The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 777-200, -200LR, -300, -300ER, and 777F series airplanes. This AD was prompted by a report indicating that an airplane experienced a glideslope (G/S) beam anomaly during an instrument landing system (ILS) approach, which resulted in a higher- than-expected descent rate during the final segment of an ILS approach. The flightcrew might follow misleading flight director (F/D) guidance after disconnecting the autopilot, without reference to the other available information and flight deck indications. This AD requires installing new autopilot flight director computer (AFDC) operational program software (OPS) and doing a software configuration check. The FAA is issuing this AD to address the unsafe condition on these products.
The Environmental Protection Agency (EPA) is proposing to approve a State Implementation Plan (SIP) revision submitted by the Florida Department of Environmental Protection (FDEP) on August 15, 2023. The revision seeks to remove certain Clean Air Interstate Rule (CAIR)-related definitions, and CAIR-related portions of certain definitions, in the Stationary Sources--General Requirements chapter of the Florida SIP because they have become obsolete. EPA is proposing to approve these changes pursuant to the Clean Air Act (CAA or Act).
The FAA is adopting a new airworthiness directive (AD) for all Embraer S.A. Model ERJ 190-300 and ERJ 190-400 airplanes. This AD was prompted by a report of a MAU 3B failure which led to brake fault advisory messages followed by loss of normal braking that was undetected until the brakes were pressed by the pilots. This AD requires revising the existing airplane flight manual (AFM) to incorporate procedures associated with the failure of certain modular avionics units (MAUs), as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
The Coast Guard is establishing a temporary safety zone on the navigable waters of the San Francisco Bay, off of Pier 15, in San Francisco, CA in support of fireworks displays on March 22, 2025, March 29, 2025, April 19, 2025, April 26, 2025, and May 3, 2025. This safety zone is necessary to protect personnel, vessels, and the marine environment from potential hazards created by pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without the permission of the Captain of the Port, Sector San Francisco or a designated representative.
This regulation establishes an exemption from the requirement of a tolerance for residues of Pseudomonas oryzihabitans strain SYM23945 in or on all food commodities when used in accordance with label directions and good agricultural practices. Indigo Ag, Inc. submitted a petition to the EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of Pseudomonas oryzihabitans strain SYM23945 under FFDCA when used in accordance with this exemption.
NMFS issues regulations authorizing hook-and-line catcher/ processors (C/Ps) to use longline pot gear when directed fishing for Greenland turbot in the Bering Sea (BS) subarea of the Bering Sea and Aleutian Islands (BSAI). This action is necessary to improve efficiency, provide economic benefits for the hook-and-line C/P sector, and minimize potential fishery interactions with killer whales. This action promotes the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act), the Fishery Management Plan (FMP) for Groundfish of the Bering Sea and Aleutian Islands Management Area (BSAI FMP), and other applicable laws.
In June 2019, the U.S. Consumer Product Safety Commission (CPSC or Commission) published a consumer product safety standard for stationary activity centers pursuant to section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA). The Commission's mandatory standard incorporates by reference ASTM F2012-18[egr]\1\, Standard Consumer Safety Performance Specification for Stationary Activity Centers. The CPSIA sets forth a process for updating mandatory standards for durable infant or toddler products that are based on a voluntary standard, when a voluntary standards organization revises the standard. In November 2024, ASTM published a revised voluntary standard. This direct final rule updates the mandatory standard for stationary activity centers to incorporate by reference the 2024 version of ASTM F2012, which the Commission has allowed to become the mandatory standard under section 104. The purpose of the direct final rule is to conform the Code of Federal Regulations (CFR) to the correct version of ASTM F2012 to provide an accurate reference to the standard that will be enforced as a mandatory rule.
NMFS announces two inseason actions for the 2024 portion of the 2024-2025 ocean salmon fisheries. These inseason actions modify the recreational and commercial salmon fisheries in the area from Cape Falcon, OR, to the United States/Mexico border.
The FAA proposes to supersede Airworthiness Directive (AD) 2016-14-03, which applies to all Airbus SAS Model A319-111, -112, -113, -114, -115, -131, -132, and -133 airplanes; Model A320-211, -212, -214, -231, -232, and -233 airplanes; and Model A321-111, -112, -131, -211, - 212, -213, -231, and -232 airplanes. AD 2016-14-03 requires reinforcing the forward pressure bulkhead at a certain stringer on both the left- hand and right-hand sides and doing related investigative and corrective actions if necessary. Since the FAA issued AD 2016-14-03, new crack findings have prompted the need for repetitive inspections of the area. This proposed AD would continue to require the actions in AD 2016-14-03, add repetitive inspections of structure at a certain frame and applicable corrective actions, provide a terminating action for the repetitive inspections, and remove airplanes from the applicability, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-700-1A10 and BD-700-1A11 airplanes. This proposed AD was prompted by a report that incorrect information was found in certain calculation tables in a section of the airplane flight manual (AFM) that addresses certain slat-flap conditions. This proposed AD would require revising the Non-Normal Procedures section of the existing AFM to provide the flightcrew with corrected procedures to use in certain slat-flap conditions. The FAA is proposing this AD to address the unsafe condition on these products.
This action proposes special conditions for a supplemental type certificate (STC) to install a helicopter hoist equipped with an overload protection device (OLPD) on Sikorsky Model S-61A, S-61L, and S-61N (including those modified by STC No. SH640NE, which shortens the S-61N by 50 inches) helicopters. These helicopters, as modified by Carson Helicopters, Inc. (Carson), will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category rotorcraft. This design feature is an OLPD installed in the hoist. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
NMFS proposes specifications for the 2025 Atlantic spiny dogfish fishery, as recommended by the Mid-Atlantic and New England Fishery Management Councils. This action is necessary to establish allowable harvest levels for the spiny dogfish fishery to prevent overfishing while enabling optimum yield, using the best scientific information available. This document also informs the public of the proposed fishery specifications and provides an opportunity for comment.
The FAA proposes to adopt a new airworthiness directive (AD) for all Embraer S.A. Model EMB-545 and EMB-550 airplanes. This proposed AD was prompted by a jamming failure of the main door lock sensor. This proposed AD would require repetitive main door sensor operational tests, repetitive lubrication of the main door sensor mechanism, and on-condition actions, as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) AD. The FAA is proposing this AD to address the unsafe condition on these products.
This document amends the U.S. Customs and Border Protection (CBP) regulations to extend import restrictions on certain archaeological and ethnological material from Ecuador. The Assistant Secretary of State for Educational and Cultural Affairs, United States Department of State, has made the requisite determinations for extending the import restrictions, which were originally imposed by CBP Decision 20-03. These import restrictions are being extended pursuant to an exchange of diplomatic notes. The CBP regulations are being amended to reflect this extension through January 16, 2030.
On July 9, 2024, the Coast Guard updated its special local regulations for the Fifth District. Due to an error, however, we were unable to add an event. This correcting amendment adds the Tiki Lee's Shootout on the River High Speed Power Boat Event and Air Show.
This document requests comments on the proposal to amend the Table of FM Allotments, by substituting Channel 276C2 for vacant Channel 244C2 and Channel 252C3 for vacant Channel 276C3 at Matador, Texas. Channel 244C2 at Matador is not in compliance with the minimum distance separation requirements of the Federal Communications Commission (Commission) rules, because it is short-spaced to licensed FM station KYLB, Channel 244A, Turkey, Texas. Channel 276C2 can be allotted to Matador consistent with the minimum distance separation requirements of the Commission's rules, with a site restriction of 27 kilometers (16.8 miles) west of the community at reference coordinates 33-56-19 NL and 101-06-08 WL. Channel 252C3 can be allotted to Matador consistent with the minimum distance separation requirements of the Commission's rules, with a site restriction of 12 kilometers (7.5 miles) southeast of the community at reference coordinates 33-57-50 NL and 100-42-07 WL.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus SAS Model A350-941 and -1041 airplanes. This proposed AD was prompted by a determination that the applicable aircraft flight manual (AFM) was providing an incorrect value for maximum cumulative taxi time in freezing fog conditions. This proposed AD would require revising the existing AFM to provide the flightcrew with normal procedures to follow under certain conditions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
FinCEN is adopting this interim final rule to narrow the existing beneficial ownership information (BOI) reporting requirements under the Corporate Transparency Act (CTA) to require only entities previously defined as "foreign reporting companies" to report BOI. Under this interim final rule, entities previously defined as "domestic reporting companies" are exempted from the reporting requirements and do not have to report BOI to FinCEN, or update or correct BOI previously reported to FinCEN. With limited exceptions, the interim final rule does not change the existing requirement for foreign reporting companies to file BOI reports, but it extends the deadline to file initial BOI reports, and to update or correct previously filed BOI reports, to 30 days from the date of this publication to give foreign reporting companies additional time to comply. However, the interim final rule exempts foreign reporting companies from having to report the BOI of any U.S. persons who are beneficial owners of the foreign reporting company and exempts U.S. persons from having to provide such information to any foreign reporting company for which they are a beneficial owner. FinCEN is accepting comments on this interim final rule. FinCEN will assess the exemptions, as appropriate, in light of those comments and intends to issue a final rule this year.
The Coast Guard is modifying the operating schedule that governs the Amtrak Portal Bridge across the Hackensack River, mile 5.0, at Little Snake Hill, New Jersey. This action is necessary to facilitate the construction of the new replacement Portal Bridge North, as designed by Amtrak as the owner of the bridge, adjacent to the current Amtrak Portal Bridge. This final rulemaking limits the extent of the opening of the Amtrak Portal Bridge in the horizontal position to prevent the swing span from striking the new Portal Bridge North during construction.
NMFS is reallocating the projected unused amount of Pacific cod total allowable catch (TAC) from vessels using jig gear to catcher vessels less than 60 feet (18.3 meters (m)) length overall (LOA) using hook-and-line or pot gear in the Bering Sea and Aleutian Islands (BSAI) management area. This action is necessary to allow the A season apportionment of the 2025 total allowable catch of Pacific cod to be harvested.
The Environmental Protection Agency (EPA) is proposing approval of six permitting rules, and limited approval and limited disapproval for one permitting rule, submitted on January 7, 2025, as a revision to the Antelope Valley Air Quality Management District (AVAQMD or "District") portion of the California State Implementation Plan (SIP). These revisions concern the District's New Source Review (NSR) permitting program for new and modified sources of air pollution under part D of title I of the Clean Air Act (CAA or "Act"). The submitted rules address deficiencies identified in a previous limited disapproval action and incorporate other revisions related to NSR requirements. If finalized, this action will update the AVAQMD's current SIP with the revised rules. We are taking comments on this proposal and plan to follow with a final action. Elsewhere in this Federal Register, we are making an interim final determination that will stay or defer the imposition of CAA sanctions associated with our previous limited disapproval action.
The Environmental Protection Agency (EPA) is making an interim final determination that the California Air Resources Board (CARB) has submitted a Clean Air Act (CAA or "Act") state implementation plan (SIP) revision on behalf of the Antelope Valley Air Quality Management District (AVAQMD or "District") that corrects deficiencies concerning the District's New Source Review (NSR) stationary source permitting program. This determination is based on a proposed approval, published elsewhere in this issue of the Federal Register, of AVAQMD Rules 1301, 1302 (except 1302(C)(5) and 1302(C)(7)(c)), 1303, 1304, 1305, and 1309. The effect of this interim final determination is to stay the application of the offset sanction and to defer the action of the highway sanction that were triggered by the EPA's limited disapproval of AVAQMD Rules 1301, 1302 (except 1302(C)(5) and 1302(C)(7)(c)), 1303, 1304, 1305, 1309 on July 3, 2023.
This action proposes to amend Class D airspace extending upward from the surface to and including 2,500 feet MSL within a 4.5- mile radius of William P. Gwinn Airport, beginning at the 205[deg] bearing from the airport clockwise to the 145[deg] bearing, thence to the beginning point. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
The Video Division, Media Bureau (Bureau), has before it a petition for rulemaking, as amended, filed by CHANNEL 33, INC. (Channel 33 or Petitioner), the licensee of KHSV, channel 2, Las Vegas, Nevada (Station or KHSV). Petitioner requests that the Bureau substitute channel 23 for channel 2 at Las Vegas, Nevada in the Table of TV Allotments (table).
On December 13, 2024, the U.S. Environmental Protection Agency (EPA) proposed amendments to the new source performance standards (NSPS) for new, modified, and reconstructed stationary combustion turbines and stationary gas turbines. The EPA is reopening the public comment period for this proposed rule to allow additional time for stakeholders to review and comment on the proposal. The initial 90-day public comment period, which ended March 13, 2025, is being reopened for an additional 21 days, from March 25, 2025 to April 15, 2025.
ORR is amending a regulation so that it comports with the express language of the governing legislation. That regulation relates to key aspects of the placement, care, and services provided to unaccompanied alien children (UACs) referred to ORR, pursuant to ORR's responsibilities for coordinating and implementing the care and placement of UACs who are in Federal custody by reason of their immigration status under the Homeland Security Act of 2002 (HSA) and the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008 (TVPRA).

This proposed AD would continue to require certain actions in AD 2023-02-06 and require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is proposing this AD to address the unsafe condition on these products.
In accordance with the memorandum of January 20, 2025, from the President, entitled "Regulatory Freeze Pending Review," the effective date of the final rule, entitled "Nonprescription Drug Product With an Additional Condition for Nonprescription Use," (ACNU) was delayed until March 21, 2025. Additional time is needed for review; therefore, the delay is extended for an additional 60 days.
In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved a new information collection associated with certain rules adopted in a 2024 Report and Order concerning the implementation of Next Generation 911 (NG911) (NG911 Report and Order). The Commission also announces that compliance with these rules is now required. The Commission also amends the rules to remove certain paragraphs advising that compliance with the Commission's information collection requirements was not required until the Commission obtained OMB approval. This document is consistent with the NG911 Report and Order and rules, which state the Commission will publish a document in the Federal Register announcing a compliance date for the rule sections subject to OMB approval, and revise the rules accordingly.
The Coast Guard proposes to modify the operating schedule that governs the Florida East Coast (FEC) Railroad Bridge, across the Okeechobee Waterway (OWW), mile 7.41, at Stuart, FL. This proposed rule will allow the drawbridge to operate on a more predictable and reliable schedule to meet the needs of competing modes of transportation. This action is necessary due to a significant increase in railway activity. We invite your comments on this proposed rulemaking.
