposed AD would require repetitive detailed inspections (DET), repetitive bond resistance measurement, and applicable on-condition actions. This proposed AD would also expand the applicability and require revising the existing maintenance or inspection program, as applicable, to incorporate a certain airworthiness limitation. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Deutschland GmbH Model MBB-BK 117 D-3 helicopters. This proposed AD was prompted by a report of excessive vibrations in-flight due to an incorrect installation of the angular ball bearing of the control ring assembly. This proposed AD would require a one-time inspection of the affected swashplates and, depending on the results of the inspection, corrective actions. This AD would prohibit the installation of an affected swashplate on a helicopter, unless certain requirements are met. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD- 500-1A11 airplanes. This proposed AD was prompted by reports of certain fuel transfer float valves failing in the closed position, preventing normal fuel transfer between the center and wing fuel tanks. This proposed AD would require replacing the existing fuel transfer float valves on airplanes that are approved for extended-range twin-engine operation performance standards (ETOPS). The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for all Rolls-Royce Deutschland Ltd & Co KG (RRD) Model RB211 Trent 768-60, 772-60, and 772B-60 engines. This proposed AD was prompted by a report that a batch of low pressure (LP) compressor blades are more prone to cracking due to a deviation from the approved blade configuration design. This proposed AD would require removal from service of the affected LP compressor blades and replacement with a serviceable part. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA is superseding Airworthiness Directive (AD) 2023-25- 09, which applied to all Airbus SAS Model A318, A319, A320, A321, A330- 200, A330-200 Freighter, A330-300, A330-800, A330-900, A340-200, A340- 300, A340-500, and A340-600 series airplanes. AD 2023-25-09 required replacing SafeLav gaseous oxygen containers (SLGOCs) affected by a production deficiency and prohibiting the installation of affected SLGOCs. Since the FAA issued AD 2023-05-09, a new airplane model has been certified, on which affected parts could be installed in service. This AD continues to require the actions in AD 2023-25-09 and adds airplanes to the applicability. The FAA is issuing this AD to address the unsafe condition on these products.
The Commodity Futures Trading Commission (the "Commission" or "CFTC") is withdrawing final guidance published on October 15, 2024, titled "Commission Guidance Regarding the Listing of Voluntary Carbon Credit Derivative Contracts."
The FAA proposes to supersede Airworthiness Directive (AD) 2022-19-13, which applies to all Airbus Helicopters Model AS355E, AS355-F, AS355-F1, AS355F2, AS355N, and AS355NP helicopters. AD 2022- 19-13 requires incorporating into existing maintenance records certain requirements (airworthiness limitations). Since the FAA issued AD 2022- 19-13, a determination was made that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the airworthiness limitations section (ALS) of the existing maintenance manual (MM) or instructions for continued airworthiness (ICAs) and the existing approved maintenance or inspection program, as applicable. The FAA is proposing this AD to address the unsafe condition on these products.
This final rule implements a recommendation from the Fresh Pear Committee (Committee) to increase the assessment rate established for the 2024-2025 and subsequent fiscal periods from $0.468 to $0.516 per 44-pound standard box or equivalent for fresh "summer/fall" pears and fresh "winter" pears grown in Oregon and Washington. The assessment rate will remain in effect indefinitely unless modified, suspended, or terminated.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus SAS Model A318-111, -112, and -122; A319-111, -112, -113, -114, -115, -131, -132, and -133; A320-211, -212, -214, -216, - 232, -233, -251N, -252N, -253N, -271N, -272N, and -273N; and A321-211, -212, -213, -231, -232, -251N, -252N, -253N, -271N, -272N, -251NX, - 252NX, -253NX, -271NX, -272NX airplanes. This proposed AD was prompted by the detection of a deviation from the manufacturing process during a review of the cold working process in the assembly line. This proposed AD would require repetitive special detailed inspections (SDIs) and rototest or high frequency eddy current (HFEC) and rototest inspections of the affected fasteners and fastener holes, and applicable on- condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
This proposed rule would implement a recommendation from the California Date Administrative Committee (Committee) to decrease the assessment rate established for the 2024-2025 and subsequent crop years from $0.15 to $0.05 per hundredweight for domestic dates produced or packed in Riverside County, California. The proposed assessment rate would remain in effect indefinitely unless modified, suspended, or terminated.
The Coast Guard is establishing a temporary safety zone for certain navigable waters of the Black River Bay in Sackets Harbor, NY listed below. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by an Army HELOCAST Exercise where personnel will be jumping from a helicopter into the water. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Eastern Great Lakes.
The Environmental Protection Agency (EPA) is proposing to approve a revision to the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD or "District") portion of the California State Implementation Plan (SIP) concerning a rule submitted to address section 185 of the Clean Air Act (CAA or the "Act") with respect to the revoked 1997 8-hour ozone National Ambient Air Quality Standards (NAAQS or "standard"). We are proposing action on this local rule that was submitted as an equivalent alternative to a statutory section 185 program. We are taking comments on this proposal and plan to follow with a final action.
This final rule adjusts the maximum daily civil monetary penalty amount contained in the Bureau of Safety and Environmental Enforcement (BSEE) regulations for violations of the Outer Continental Shelf Lands Act (OCSLA), in accordance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and Office of Management and Budget (OMB) guidance. The civil penalty inflation adjustment, using a 1.02598 multiplier, accounts for 1 year of inflation based on the Consumer Price Index (CPI-U) from October 2023 to October 2024.

The Office of Federal Procurement Policy (OFPP), Cost Accounting Standards Board (the Board), is releasing this notice of proposed rulemaking (NPRM) to elicit public comments on proposed changes to the Cost Accounting Standards (CAS) to conform CAS 404, 408, 409, and 411 to Generally Accepted Accounting Principles (GAAP). This notice combines CAS Board Case 2020-01 related to CAS 404 and CAS 411 and CAS Board Case 2021-02 related to CAS 408 and CAS 409 to provide a streamlined and efficient process for expedited completion of rulemaking for these two cases.
The Railroad Retirement Board amends its regulations to remove facially unlawful provisions that define when the spouse, divorced spouse, surviving divorced spouse, or remarried widow(er) of a railroad employee may receive an annuity under the Railroad Retirement Act for having the employee's minor child in care. As currently written, the regulations treat male spouses less favorably than female spouses by terminating annuity entitlement when the child turns age 16 instead of age 18 as for female spouses. If enforced, this disparity would violate the right to equal protection secured by the Due Process Clause of the Fifth Amendment to the United States Constitution.
We are extending the expiration dates of the following body systems in the Listing of Impairments (listings) in our regulations: Low Birth Weight and Failure to Thrive, Musculoskeletal Disorders, Special Senses and Speech, Respiratory Disorders, Cardiovascular System, Genitourinary Disorders, Hematological Disorders, Endocrine Disorders, Congenital Disorders That Affect Multiple Body Systems, Neurological Disorders, Mental Disorders, Cancer (Malignant Neoplastic Diseases), and Immune System Disorders. We are making no other revisions to these body systems in this final rule. This extension ensures that we will continue to have the criteria we need to evaluate impairments in the affected body systems at step three of the sequential evaluation processes for initial claims and continuing disability reviews.
The Commodity Futures Trading Commission ("Commission") is formally withdrawing a notice of proposed rulemaking published on January 24, 2024, titled "Operational Resilience Framework for Futures Commission Merchants, Swap Dealers, and Major Swap Participants." The Commission does not intend to issue final rules with respect to this proposal. If the Commission decides to pursue future regulatory action in this area, it will issue new proposed rules.
The Coast Guard is establishing a special local regulation for the safety of life on certain waters of the Galveston Channel in Galveston County, TX. These regulations will be enforced during a boat parade which will be held annually, on the third Saturday in September. This proposed rulemaking prohibits entry of non-participants into the regulated area unless specifically authorized by the Captain of the Port, Sector Houston-Galveston (COTP) or designated representative.
The Environmental Protection Agency (EPA or the Agency) is correcting a typographical error in a final rule published in the Federal Register on June 17, 2025. The final rule granted a petition submitted by WRB Refining in Borger, Texas to exclude (or "delist") 7,000 cubic yards of F037 (petroleum refinery sludge) solids to be removed from their stormwater storage tanks for a one-time delisting.

Therefore, in the "Rules and Regulations" section of this Federal Register, we are authorizing California for these changes as a final action without a prior proposed rulemaking. If we receive no adverse comment, we will not take further action on this proposed rule.
The FAA is adopting a new airworthiness directive (AD) for certain Costruzioni Aeronautiche Tecnam S.p.A. (Tecnam) Model P-Mentor airplanes. This AD was prompted by the failure of the pilot seat locking mechanism. This AD requires an initial and repetitive inspections of the seat rails of pilot and co-pilot seats and completing corrective action as needed. This AD includes an optional terminating action for the inspection requirement. The FAA is issuing this AD to address the unsafe condition on these products.

Pursuant to the Solid Waste Disposal Act of 1965, as amended (commonly known as the Resource Conservation and Recovery Act (RCRA)), the Environmental Protection Agency (EPA) is taking direct final action to approve revisions to the State of Minnesota's Underground Storage Tank (UST) program submitted by the Minnesota Pollution Control Agency. This action also codifies EPA's approval of Minnesota's state program and incorporates by reference those provisions of Minnesota's statutes and regulations that EPA has determined meet the requirements for approval. The provisions will be subject to EPA's inspection and enforcement authorities under RCRA Subtitle I and other applicable statutory and regulatory provisions.
The Environmental Protection Agency (EPA) is proposing to approve revisions to the Mojave Desert Air Quality Management District (MDAQMD or "District") portion of the California State Implementation Plan (SIP). These revisions concern amended or rescinded prohibitory and administrative rules that regulate air pollutants under the Clean Air Act (CAA or "Act"). We are proposing to rescind numerous requirements from the District's portion of the California SIP because the requirements can be replaced by more current requirements. We are taking comments on this proposal and plan to follow with a final action.
The Department of Justice ("DOJ" or "the Department") is withdrawing 16 Notices of Proposed Rulemaking ("NPRMs"), Advance Notices of Proposed Rulemaking ("ANPRMs"), and Supplemental Notices of Proposed Rulemaking ("SNPRMs") as well as 38 other previously announced regulatory actions. The Department is withdrawing these actions as part of the Federal Government's deregulatory initiative and because of ongoing assessments of agency needs, priorities, and objectives.
