The Postal Service is proposing to amend Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) in various sections to expand the current requirement to include accurate parcel dimensions in a manifest.
The Postal Service is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM[supreg]), and Notice 123, Price List, to reflect prices, product features, and classification changes to Competitive Services and other changes, as established by the Governors of the Postal Service.
The U.S. Small Business Administration ("SBA" or "Agency") is correcting a final rule that appeared in the Federal Register on January 2, 2026. The document revised regulations for the Small Business Investment Company ("SBIC") program to modify or remove from the Code of Federal Regulations ("CFR") regulations that are obsolete, inefficient, or otherwise unnecessarily impede the licensing of small business investment companies ("SBICs") and to remove certain barriers to investments in critical mineral extraction and processing and designated critical technologies.
Nationwide Permits (NWPs) authorize activities under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899 that have no more than minimal individual and cumulative adverse environmental effects. The NWPs help protect the aquatic environment and the public interest by providing incentives to reduce impacts to jurisdictional waters. In this final action, the U.S. Army Corps of Engineers (Corps) is reissuing 56 existing nationwide permits (NWPs), general conditions, and definitions, with some modifications. The Corps is also issuing one new NWP.
The Consumer Financial Protection Bureau (Bureau) is amending the official commentary to its Regulation Z in order to make annual adjustments to the asset-size thresholds exempting certain creditors from the requirement to establish an escrow account for a higher-priced mortgage loan (HPML). The exemption threshold for creditors and their affiliates that regularly extended covered transactions secured by first liens is adjusted to $2.785 billion and the exemption threshold for certain insured depository institutions and insured credit unions with assets of $10 billion or less is adjusted to $12.485 billion.

The FAA proposes to adopt a new airworthiness directive (AD) for certain De Havilland Aircraft of Canada Limited Model DHC-8-401 and -402 airplanes. This proposed AD was prompted by multiple in-service reports of cracks in elevator power control unit (PCU) brackets (fittings) and the elevator front spar. This proposed AD would require replacing bushings and installing new washers on the elevator PCU arm fitting assembly, installing doublers at the front spar of the elevator structure assembly, replacing horizontal stabilizer rear spar elevator PCU fittings, and applicable on-conditions actions. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Gulfstream Aerospace LP (GALP) Model Gulfstream G280 airplanes. This proposed AD was prompted by reports of the accumulation of water in electrical connectors located in the aft fuselage directly below the empennage, resulting in empennage flight control related crew alerting system (CAS) messages. This proposed AD would require retrofitting the flight controls empennage electrical harness. The FAA is proposing this AD to address the unsafe condition on these products.
The Environmental Protection Agency (EPA or the Agency) is extending the comment period for the proposed rule entitled "Hazardous and Solid Waste Management System: Disposal of Coal Combustion Residuals From Electric Utilities; Extension of an Alternative Closure Requirement Deadline." EPA is extending the comment period until February 6, 2026, in response to stakeholders' requests for a comment period extension.
The Consumer Financial Protection Bureau (Bureau) is amending official commentary interpreting requirements of the Bureau's Regulation C to reflect the asset-size exemption threshold for banks, savings associations, and credit unions based on the annual percentage change in the average of the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). Based on the 2.5 average percent increase in the CPI-W for the 12-month period ending November 2025, the exemption threshold is adjusted to $59 million from $58 million. Institutions with assets of $59 million or less as of December 31, 2025, are exempt from collecting data in 2026.
In July 2025, President Trump signed the One Big Beautiful Bill Act. Section 40002 of that law re-institutes the Federal Communications Commission's general auction authority and specifically directs the Commission to complete a system of competitive bidding for not less than 100 megahertz in the 3.98-4.2 gigahertz band (Upper C- band). To ensure safe, efficient, and reliable aviation operations in the presence of wireless signals in the Upper C-band, the Federal Aviation Administration is proposing new regulations that would require all radio altimeters to meet specific minimum performance requirements. These new radio altimeters must withstand interference from wireless signals in neighboring spectrum bands and continue to provide accurate altitude readings to both pilots and integrated aircraft safety systems. The minimum interference tolerance requirements proposed in this rule reflect the best achievable interference rejection using current technology without compromising radio altimeter system performance. These regulations would require all aircraft equipped with radio altimeters operating under part 121 and those aircraft with radio altimeters operating under part 129 with 30 or more passenger seats or a payload capacity of more than 7,500 pounds to comply with the minimum performance requirements by the date the Federal Communications Commission authorizes wireless services in the Upper C-band. All other aircraft equipped with radio altimeters would be required to comply with the same minimum performance requirements two years later. This proposed rule is a companion to the Federal Communications Commission's NPRM to expand the ecosystem for next-generation wireless services in the 3.7-4.2 gigahertz band by making as much as 180, and at least 100, megahertz of the Upper C-band available for terrestrial wireless flexible use via a system of competitive bidding.
The Coast Guard is proposing to establish a safety zone for certain navigable waters west of Cyril E. King Airport in St. Thomas, USVI. The safety zone is needed protect personnel, vessels, and the marine environment from potential hazards created by the proximity of the low flying aircrafts to vessels in the vicinity of the waters off the Cyril E. King Airport in St. Thomas, USVI. This proposed rulemaking would prohibit persons and vessels from being in the safety zone unless specifically authorized by the Captain of the Port, Sector San Juan. We invite your comments on this proposed rulemaking.
The Environmental Protection Agency (EPA) is taking final action to approve a revision to the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD or "District") portion of the California State Implementation Plan (SIP) concerning a rule submitted to address section 185 of the Clean Air Act (CAA or the "Act") with respect to the revoked 1997 8-hour ozone National Ambient Air Quality Standards (NAAQS or "standard"). We are approving this local rule that was submitted as an equivalent alternative to a statutory section 185 program.
Due to the receipt of an adverse comment, the Environmental Protection Agency (EPA) is withdrawing the November 20, 2025, direct final rule approving an element of a State Implementation Plan (SIP) submission from Michigan regarding the infrastructure requirements of section 110 of the Clean Air Act (CAA) for the 2015 ozone National Ambient Air Quality Standards (NAAQS).
The Environmental Protection Agency (EPA) is taking final action to approve a permitting rule submitted as a revision to the Placer County Air Pollution Control District (PCAPCD or "District") portion of the California state implementation plan (SIP). This revision concerns the District's Nonattainment New Source Review permitting program for new and modified major stationary sources of air pollution in nonattainment areas under part D of title I of the Clean Air Act (CAA or "Act"). We are approving a local rule that has been revised to address deficiencies previously identified by the EPA in a prior action that included a limited approval and limited disapproval of a prior version of the rule. This final action stops all sanction and Federal implementation plan clocks started by our September 26, 2023 limited approval and limited disapproval and deferred by our April 2, 2025 interim final determination.
In this document, the Federal Communications Commission (FCC or Commission) adopts rules requiring Robocall Mitigation Database (RMD or Database) filers to take additional steps to ensure the accuracy, completeness, and currentness of submitted information. The rules also establish a base forfeiture of $10,000 for each violation for filers that submit false or inaccurate information to the Database, as well as a base forfeiture of $1,000 for failure to update information that has changed in the Database within 10 days. Further, the Wireline Competition Bureau is directed to establish a dedicated reporting mechanism for deficient filings in the Database, as well as to issue additional guidance and "best practices" for filers. Additionally, the Wireline Competition Bureau and Office of the Managing Director are directed to develop a two-factor (or more) authentication solution for accessing the Database.
The Environmental Protection Agency (EPA) is finalizing revisions to the Regional Haze Rule (RHR) under the Clean Air Act (CAA) to change the due date for the next round of State Implementation Plans (SIPs) for the third implementation period from July 31, 2028, to July 31, 2031. Under the RHR, States must submit plans to protect visibility in mandatory Class I Federal areas to make reasonable progress towards the national goal of preventing any future, and remedying any existing, impairment of visibility in Class I areas.
The U.S. Environmental Protection Agency ("EPA" or the "Agency") is proposing a National Primary Drinking Water Regulation (NPDWR) for perchlorate and a health-based Maximum Contaminant Level Goal (MCLG) under the Safe Drinking Water Act (SDWA). In this action, the EPA is proposing to set the perchlorate MCLG at 0.02 mg/L (20 [micro]g/L). The EPA is also proposing and taking comment on setting an enforceable Maximum Contaminant Level (MCL) for perchlorate at 0.02 mg/ L (20 [micro]g/L), 0.04 mg/L (40 [micro]g/L), or 0.08 mg/L (80 [micro]g/L). The EPA is also proposing requirements for water systems to conduct monitoring for perchlorate in drinking water, take mitigation actions if the level exceeds the MCL, provide information about perchlorate to their consumers through public notification and consumer confidence reports, and report to their respective primacy agency. The Administrator has determined that the benefits of this regulation would not justify the costs; however, the EPA is required to issue an NPDWR and MCLG for perchlorate in response to the D.C. Circuit's decision in NRDC v. Regan.
U.S. Environmental Protection Agency (EPA or Agency) is approving a request to expand the boundary for the Northern Wasatch Front (NWF) 2015 8-hour ozone national ambient air quality standard (NAAQS) (2015 ozone NAAQS) nonattainment area (NAA). The request was submitted by the State of Utah on February 27, 2023. The newly expanded portion of the NWF NAA will have the same classification as the original NWF NAA under the 2015 ozone NAAQS and all applicable Clean Air Act (CAA) requirements will become applicable to the newly designated portion upon the effective date of the final action. The EPA is taking this action pursuant to the CAA.
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A330-200, A330-200 Freighter, A330-300, A330-800, A330-900, A340-200, A340-300, A340-500, and A340-600 series airplanes. This AD was prompted by reported occurrences of forward passenger/crew doors jamming during slide deployment. This AD requires repetitive detailed inspections and, depending on findings, corrective action(s). The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain ATR--GIE Avions de Transport R[eacute]gional Model ATR42-500 airplanes. This AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This AD requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for all Airbus SAS Model A319 and A320 series airplanes; and Model A321-211, - 212, -213, -231, -232, -251N, -252N, -253N, -251NX, -252NX, -253NX, - 271N, -272N, -271NX, and -272NX airplanes. This emergency AD was prompted by an uncommanded and limited pitch down event that occurred on an Airbus A320 airplane, where the autopilot remained engaged with a brief and limited loss of altitude. This emergency AD requires replacement or modification of each affected elevator aileron computer (ELAC). The emergency AD also prohibits the installation of affected parts on certain airplane configurations. The FAA previously sent an emergency AD to all known U.S. owners and operators of these airplanes. The FAA is issuing this emergency AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for all ATR--GIE Avions de Transport R[eacute]gional Model ATR42-200, -300, and -320 airplanes. This AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This AD requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is issuing this AD to address the unsafe condition on these products.
The Department of Health and Human Services, Administration for Children and Families proposes to amend the Child Care and Development Fund (CCDF) regulations (45 CFR part 98) to reduce costs and burden for states and territories administering the CCDF program. It proposes rescinding the requirements to limit family co-payments to 7 percent of family income, to provide some direct services through grants or contracts, to pay providers based on child's enrollment, and to pay providers prospectively that were added to the CCDF regulations in the March 2024 final rule, Improving Child Care Access, Affordability, and Stability in the Child Care and Development Fund (CCDF) (89 FR 15366). The docket on https://www.regulations.gov will include a plain language summary of the NPRM as required by 5 U.S.C. 553(b)(4).
The FAA proposes to adopt a new airworthiness directive (AD) for all General Atomics AeroTec Systems GmbH (General Atomics) Model Dornier 228-100, Dornier 228-101, Dornier 228-200, Dornier 228-201, Dornier 228-202, and Dornier 228-212 airplanes. This proposed AD was prompted by reports of specific part-numbered hydraulic pump motors becoming severely damaged by excessive heat. This proposed AD would require replacing the affected hydraulic pump motor with an improved design hydraulic pump motor. This proposed AD would also prohibit installing an affected hydraulic pump motor on any airplane. The FAA is proposing this AD to address the unsafe condition on these products.
NMFS is proposing several changes for commercial and recreational Atlantic shark fisheries. Specifically, NMFS is considering options to remove the blacknose shark management boundary in the Atlantic region, modify the commercial retention limit for blacknose sharks in the Atlantic region, revise the recreational minimum size limits for Atlantic shark species, and revise the recreational retention limits for Atlantic shark species. In this action, NMFS would also remove commercial management group quota linkages, consistent with Amendment 14 to the 2006 Consolidated Atlantic Highly Migratory Species (HMS) Fishery Management Plan (FMP), and make technical changes to clarify certain HMS regulations. This action is responsive to the framework for implementing management measures established in Amendment 14, findings from the Atlantic Shark Fishery Review (SHARE) document, public comments from scoping for Amendment 16 to the HMS FMP, and recent domestic laws and international agreements that are having direct and indirect impacts on shark fisheries. The goal of this action is to increase management flexibility to react to changes in the Atlantic shark fisheries and optimize the ability of the commercial and recreational shark fisheries to harvest quota to the extent practicable.
The U.S. Environmental Protection Agency (EPA or Agency) is amending the Code of Federal Regulations (CFR) to remove the provisions finalized by the EPA in a 2024 rule titled "Review of Final Rule Reclassification of Major Sources as Area Sources Under Section 112 of the Clean Air Act" (2024 Rule) and restoring the language of the final rule titled "Reclassification of Major Sources as Area Sources Under Section 112 of the Clean Air Act," published November 19, 2020, and with minor corrections published December 28, 2020. Under the Congressional Review Act (CRA), Congress passed, and the President signed, a joint resolution of disapproval of the 2024 Rule. The 2024 Rule amended the General Provisions that apply to National Emission Standards for Hazardous Air Pollutants (NESHAP) by requiring certain sources of persistent and bioaccumulative hazardous air pollutants (HAP) listed in Clean Air Act (CAA) section 112(c)(6) to continue to comply with major source emission standards under CAA section 112(d)(2) or standards under CAA section 112(d)(4) even if the sources reclassify as area sources. Under the joint resolution and by operation of the CRA, the 2024 Rule has no legal force or effect.
The Environmental Protection Agency (EPA) is proposing to approve two separate requests from Maryland and Delaware to revise the designation for the Philadelphia-Wilmington-Atlantic City, PA-NJ-MD-DE nonattainment area (hereafter referred to as the Philadelphia nonattainment area) for the 2008 primary and secondary ozone national ambient air quality standards (NAAQS) and the 2015 primary and secondary ozone NAAQS. Due to the concurrent requests from Maryland and Delaware, the EPA is proposing to revise the existing Philadelphia nonattainment area boundary into three distinct nonattainment areas that together cover the identical geographic area of the existing area. The EPA is also proposing to issue clean data determinations (CDDs) for the revised Maryland and Delaware nonattainment areas for both the 2008 and 2015 ozone NAAQS. The EPA is taking this action pursuant to Clean Air Act (CAA) sections 107, 110, 172, and 182.
FinCEN is amending the Anti-Money Laundering/Countering the Financing of Terrorism (AML/CFT) Program and Suspicious Activity Report (SAR) Filing Requirements for Registered Investment Advisers and Exempt Reporting Advisers (IA AML Rule) to delay the effective date by two years. As part of this delay, FinCEN is amending the date by which an investment adviser must develop and implement an AML/CFT program.
The Environmental Protection Agency (EPA) is proposing to approve revisions to the Colorado State Implementation Plan (SIP) that were submitted by the Colorado Department of Public Health and Environment (CDPHE) on May 20, 2022. CDPHE requested EPA approval of revisions to the Colorado's Procedural Rules and Common Provisions Regulation. The revised rules include non-substantive updates to rule language that are administrative in nature and were intended to provide for general cleanup and improved readability. The EPA is proposing approval of these SIP revisions because we have determined that they are in accordance with the requirements for SIP provisions under the Clean Air Act (CAA). In the "Rules and Regulations" section of this Federal Register, we are approving these SIP revisions as a direct final rule without a prior proposed rule. If we receive no adverse comment, we will not take further action on this proposed rule.
