On December 14, 2023, the U.S. Department of Agriculture's Food and Nutrition Service (FNS) published a final rule that went into effect on February 12, 2024. The rule amended the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) regulations to implement the provisions of the Access to Baby Formula Act of 2022 (ABFA) and make related amendments. In reviewing the resulting changes to the Code of Federal Regulations (CFR), FNS found that the final rule inadvertently omitted provisions from the CFR and contained several non-substantive errors. This document corrects those errors in the WIC regulations.
The Coast Guard will enforce special local regulations for the Women Swimmin' for Hospicare on August 9, 2025, to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the Great Lakes Coast Guard District identifies the regulated area for this event in Ithaca, New York. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
The ASD(HA) is issuing this final rule to revise the definition of drafts, currently defined as paper instruments, within the regulation governing the WIC Overseas Program. This final rule modernizes the definition of drafts to include not only paper instruments but also other methods and processes, including electronic benefit transfers. The rule is being published as a final rule as the change to the definition of drafts involve only a minor, technical amendment to the existing regulation. The Department has determined that notice and comment would be unnecessary and contrary to public interest.
