The Environmental Protection Agency (EPA) is finalizing our determination that the San Joaquin Valley, California, fine particulate matter (PM<INF>2.5</INF>) nonattainment area attained the 1997 annual PM<INF>2.5</INF> national ambient air quality standards (NAAQS) by the December 31, 2024 applicable attainment date. This determination is based on ambient air quality monitoring data from 2022 through 2024. We are also making a clean data determination (CDD) based on the 2022 through 2024 data and our evaluation of preliminary air quality monitoring data from 2025.
The Environmental Protection Agency (EPA) is taking final action to approve portions of the state implementation plan (SIP) revisions submitted by the State of Arizona pursuant to the Clean Air Act (CAA) for the implementation, maintenance, and enforcement of the 2012 fine particulate matter (PM<INF>2.5</INF>) national ambient air quality standards (NAAQS or "standards") as proposed, except for certain requirements related to prevention of significant deterioration (PSD), which EPA will defer action on until a later date. In addition, the EPA is approving regulatory provisions into the Arizona SIP and is amending regulatory text to include La Paz County as part of Mohave- Yuma Intrastate air quality control region (AQCR).
The Environmental Protection Agency (EPA) is taking final action to approve revisions to the Maricopa County Air Quality Department (MCAQD) portion of the Arizona State Implementation Plan (SIP). These revisions concern emissions of volatile organic compounds (VOC) from solvent cleaning activities and architectural coatings and emissions of particulate matter (PM) from incinerators, burn-off ovens, and crematories. We are approving local rules that regulate these emission sources under the Clean Air Act (CAA or "Act").
The Environmental Protection Agency (EPA) is proposing to approve a limited maintenance plan (LMP) submitted by the Delaware Department of Natural Resources and Environmental Control (DNREC). This LMP is a revision to Delaware's state implementation plan (SIP) and addresses the New Castle County portion of the Philadelphia-Wilmington, PA-NJ-DE area (Philadelphia Area). The EPA is proposing to approve the New Castle County portion of the Philadelphia Area LMP because it provides for the maintenance of the 2006 24-hour fine particulate matter (PM<INF>2.5</INF>) national ambient air quality standard (NAAQS) through the end of the second 10-year maintenance period. In addition, the EPA is initiating the process to find the LMP adequate for transportation conformity purposes. This action is being taken under the Clean Air Act (CAA).
The Environmental Protection Agency (EPA) is proposing to approve a request from the Commonwealth of Pennsylvania to redesignate the Allegheny County, Pennsylvania nonattainment area (Allegheny County Area) to attainment for the 2012 annual fine particulate matter (PM<INF>2.5</INF>) national ambient air quality standard (NAAQS or standard). The EPA has already approved, as a revision to the Pennsylvania state implementation plan (SIP), a maintenance plan that demonstrates maintenance of the 2012 annual PM<INF>2.5</INF> NAAQS through 2035 in the Allegheny County Area. The redesignation request was submitted by the Commonwealth of Pennsylvania Department of Environmental Protection (PADEP or Pennsylvania) on behalf of the Allegheny County Health Department (ACHD). This action is being taken under the Clean Air Act (CAA).
The Clean Air Act (CAA) requires each state implementation plan (SIP) to contain adequate provisions prohibiting emissions that will significantly contribute to nonattainment or interfere with maintenance of air quality in other states. The State of Arizona submitted SIP revisions to the Environmental Protection Agency (EPA) to address these requirements for the 2012 fine particulate (PM<INF>2.5</INF>) national ambient air quality standards (NAAQS). The EPA is proposing to approve Arizona's SIP submission as meeting the requirement that the Arizona SIP contains adequate provisions to prohibit emissions activity, within the State, from emitting air pollutants in amounts that will significantly contribute to nonattainment or interfere with maintenance of the 2012 PM<INF>2.5</INF> NAAQS in any other state.

The EPA has determined that the Liberty-Clairton Area attained both the 1997 annual and 2006 24-hour PM<INF>2.5</INF> NAAQS and has met the statutory requirements for redesignation. The EPA is approving, as a revision to the Pennsylvania State Implementation Plan (SIP), the Commonwealth's plan for maintaining the 1997 annual and 2006 24-hour PM<INF>2.5</INF> NAAQS through 2035 for the Liberty-Clairton Area. Additionally, the EPA is approving the maintenance plan for the Allegheny County, Pennsylvania nonattainment area (Allegheny County Area) for the 2012 annual PM<INF>2.5</INF> NAAQS through 2035. The maintenance plan includes 2017, 2026, and 2035 mobile vehicle emissions budgets (MVEBs) for mobile sources of PM<INF>2.5</INF> and nitrogen oxides (NO<INF>X</INF>) for the Allegheny County Area for the 2012 annual PM<INF>2.5</INF> NAAQS, which the EPA is approving for transportation conformity purposes. This action does not redesignate the Allegheny County Area to attainment for the 2012 annual PM<INF>2.5</INF> NAAQS. Both the redesignation request and maintenance plan were submitted by the Commonwealth of Pennsylvania Department of Environmental Protection (PADEP or Pennsylvania) on behalf of the Allegheny County Health Department (ACHD). This action is being taken under the CAA.

MSHA is proposing to revise 30 CFR part 72 by removing outdated requirements for diesel particulate matter (DPM) emission limits for permissible diesel-powered equipment and non-permissible heavy-duty diesel-powered equipment operated in underground coal mines. These revisions would streamline the current requirements for underground coal mine operators while maintaining the same level of protections for miners who work with such equipment.
MSHA is proposing to revise 30 CFR part 57 by removing outdated requirements for miners' exposures to diesel particulate matter (DPM) in underground metal and nonmetal mines (MNM). These revisions would streamline the requirements for DPM for underground MNM mine operators while maintaining the same level of protection for miners.

This action does not redesignate the Allegheny County Area to attainment for the 2012 annual PM<INF>2.5</INF> NAAQS, as Pennsylvania withdrew its redesignation request specific to the Allegheny County Area. The redesignation request and maintenance plan were submitted by the Commonwealth of Pennsylvania Department of Environmental Protection (PADEP or Pennsylvania) on behalf of the Allegheny County Health Department (ACHD). This action is being taken under the CAA.
