The FAA proposes to supersede Airworthiness Directive (AD) 2023-25-09, which applies to all Airbus SAS Model A318, A319, A320, A321, A330-200, A330-200 Freighter, A330-300, A330-800, A330-900, A340- 200, A340-300, A340-500, and A340-600 series airplanes. AD 2023-25-09 requires replacing SafeLav gaseous oxygen containers (SLGOCs) affected by a production deficiency and prohibiting the installation of affected SLGOCs. Since the FAA issued AD 2023-25-09, a new airplane model has been certified, on which affected parts could be installed in service. This proposed AD would continue to require the actions in AD 2023-25-09 and would add airplanes to the applicability. The FAA is proposing this AD to address the unsafe condition on these products.
The Department of Education (Department) announces a priority, requirements, and definitions under the Rehabilitation Training program, Assistance Listing Number 84.264L. The Department may use the priority, requirements, and definitions for competitions in fiscal year (FY) 2025 and later years. We will use the priority, requirements, and definitions to award a cooperative agreement for a national vocational rehabilitation technical assistance center (NVRTAC) to provide training and technical assistance to personnel of State vocational rehabilitation (VR) agencies and their partners to upgrade and increase their competencies, skills, and knowledge in providing quality services and effective management of the VR program.
In this action, the U.S. Environmental Protection Agency (EPA) is proposing to repeal specific amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Coal- and Oil-Fired Electric Utility Steam Generating Units (EGUs), commonly referred to as the Mercury and Air Toxics Standards (MATS), that were promulgated on May 7, 2024. The amendments that the EPA is proposing to repeal include the revised filterable particulate matter (fPM) emission standard, which serves as a surrogate for non-mercury hazardous air pollutant (HAP) metals for existing coal-fired EGUs; the revised fPM emission standard compliance demonstration requirements; and the revised mercury (Hg) emission standard for lignite-fired EGUs.
This action proposes to establish Class E domestic en route airspace (Class E6) within a designated landmass and within 12 miles from a designated coastline associated with the state of Alaska to facilitate the vectoring of instrument flight rules (IFR) aircraft on direct routes where the current en route structure is insufficient or improper within the proposed airspace area. Due to redundancy, this action also proposes to remove two Class E6 airspace areas, remove two Class E airspace areas extending upward from 1,200 feet above the surface, and modify 101 Class E airspace areas extending upward from 700 feet or more above the surface of the earth (Class E5) to remove any portion extending upward from 1,200 feet above the surface due to redundancy. Finally, this action proposes administrative amendments to the legal descriptions of 48 Class E5 airspace areas. This action would support IFR operations while enhancing the safety and management of aircraft operations within the National Airspace System (NAS).
The Coast Guard is establishing a temporary special local regulation for certain navigable waters of Lake Pontchartrain, New Orleans, LA. This action is necessary to protect race participants, spectators, first responders, and the general public from the hazards created by the New Orleans Offshore Grand Prix on the navigable waters of the United States during the event. Entry of vessels or persons into this zone would be prohibited unless authorized by the Captain of the Port Sector New Orleans (COTP) or a designated representative.
The National Park Service is issuing a temporary amendment to regulations for the National Capital Region. This amendment will temporarily remove barriers to the efforts of executive departments and agencies and the United States Semiquincentennial Commission to appropriately plan, organize, and execute an extraordinary celebration of the 250th Anniversary of American Independence through various events taking place within the Washington, DC region.
We, the U.S. Fish and Wildlife Service (Service), propose to remove the Gila chub (Gila intermedia) from the Federal List of Endangered and Threatened Wildlife. Our review indicates that, based on the best scientific and commercial data available, the Gila chub is not a valid taxonomic entity and does not meet the definition of a species under the Endangered Species Act of 1973, as amended (Act). Accordingly, we propose to delist the Gila chub. If we finalize this rule as proposed, the prohibitions and conservation measures provided by the Act, particularly through sections 7 and 9, would no longer apply to the Gila chub.
Draft FAA Notice N 8100.20 would incorporate the requirements of the FAA Reauthorization Act of 2024, which directs the FAA to ensure that each ODA holder has in effect a recurrent training program for all ODA unit personnel.
The U.S. Environmental Protection Agency (EPA or the Agency) has received a complete Underground Injection Control (UIC) program revision application from the State of Texas, requesting primary enforcement responsibility (primacy) for Class VI injection wells under Safe Drinking Water Act (SDWA) section 1422. The EPA's approval would allow the Railroad Commission of Texas (RRC) to issue and enforce compliance with UIC Class VI permits for injection wells used for geologic carbon sequestration. In this action, the EPA proposes to approve Texas' application to implement the UIC program for Class VI injection wells located within the State, except those on Indian lands.
We, the U.S. Fish and Wildlife Service (Service), propose to list seven species of pangolin distributed throughout Asia and Africa as endangered under the Endangered Species Act of 1973, as amended (Act). This determination also serves as our 12-month finding on a petition to list these species. After a review of the best available scientific and commercial information, we find that listing these species is warranted. Accordingly, we propose to list the Chinese pangolin (Manis pentadactyla), Indian pangolin (Manis crassicaudata), Sunda pangolin (Manis javanica), Philippine pangolin (Manis culionensis), white-bellied pangolin (Phataginus tricuspis), black- bellied pangolin (Phataginus tetradactyla) and giant pangolin (Smutsia gigantea) as endangered species under the Act. Finalizing this rule as proposed would add these species to the List of Endangered and Threatened Wildlife and extend the Act's protections to these species. We also propose to revise the entry for Temminck's ground pangolin, which is listed as an endangered species under the Act, to reflect the species' current common name spelling and to use the most recently accepted scientific name.

We, the U.S. Fish and Wildlife Service (Service), announce findings that three species are not warranted for listing as endangered or threatened species under the Endangered Species Act of 1973, as amended (Act). After a thorough review of the best available scientific and commercial information, we find that it is not warranted at this time to list the bog spicebush (Lindera subcoriacea), Edward's Aquifer diving beetle (Haideoporus texanus), and Texas screwstem (Bartonia paniculata ssp. texana). However, we ask the public to submit to us at any time any new information relevant to the status of any of the species mentioned above or their habitats.
Under the Clean Air Act (CAA), the Environmental Protection Agency (EPA) is required to determine the applicable volume requirements for the Renewable Fuel Standard (RFS) for years after those specified in the statute. EPA is proposing the applicable volumes and percentage standards for 2026 and 2027 for cellulosic biofuel, biomass-based diesel (BBD), advanced biofuel, and total renewable fuel. EPA is also proposing to partially waive the 2025 cellulosic biofuel volume requirement and revise the associated percentage standard due to a shortfall in cellulosic biofuel production. Finally, EPA is proposing several regulatory changes to the RFS program, including reducing the number of Renewable Identification Numbers (RINs) generated for imported renewable fuel and renewable fuel produced from foreign feedstocks and removing renewable electricity as a qualifying renewable fuel under the RFS program (eRINs).
The Department of Education (Department) announces priorities and requirements under the Rehabilitation Long-Term Training (RLTT) program with a focus on the Comprehensive System of Personnel Development (CSPD) and six rehabilitation topic areas. The Department may use these priorities and requirements for competitions in fiscal year (FY) 2025 and later years. This action is intended to address the national needs for the RLTT program, particularly the retention of vocational rehabilitation (VR) personnel at State VR agencies and recruitment of VR professionals where there are shortages through the training of RSA scholars.
The Coast Guard is proposing to establish a special local regulation for navigable waters within Oak Harbor Bay, Oak Harbor, WA. The regulated area shall be closed immediately prior to, during and immediately after the annual event to all persons and vessels not participating in the event and authorized by the event sponsor. Due to the potential safety hazards associated with hydroplane races, entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Puget Sound (COTP) or designated representative. We invite your comments on this proposed rulemaking.
In this action, the U.S. Environmental Protection Agency (EPA) is proposing to repeal all greenhouse gas (GHG) emissions standards for fossil fuel-fired power plants. The EPA is proposing that the Clean Air Act (CAA) requires it to make a finding that GHG emissions from fossil fuel-fired power plants contribute significantly to dangerous air pollution, as a predicate to regulating GHG emissions from those plants. The EPA is further proposing to make a finding that GHG emissions from fossil fuel-fired power plants do not contribute significantly to dangerous air pollution. The EPA is also proposing, as an alternative, to repeal a narrower set of requirements that includes the emission guidelines for existing fossil fuel-fired steam generating units, the carbon capture and sequestration/storage (CCS)-based standards for coal-fired steam generating units undertaking a large modification, and the CCS-based standards for new base load stationary combustion turbines.

NMFS announces the final 2025 harvest specifications for salmon fishing in the Cook Inlet exclusive economic zone (EEZ) Area. This action is necessary to establish harvest limits for salmon during the 2025 fishing year and to accomplish the goals and objectives of the Fishery Management Plan for the Salmon Fisheries in the EEZ off Alaska (Salmon FMP). The intended effect of this action is to conserve and manage the salmon resources in the Cook Inlet EEZ Area in accordance with the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).
On December 2, 2024, a Federal court vacated the Animal and Plant Health Inspection Service (APHIS) final rule issued on May 18, 2020 (the May 2020 final rule) that revised APHIS' regulations governing the movement of certain genetically modified organisms and was issued under the authority of the Plant Protection Act. APHIS is therefore amending the CFR to conform the CFR to the Federal Court's vacatur of that rule. The Court's vacatur was effective December 2, 2024, and had the legal effect of vacating the May 2020 final rule in its entirety and restoring the legal effect of the pre-May 2020 regulations. These technical conforming amendments revise the CFR to reflect the court's vacatur of the May 2020 final rule.
In this document, the Federal Communications Commission (Commission) proposes to require that providers that continue to rely on non-IP networks implement non-IP caller ID authentication frameworks, including proposing to develop criteria for evaluating whether non-IP caller ID authentication frameworks are developed and reasonably available, as required by the TRACED Act, and proposing to conclude that certain existing frameworks satisfy those requirements.

The Coast Guard is proposing to establish a temporary Special Local Regulation on the waters around Assateague, Chincoteague, and Wallops Islands. This action is necessary to provide for the safety of life on these navigable waters from potential hazards during the week of the 100th Annual Pony Roundup, Swim & Auction. All non-participants would be prohibited from entering, transiting through, anchoring in, or remaining within the regulated area without permission from the Captain of the Port or a designated representative. This action proposes to amend Very High Frequency Omnidirectional Range (VOR) Federal Airway V-300 due to the planned relocation of the Wiarton, Ontario (ON), Canada, VOR/Distance Measuring Equipment (VOR/DME) navigational aid (NAVAID). This action is in support of NAV CANADA's NAVAID Modernization Program.
This action amends the Class E airspace at Nappanee, IN, and updates the geographic coordinates of the Nappanee Municipal Airport, Nappanee, IN, to coincide with the FAA's aeronautical database. This action is the result of an airspace review conducted due to the decommissioning of the Goshen very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. It brings the airspace into compliance with FAA orders and supports instrument flight rule (IFR) procedures and operations.
The Coast Guard is establishing 85 temporary safety zones around the construction of individual wind energy facilities during the development of the Sunrise Wind Farm project area. The project area lies within Federal waters on the Outer Continental Shelf, specifically in the Bureau of Ocean Energy Management Renewable Energy Lease Area OCS-A 0487, approximately 16 nautical miles south of Martha's Vineyard, MA. This action protects life, property, and the environment during construction of each facility. When a safety zone is being enforced, only attending vessels and vessels with authorization are permitted to enter or remain in the safety zone.
This regulation establishes an exemption from the requirement of a tolerance for residues of Vadescana double-stranded (ds) RNA in or on honey and honeycomb if used according to the label and good agricultural practices. GreenLight Biosciences, Inc. submitted a petition to the EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of Vadescana dsRNA (Varroa destructor-Specific Recombinant Double-Stranded Interfering Oligonucleotide EP15) under FFDCA when used in accordance with this exemption.
The Office of Surface Mining Reclamation and Enforcement (OSMRE) is proposing to rescind the "Ten-Day Notices and Corrective Action for State Regulatory Program Issues" Rule adopted on April 9, 2024. We are undertaking this change to align the regulations with the single, best meaning of the statutory language in the Surface Mining Control and Reclamation Act of 1977 (SMCRA). This proposed rule would streamline the process for OSMRE's coordination with State regulatory authorities to minimize duplication of efforts in the administration of SMCRA and appropriately recognize that State regulatory authorities are the primary regulatory authorities of non-Federal, non-Indian lands within their borders. We solicit comment on all aspects of this proposed rule.
The FAA proposes to supersede Airworthiness Directive (AD) 2013-08-11, which applies to certain The Boeing Company Model 737-900 and -900ER series airplanes. AD 2013-08-11 requires repetitive inspections for cracking of the fuselage skin along chem-mill steps at certain crown skin and shear wrinkle areas and repair if necessary. Since the FAA issued AD 2013-08-11, the FAA has determined that the compliance times are not adequate. This proposed AD would continue to require the actions in AD 2013-08-11 but at reduced compliance times and would require post-modification inspections if an optional modification is accomplished. The FAA is proposing this AD to address the unsafe condition on these products.
The Coast Guard has issued a temporary deviation from the operating schedule that governs the SE 17th Street (Brooks Memorial) Bridge, across the Atlantic Intracoastal Waterway (AICW), mile 1065.9, at Fort Lauderdale, FL. The City of Fort Lauderdale requested the Coast Guard consider placing additional opening restrictions during weekday rush hour periods to assist with vehicle congestion. This deviation will test a change to the drawbridge operating schedule to determine whether a permanent change to the schedule is needed. The Coast Guard is seeking comments from the public regarding these proposed changes.
