The Federal Energy Regulatory Commission published a document in the Federal Register of November 24, 2025, concerning a notice of proposed rulemaking seeking comment on the Commission's proposed index level used to determine annual changes to oil pipeline rate ceilings. The document contained an error.
The Coast Guard is establishing a temporary safety zone for navigable waters of the Ohio River from Mile Marker 73 to Mile Marker 74 in Wellsburg, WV. This action is necessary to provide for the safety of life on these navigable waters from potential hazards during the Wellsburg New Years Eve Celebration Fireworks Display. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Pittsburgh or a designated representative.
The Federal Deposit Insurance Corporation (FDIC) is soliciting comments on a proposal that would establish procedures to be followed by an insured State nonmember bank or State savings association (each, an FDIC-supervised institution) that seeks to obtain FDIC approval to issue payment stablecoins through a subsidiary pursuant to the Guiding and Establishing National Innovation for U.S. Stablecoins Act (GENIUS Act).
The Merit Systems Protection Board (MSPB or Board) is amending its rules of organization and procedure in this part to reflect the closure of its New York Field Office, and a change of address for its Washington Regional Office.
This action proposes to amend the Class E airspace extending upward from 700 feet above the surface at Morganton, NC, by expanding the airspace to encompass Carolinas Healthcare System Blue Ridge, Morganton, NC. It would also update the name of the former Morganton- Lenoir Airport to Foothills Regional Airport, Morganton, NC, as the airport has changed its name. Finally, it would remove the Grace Hospital reference along with the point in space coordinates, as Grace Hospital no longer exists. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.
The Environmental Protection Agency (EPA) is taking final action to approve portions of the state implementation plan (SIP) revisions submitted by the State of Arizona pursuant to the Clean Air Act (CAA) for the implementation, maintenance, and enforcement of the 2012 fine particulate matter (PM<INF>2.5</INF>) national ambient air quality standards (NAAQS or "standards") as proposed, except for certain requirements related to prevention of significant deterioration (PSD), which EPA will defer action on until a later date. In addition, the EPA is approving regulatory provisions into the Arizona SIP and is amending regulatory text to include La Paz County as part of Mohave- Yuma Intrastate air quality control region (AQCR).
The Bureau of Land Management (BLM, we) is issuing this direct final rule (DFR) to amend BLM regulations to extend the phase-in date for compliance with the minimum bond amount for Statewide oil and gas bonds. The current regulation requires operators to increase or replace existing Statewide bonds to meet the $500,000 minimum bond amount by June 22, 2026. This rule extends that deadline to June 22, 2027, aligning it with the phase-in date for individual lease bonds.
The Coast Guard will enforce a segment of the Safety Zone, Brandon Road Lock and Dam to Lake Michigan including Des Plaines River, Chicago Sanitary and Ship Canal, Chicago River, and Calumet-Saganashkee Channel, Chicago, IL, on all waters of the Chicago River (Main Branch) for a fireworks display from December 31, 2025 into January 1, 2026. This action is intended to protect personnel, vessels, and the marine environment from potential hazards created by potential fall-out from a fireworks display. During the enforcement period listed below, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Lake Michigan or a designated representative.
The Securities and Exchange Commission ("Commission") is adopting amendments to correct certain errors and address outdated references in various rules under the Securities Act of 1933 and the Investment Company Act of 1940, as well as in Form N-CEN.
We, the Office of Surface Mining Reclamation and Enforcement (OSMRE), announce receipt of a proposed amendment to the North Dakota abandoned mine land (AML) reclamation plan (the North Dakota plan) under the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act). The proposed amendment updates the purposes for which the North Dakota abandoned mine reclamation fund may be used and creates a set-aside trust account in the State treasury. The definition of eligible lands and water and project priorities are also revised.
The Federal Retirement Thrift Investment Board (FRTIB) amends its regulations regarding the methods available to participants to cure missed loan payments. This final rule will permit resumed payroll deductions for TSP loans to automatically apply to missed payments, giving participants more flexibility to cure missed payments.
The Environmental Protection Agency (EPA) is approving updates to the Code of Federal Regulations that reflect Oklahoma's current New Source Performance Standards (NSPS) delegation status and the mailing address for the Oklahoma Department of Environmental Quality (ODEQ). The ODEQ submitted updated regulations for receiving delegation of EPA authority for implementation and enforcement of certain NSPS. The updated State regulations incorporate by reference certain NSPS promulgated by EPA, as they existed through June 30, 2023. The delegation of authority for implementation and enforcement applies to sources subject to the delegated NSPS, including those located in certain areas of Indian country as discussed herein.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Deutschland GmbH (AHD) Model MBB-BK 117 A-1, MBB-BK 117 A-3, MBB-BK 117 A-4, MBB-BK 117 B-1, MBB-BK 117 B-2, and MBB-BK 117 C-1 helicopters. This proposed AD was prompted by a report of a main rotor head (MRH) having the same part number (P/N) and serial number (S/N) as another MRH due to incorrect modification instructions where the modified part serial number was not re-identified and the MRH can be operated with the wrong associated log card if accidently interchanged. This proposed AD would require performing a one-time consistency check of the P/N and S/N of the MRH, performing corrective actions if applicable, determining if the MRH has been modified, and re-identifying the modified MRH. The proposed AD would also allow replacing the MRH as an optional action and would prohibit the installation of an affected MRH on any helicopter. The FAA is proposing this AD to address the unsafe condition on these products.
The Federal Communications Commission (Commission) published a document in the Federal Register on December 10, 2025, announcing the effective and compliance date for new rules related to multilingual Wireless Emergency Alerts (WEA). The document contained an incorrect date.
The Office of Personnel Management (OPM) proposes to revise its Senior Executive Service (SES) Candidate Development Program (SESCDP) regulations to implement certain SES training and development requirements. The SES represents the Federal Government's leadership, composed of executive positions above the GS-15 level. SESCDPs serve as a crucial succession management tool for Federal agencies, designed to identify and prepare high-potential employees for future roles within the SES. These programs aim to cultivate leaders equipped with a government-wide perspective and the competencies necessary to tackle complex challenges.
This action proposes to amend the Class D airspace and establish Class E airspace at Chandler and Phoenix, AZ. The name and geographic coordinates of the Mesa Gateway Airport, Phoenix, AZ, would also be updated to coincide with the FAA's aeronautical database. The FAA is proposing this action due to biennial airspace reviews, to support instrument flight rule (IFR) operations, and to bring the airspace into compliance with FAA orders.
The Commission is partially rescinding a direct final rule that inserted a conditional sunset date into certain regulations. The Commission is rescinding the sunset provision from one regulation because it received a significant adverse comment in response to an identical proposed rule which was published concurrently with the direct final rule.

This document contains final regulations regarding the base erosion and anti-abuse tax imposed on certain large corporate taxpayers with respect to certain payments made to foreign related parties. The final regulations relate to how qualified derivative payments with respect to securities lending transactions are determined and reported. The final regulations affect corporations with substantial gross receipts that make payments to foreign related parties.
The Louisiana Department of Environmental Quality (LDEQ) has submitted updated regulations for receiving delegation and approval of its program for the implementation and enforcement of certain New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP) for all sources (both part 70 and non-part 70 sources), as provided for under previously approved delegation mechanisms. The updated State regulations incorporate by reference certain NSPS and NESHAP promulgated by the Environmental Protection Agency (EPA) at parts 60, 61 and 63, as they existed through July 1, 2021. The EPA is providing notice that it is taking final action to approve the delegation of certain NSPS and NESHAP to LDEQ. The delegation of authority under this action does not apply to sources located in Indian country.
The Federal Aviation Administration (FAA) announces a public meeting to solicit input on the modernization of pilot school regulations.
The Coast Guard will enforce the safety zone in the navigable waters of the San Francisco Bay near the San Francisco Ferry building for the San Francisco New Year's Eve Fireworks Display. The safety zone will be enforced from December 31, 2025, through January 1, 2026. This action is necessary to protect personnel, vessels, and the marine environment from the dangers associated with pyrotechnics. During the enforcement period, unauthorized persons or vessels are prohibited from entering, transiting through, or remaining in the safety zone, unless authorized by the Patrol Commander or other Federal, State, or local law enforcement agencies.
This document corrects typographical and technical errors in the final rule that appeared in the August 5, 2025, Federal Register entitled "Medicare Program; Inpatient Rehabilitation Facility Prospective Payment System for Federal Fiscal Year 2026 and Updates to the IRF Quality Reporting Program" (hereinafter referred to as the "FY 2026 IRF final rule"). The effective date was October 1, 2025.
The FAA proposes to supersede Airworthiness Directive (AD) 2020-09-15, which applies to certain Airbus Helicopters Model AS332C, AS332C1, AS332L, and AS332L1 helicopters. AD 2020-09-15 requires removing the removable parts of the dual hoist installation or removing the de-icing system and allows, for certain helicopters, revising the rotorcraft flight manual (RFM) for the helicopter and installing a placard as an optional method of compliance. Since the FAA issued AD 2020-09-15, analysis revealed that additional vibration level measurements are necessary. This proposed AD would retain all the requirements of AD 2020-09-15 and would require for certain helicopters repetitively measuring vibration levels in-flight, and depending on the results, performing corrective actions. The FAA is proposing this AD to address the unsafe condition on these products.
On December 14, 2023, the U.S. Department of Agriculture's Food and Nutrition Service (FNS) published a final rule that went into effect on February 12, 2024. The rule amended the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) regulations to implement the provisions of the Access to Baby Formula Act of 2022 (ABFA) and make related amendments. In reviewing the resulting changes to the Code of Federal Regulations (CFR), FNS found that the final rule inadvertently omitted provisions from the CFR and contained several non-substantive errors. This document corrects those errors in the WIC regulations.
The Commodity Futures Trading Commission ("CFTC" or "Commission") is proposing to issue an order pursuant to the Commodity Exchange Act ("CEA") that would provide exemptive relief from the CEA and Commission regulations related to segregation and protection of futures customer funds. The order would permit joint clearing members of the Chicago Mercantile Exchange, Inc. ("CME") and the Fixed Income Clearing Corporation ("FICC") that are dually registered as broker-dealers with the Securities and Exchange Commission ("SEC") and futures commission merchants ("FCMs") with the Commission ("BD-FCMs") to hold futures customer funds in a commingled customer account at FICC.
NMFS, upon request from the U.S. Department of the Navy (including the U.S. Navy and the U.S. Marine Corps (Navy)) and on behalf of the U.S. Coast Guard (Coast Guard) and U.S. Army (Army; hereafter, Navy, Coast Guard, and Army are collectively referred to as Action Proponents), issues these regulations pursuant to the Marine Mammal Protection Act (MMPA) to govern the taking of marine mammals incidental to training and testing activities and modernization and sustainment of ranges conducted in the Hawaii-California Training and Testing (HCTT) Study Area over the course of 7 years from December 2025 through December 2032. These regulations allow for the issuance of letters of authorization (LOAs) for the incidental take of marine mammals during specified activities and timeframes, prescribe the permissible methods of taking and other means of effecting the least practicable adverse impact on marine mammal species and their habitat, and establish requirements pertaining to the monitoring and reporting of such taking. The Action Proponents' activities are considered military readiness activities pursuant to the MMPA, as amended by the National Defense Authorization Act for Fiscal Year 2004 (2004 NDAA) and the NDAA for Fiscal Year 2019 (2019 NDAA).
The FAA proposes to supersede Airworthiness Directive (AD) 2023-01-04, which applies to all Airbus Helicopters Model AS350B, AS350BA, AS350B1, AS350B2, AS350B3, AS350D, AS355E, AS355F, AS355F1, AS355F2, AS355N, and AS355NP helicopters. AD 2023-01-04 requires, for helicopters with certain part-numbered tail rotor head (TRH) spider pitch change units installed, inspecting the spider pitch change nut (nut) for correct installation; marking a 2 to 5 mm wide black paint index mark and repetitively inspecting the alignment of the marking; and performing additional inspections and corrective actions if necessary. Since the FAA issued AD 2023-01-04, new or more restrictive airworthiness limitations were issued, which terminated the requirement for the repetitive inspections of the black paint index marking. This proposed AD would require the same actions of AD 2023-01-04, except for the repetitive black paint index marking inspection and would prohibit installing certain parts unless certain requirements are met. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model AS355E, AS 355-F, AS 355-F1, AS355F2, AS355N, and AS355NP helicopters. This proposed AD was prompted by a report of a structural crack in the vertical attachment spar of the tail fin. This proposed AD would require repetitive inspections of certain vertical upper fin spars and, depending on the results, corrective action. This proposed AD would also prohibit installing certain upper fin assemblies. The FAA is proposing this AD to address the unsafe condition on these products.
This action proposes to amend restricted area R-5201, Fort Drum, NY. The purpose of this proposal is to modify the time of designation for restricted area R-5201 from "Continuous April 1 through September 30 and 0600 through 1800 hours local time, October 1 through March 31; other times by Notice to Airmen (NOTAM) 48 hours in advance" to be "continuous" to align with actual usage. This change does not add additional designated restricted area airspace.
