The U.S. Environmental Protection Agency (the EPA or Agency) is taking direct final action to extend the date for existing steam electric power plants to decide whether to submit a notice of planned participation (NOPP) for the permanent cessation of coal combustion subcategory in the 2024 Supplemental Steam Electric Reconsideration Rule ("2024 rule").
This regulation establishes tolerances for residues of amicarbazone (CASRN 129909-90-6) in or on sugarcane, cane; and sugarcane, molasses. Under the Federal Food, Drug, and Cosmetic Act (FFDCA), UPL Delaware, Inc. submitted a petition to EPA requesting that EPA establish a maximum permissible level for residues of this pesticide in or on the identified commodities.
The U.S. Environmental Protection Agency (EPA) is proposing amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for the Secondary Lead Smelting source category ("Secondary Lead Smelting NESHAP") under Clean Air Act (CAA) section 112. The EPA did not identify any cost-effective developments in practices, processes, and/or control technologies and is not proposing changes to the Secondary Lead Smelting NESHAP as a result of the technology review. The EPA is proposing to address previously unregulated hazardous air pollutants (HAP) from this source category. We are also addressing outstanding petition issues from the 2012 Secondary Lead Smelting (RTR), hereafter referred to as the 2012 RTR. In response to the petitions, we are taking comment on our conclusion in the 2012 RTR that the Secondary Lead Smelting NESHAP provides an ample margin of safety to protect public health and on two additional provisions. In addition, the EPA is proposing revisions related to emissions during periods of startup, shutdown, and malfunction; to add requirements for electronic reporting; to revise monitoring requirements; and to make other minor technical revisions.
The U.S. Environmental Protection Agency (EPA) is finalizing revised water quality standards (WQS) largely as proposed for certain water quality management zones of the mainstem Delaware River under the Clean Water Act (CWA). Specifically, the EPA is promulgating a designated use of protection and propagation of resident and migratory aquatic life and corresponding dissolved oxygen water quality criteria for the mainstem Delaware River in Zone 3, Zone 4, and the upper portion of Zone 5 (in total, river miles 108.4 to 70.0).
This document announces the Agency's receipt of and solicits public comment on initial filings of pesticide petitions requesting the establishment or modification of regulations for residues of pesticide chemicals in or on various commodities. The Agency is providing this notice in accordance with the Federal Food, Drug, and Cosmetic Act (FFDCA). EPA uses the month and year in the title to identify when the Agency compiled the petitions identified in this notice of filing. Unit II. of this document identifies certain petitions received in 2021, 2023, 2024, and 2025 that are currently being evaluated by EPA, along with information about each petition, including who submitted the petition and the requested action.
The Environmental Protection Agency (EPA) is updating the regulatory materials incorporated by reference into the New York State Implementation Plan (SIP). The regulations affected by this action have been previously submitted by the New York Department of Environmental Conservation (NYDEC) and approved by the EPA in prior rulemakings. The EPA is also notifying the public of corrections to the Code of Federal Regulations (CFR) tables that identify material incorporated by reference into the New York SIP. This update affects the materials that are available for public inspection at the EPA Regional Office.
The Environmental Protection Agency (EPA) is taking final action to approve the "2023 Maintenance Plan and Redesignation Request for the Revoked 1-Hour Ozone Standard" ("San Joaquin Valley Maintenance Plan" or "Plan") as a revision to the state implementation plan (SIP) for the State of California. The San Joaquin Valley Maintenance Plan includes, among other elements, an emissions inventory consistent with attainment and contingency provisions. The EPA is also finalizing its finding that the State of California's request to redesignate the San Joaquin Valley area from nonattainment to attainment for the revoked 1979 1-hour national ambient air quality standard (NAAQS or "standard") for ozone ("1979 ozone NAAQS," "1-hour ozone NAAQS," or "1-hour ozone standard") meets all the Clean Air Act (CAA or "the Act") criteria for redesignation. Therefore, the EPA is terminating all anti-backsliding obligations for the San Joaquin Valley area for the revoked 1-hour ozone NAAQS.
The Environmental Protection Agency (EPA) has determined that the San Joaquin Valley, California area failed to attain the 1997 8- hour ozone national ambient air quality standard (NAAQS) by its June 15, 2024 "Extreme" area attainment date. This determination is based on quality-assured and certified ambient air quality monitoring data from 2021 through 2023. As a result of this determination, the State of California is required to implement nonattainment contingency measures and the stationary source fee program required under Clean Air Act (CAA) section 185.
The Environmental Protection Agency (EPA) is proposing to approve a May 2, 2025, State Implementation Plan (SIP) submittal from the Ohio Environmental Protection Agency (Ohio EPA). The SIP submittal consists of an alternate control technology emission limit of 5.9 pounds of volatile organic compounds per gallon (lbs VOC/gallon) for RFD Beaufort, Inc.'s life raft manufacturing plant at 1420 Wolf Creek Trail, Wadsworth, Ohio. This limit applies to the facility's nylon reinforced polyurethane adhesive process. The limitation is established through the Ohio SIP for control of emissions of volatile organic compounds (VOCs) from stationary sources and is listed as an enforceable condition in the facility's operating permit, issued by Ohio EPA on March 25, 2025.
The Environmental Protection Agency (EPA) is approving a state implementation plan (SIP) revision submitted by the State of Delaware. The SIP revision addresses Clean Air Act (CAA) requirements for the enactment of a Basic vehicle emissions inspection and maintenance (I/M) program for the Delaware portion (i.e., New Castle County) of the Philadelphia-Wilmington-Atlantic City, PA-NJ-MD-DE Nonattainment Area (Philadelphia NAA) for the 2015 8-hour ozone national ambient air quality standards (NAAQS).
The Environmental Protection Agency (EPA) is approving the regional haze State implementation plan (SIP) revision, submitted by Washington on January 28, 2022, to address applicable requirements under the Clean Air Act (CAA) and the EPA's Regional Haze Rule (RHR) for the regional haze program's second implementation period.
The Environmental Protection Agency (EPA) is approving a state implementation plan (SIP) revision submitted by the State of West Virginia. This revision updates West Virginia's incorporation by reference (IBR) of EPA's national ambient air quality standards (NAAQS) and the associated monitoring reference and equivalent methods. EPA is approving these revisions to the West Virginia SIP in accordance with the requirements of the Clean Air Act (CAA).
The Environmental Protection Agency (EPA) proposes to approve revisions to the Oregon State Implementation Plan (SIP) submitted by the Oregon Department of Environmental Quality on April 3, 2025. The SIP revision updates rules for the Vehicle Inspection Program (VIP) which is applicable in the Portland and Medford areas, and includes a demonstration that the requested revisions will not interfere with attainment or maintenance of any national ambient air quality standard (NAAQS) or with any other applicable requirement of the Clean Air Act (CAA or Act).
The Environmental Protection Agency (EPA) is proposing to approve a state implementation plan (SIP) revision (Revision A23) submitted by the Commonwealth of Virginia. This revision pertains to an amendment made to the definition of volatile organic compound (VOC) in the Virginia Administrative Code (VAC) to align with the EPA's regulatory definition of VOC. The EPA is approving this revision to update the definition of VOC in the Virginia SIP.
The Environmental Protection Agency (EPA) is proposing to find that Huntington Township, Indiana (referred to in this proposed rule as the Huntington County, Indiana area) is attaining the 2010 sulfur dioxide (SO<INF>2</INF>) National Ambient Air Quality Standard (NAAQS) and to propose approval of Indiana's request to redesignate the area to attainment for the 2010 SO<INF>2</INF> NAAQS, because the request meets the statutory requirements for redesignation under the Clean Air Act (CAA). EPA is also proposing to approve Indiana's maintenance plan for the area, which, once approved, will become part of Indiana's federally enforceable State Implementation Plan (SIP).
The Environmental Protection Agency (EPA) is taking final action to approve revisions to the State Implementation Plan (SIP) for the State of Missouri related to Definitions and Common Reference Tables used in Missouri rules. EPA has also previously approved this rule as part of the air planning and permitting program. Some of the definitions are associated with those programs, even though many of the definitions pertain only to the SIP. These revisions do not impact the stringency of the SIP or have an adverse effect on air quality. The EPA's final approval of this rule revision is being done in accordance with the requirements of the Clean Air Act (CAA).
The Environmental Protection Agency (EPA) is proposing to approve a request to expand the boundary for the Northern Wasatch Front (NWF) 2015 8-hour ozone national ambient air quality standard (NAAQS) nonattainment area (NAA). The request was submitted by the State of Utah on February 27, 2023. The newly expanded portion of the NWF NAA will have the same classification as the original NWF NAA under the 2015 ozone NAAQS and all applicable Clean Air Act (CAA) requirements will become applicable to the newly designated portion upon the effective date of the final action. The EPA is taking this action pursuant to the CAA.
The U.S. Environmental Protection Agency (EPA, "the Agency") is proposing to amend the procedural framework rule for conducting existing chemical risk evaluations under the Toxic Substances Control Act (TSCA). When conducting an existing chemical risk evaluation under TSCA, EPA must determine whether a chemical substance presents an unreasonable risk of injury to health or the environment, without consideration of costs or non-risk factors, including unreasonable risk to a potentially exposed or susceptible subpopulation identified as relevant to the risk evaluation, under the conditions of use. In this action, EPA proposes to rescind or revise certain 2024 amendments to the procedural framework rule to effectuate the best reading of the statute and ensure that the procedural framework rule does not impede the timely completion of risk evaluations or impair the effective and efficient protection of health and the environment.
The Environmental Protection Agency (EPA) is issuing a direct final rule to revise a requirement for contracting officers. The requirement updates special contracting methods, transferring the approval authority for certain contracting actions from the Service Center Manager (SCM) to the Head of the Contracting Activity (HCA). This change reflects an internal reorganization of EPA's contracting functions and aims to enhance efficiency and streamline decision-making within the Agency. Because this amendment only affects EPA contracting officers, we expect no adverse impact on the public and are proceeding with a direct final rule.
On June 17, 2025, the U.S. Environmental Protection Agency (EPA) proposed volumes and percentage standards for four categories of renewable fuel that would apply to obligated parties in 2026 and 2027 under the Renewable Fuel Standard (RFS) program. On August 22, 2025, the EPA issued decisions on 175 small refinery exemption (SRE) petitions under the RFS program. This supplemental proposal takes into consideration the expected impacts of the SRE decisions issued. Based on this information, the EPA is co-proposing additional volumes in 2026 and 2027 representing complete (100 percent) reallocation and 50 percent reallocation for SREs granted in full or in part for 2023 and 2024, as well as those projected to be granted for 2025, as part of the ongoing RFS rulemaking. The EPA is also providing more information on its projection of SREs to inform the calculation of the 2026 and 2027 percentage standards.
The Environmental Protection Agency (EPA) is taking final action on a clean data determination (CDD) for the Piti-Cabras, Guam sulfur dioxide (SO<INF>2</INF>) nonattainment area ("Piti-Cabras area") based on our determination that the area has attained the 2010 1-hour SO<INF>2</INF> National Ambient Air Quality Standard (NAAQS, "standard," or "2010 SO<INF>2</INF> NAAQS"). In designated nonattainment areas where air quality data demonstrate that a NAAQS has been attained, the EPA interprets certain requirements of the Clean Air Act (CAA) as no longer applicable for so long as air quality continues to meet the standard. Under this Clean Data Policy, the EPA may issue a determination of attainment, known as a CDD, that a nonattainment area is attaining the relevant NAAQS. This CDD suspends the obligation to submit certain attainment planning requirements for the Piti-Cabras area for as long as the area continues to attain the 2010 SO<INF>2</INF> NAAQS or until the area is formally redesignated. This CDD does not constitute redesignation of the area to attainment. This action is being taken under the CAA.
The Environmental Protection Agency (EPA) is finalizing an approval of a revision to the Guam state implementation plan (SIP). This revision governs the Guam Environmental Protection Agency's (GEPA) issuance of permits for stationary sources and focuses on the preconstruction review and permitting of major sources and major modifications under the Clean Air Act (CAA or "the Act").
On March 7, 2022, the State of Hawaii (Hawaii or State) received Environmental Protection Agency (EPA) final approval of revisions to its Underground Storage Tank Program (UST Program) under subtitle I of the Resource Conservation and Recovery Act (RCRA). Pursuant to RCRA, the EPA is proposing to amend its final approval of the Hawaii UST Program to clarify the statutory provisions that are part of the approved UST Program and identify some additional statutory provisions that are broader in scope and not part of the approved UST Program. This action also proposes to codify the EPA's approval of Hawaii's revised UST Program and to incorporate by reference the State statutes and regulations that the EPA has determined meet the requirements for approval.
On March 7, 2022, the State of Hawaii (Hawaii or State) received final approval, from the Environmental Protection Agency (EPA), of revisions to its Underground Storage Tank Program (UST Program) under subtitle I of the Resource Conservation and Recovery Act (RCRA). Pursuant to RCRA, the EPA is taking direct final action, subject to public comment, to amend its final approval of the UST Program. The amendment clarifies the statutory provisions that are part of the approved UST Program and identifies some additional statutory provisions that are broader in scope and not part of the approved UST Program. This action also codifies the EPA's approval of Hawaii's revised UST Program and incorporates by reference those provisions of the State statutes and regulations that the EPA has determined meet the requirements for approval.
The Environmental Protection Agency (EPA or Agency) is taking interim final action on the Regulation of Trichloroethylene (TCE) under the Toxic Substances Control Act (TSCA) to revise certain compliance deadlines finalized in 2024. Specifically, EPA is amending the prohibition compliance date for the use of TCE as a processing aid in the manufacture of nuclear fuel, with corresponding changes to the compliance dates for the manufacturing, processing and distribution in commerce of TCE to support such use, to a prohibition on September 15, 2028. EPA is also amending the prohibition compliance date for the disposal of TCE to wastewater by processors of TCE and processors and industrial and commercial users of TCE as a processing aid, to begin on December 18, 2026. EPA is also amending the compliance deadline for downstream notification, and the text required to be present in Safety Data Sheets, to accurately reflect the new prohibition compliance deadline for TCE used as a processing aid in the manufacture of nuclear fuel. EPA is amending this compliance deadline to allow for 90 days after the publication of the final rule for manufacturers, processors, and distributors in commerce of TCE to make such a change. These revisions are necessary to address new information presented to EPA about inadvertent oversights in the original rulemaking and serious concerns that the facilities at issue will be unable to comply with the relevant requirements by the existing deadlines. EPA is requesting comments on all aspects of this interim final rule and will consider all comments received in determining whether amendments to this rule are appropriate after the conclusion of the comment period.
The U.S. Environmental Protection Agency (EPA) is proposing to amend the Greenhouse Gas Reporting Program (GHGRP) to remove program obligations for most source categories, including the distribution segment of the petroleum and natural gas systems source category (subpart W--Petroleum and Natural Gas Systems), and suspend program obligations for the remaining subpart W segments until reporting year 2034.
The U.S. Environmental Protection Agency (EPA) is approving an application from the State of Arizona (the State) that requests primary enforcement responsibility (primacy) for Class I-VI injection wells under the Safe Drinking Water Act (SDWA) section 1422. The EPA's approval of the State's UIC program primacy application will allow the Arizona Department of Environmental Quality (ADEQ) to authorize underground injection for all underground injection wells regulated under the SDWA within the State's jurisdiction and ensure compliance with UIC program requirements. The EPA will remain the permitting authority for all well classes on Indian lands within the State, except for Class II wells on Navajo Indian lands for which the EPA has granted the Navajo Nation primacy for the SDWA Class II UIC program.
The Environmental Protection Agency (EPA) is proposing to approve a revision to the San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD or "District") portion of the California State Implementation Plan (SIP) concerning a rule submitted to address section 185 of the Clean Air Act (CAA or the "Act") with respect to the revoked 1997 8-hour ozone National Ambient Air Quality Standards (NAAQS or "standard"). We are proposing action on this local rule that was submitted as an equivalent alternative to a statutory section 185 program. We are taking comments on this proposal and plan to follow with a final action.
The Environmental Protection Agency (EPA) is approving a revision in the New Jersey State Implementation Plan (SIP) that includes a signed Memorandum of Agreement (MOA) developed between the EPA and the New Jersey Department of Environmental Protection (NJDEP). The MOA demonstrates how the State will maintain compliance with its nitrogen oxides (NO<INF>X</INF>) emission control obligations for the types of large non-electricity generating units (non-EGUs) that were previously regulated under the New Jersey NO<INF>X</INF> Budget Program. This action is being taken in accordance with the requirements of the Clean Air Act (CAA).
