The U.S. Environmental Protection Agency (EPA) is taking final action to respond to comments on an interim final rule (IFR) related to the new source performance standards (NSPS) and emissions guidelines (EG) for crude oil and natural gas facilities established at 40 CFR part 60, subparts OOOOb and OOOOc. Specifically, the EPA is responding to comments on the IFR published in the Federal Register on July 31, 2025, that extended deadlines for certain provisions related to control devices, equipment leaks, storage vessels, process controllers, and covers/closed vent systems; extended the date for future implementation of the Super Emitter Program (SEP); and extended the State plan submittal deadline in OOOOc. After carefully considering comments received and testimony provided at a public hearing, the EPA concludes that the amendments made in the IFR are warranted and is making further changes to the compliance deadlines in the IFR related to net heating value (NHV) monitoring and the initial reporting deadline.
The Federal Energy Regulatory Commission (Commission) seeks information and stakeholder perspectives to help the Commission explore whether, and if so how, to revise our Part 153, 157, and 380 regulations to establish procedures for authorizing activities at liquefied natural gas plants without case-specific authorization orders under sections 3 and 7 of the Natural Gas Act.
The Federal Energy Regulatory Commission (Commission) proposes to amend its regulations to incorporate by reference certain modifications to the latest version (Version 4.0) of Standards for Business Practices of Interstate Natural Gas Pipelines adopted by the Wholesale Gas Quadrant (WGQ) of the North American Energy Standards Board (NAESB). NAESB's revisions in Version 4.0 of the standards streamline the process for accessing publicly available gas-electric coordination data during extreme cold weather or emergency events.
The Environmental Protection Agency (EPA) is correcting a document that appeared in the Federal Register (FR) on August 15, 2025. The EPA finalized the document announcing three public hearings and comment period extensions for the following rules: Extension of Deadlines: Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review Interim Final Rule; National Emission Standards for Hazardous Air Pollutants for Integrated Iron and Steel Manufacturing Facilities; National Emission Standards for Hazardous Air Pollutants for Coke Ovens: Pushing, Quenching, and Battery Stacks, and Coke Oven Batteries. Following publication of this document, the EPA discovered inadvertent errors in the comment period extension dates for the Oil and Natural Gas and Iron and Steel rulemakings and is correcting them in this action.
On July 31, 2025, the Environmental Protection Agency (EPA) promulgated amendments to compliance dates within the interim final rule titled Extension of Deadlines in Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review Final Rule, On July 3, 2025, the EPA promulgated amendments to compliance dates in the National Emission Standards for Hazardous Air Pollutants for Integrated Iron and Steel Manufacturing Facilities (Integrated Iron and Steel Manufacturing) through an interim final rule. On July 8, 2025, the EPA promulgated amendments to the compliance dates in the National Emission Standards for Hazardous Air Pollutants for Coke Ovens: Pushing, Quenching, and Battery Stacks, and Coke Oven Batteries (Coke Ovens) through an interim final rule. The EPA received requests to schedule public hearings for each of these interim final rules. Given the public interest in these rules and to further public participation, the EPA is granting these requests and will hold the public hearings via virtual platform. The public hearing for Oil and Natural Gas will be held on September 2, 2025. The public hearing for Integrated Iron and Steel Manufacturing will be held on September 3, 2025. The public hearing for Coke Ovens September 4, 2025. In addition, the EPA is extending the deadlines for written comments listed in the interim final rules to October 1, 2025, for Oil and Natural Gas, October 2, 2025, for Integrated Iron and Steel Manufacturing, and to October 6, 2025, for Coke Ovens. The EPA will consider submitted comments and address them as appropriate. See table 1 below for a summary of the aforementioned:
The U.S. Environmental Protection Agency (EPA) is taking interim final action to extend certain deadlines within the final rule titled "Standards of Performance for New, Reconstructed, and Modified Sources and Emissions Guidelines for Existing Sources: Oil and Natural Gas Sector Climate Review," 89 FR 16820 (March 8, 2024) (hereafter "2024 final rule"). Specifically, the EPA is extending deadlines for certain provisions related to control devices, equipment leaks, storage vessels, process controllers, and covers/closed vent systems in "Subpart OOOOb--Standards of Performance for Crude Oil and Natural Gas Facilities for Which Construction, Modification or Reconstruction Commenced After December 6, 2022" (NSPS OOOOb). The EPA also is extending the date for future implementation of the SuperEmitter Program. Finally, the EPA is extending the state plan submittal deadline in "Subpart OOOOc--Emissions Guidelines (EG) for Greenhouse Gas Emissions From Existing Crude Oil and Natural Gas Facilities" (EG OOOOc). The EPA is requesting comments on all aspects of this interim final rule and will consider all comments received in determining whether amendments to this rule are appropriate after the conclusion of the comment period.
The Department of Energy (DOE) is publishing this document to respond to comments received on the May 16, 2025, direct final rule. As a result, DOE delays the effective date of the direct final rule on the administrative procedures regarding the Office of Fossil Energy's (FE) filing requirements for the import and export of natural gas.
PHMSA, in coordination with the Federal Railroad Administration, is amending the Hazardous Materials Regulations in response to the recent decision of the United States Court of Appeals for the District of Columbia Circuit in Sierra Club, et al. v. DOT, et al., No. 20-1317 (Jan. 17, 2025).
In accordance with the National Environmental Policy Act, PHMSA intends to prepare an environmental impact statement (EIS) analyzing the potential environmental impacts of amendments to the pipeline safety regulations governing liquefied natural gas (LNG). This document initiates the process for determining the scope of considerations to be addressed in the EIS and for identifying any significant environmental matters related to the proposed action. PHMSA invites comments from Federal, State, and local agencies, Indian tribes, stakeholders, and the public in this scoping process to help identify any matters of environmental significance, as well as reasonable alternatives to be examined in the EIS.

Congress has passed and the President has signed a joint resolution of disapproval under the Congressional Review Act (CRA) of the Environmental Protection Agency's (EPA) final rule titled, "Waste Emissions Charge for Petroleum and Natural Gas Systems: Procedures for Facilitating Compliance, Including Netting and Exemptions" (2024 WEC Final Rule). The 2024 WEC Final Rule implemented and facilitated compliance with the requirements of the Waste Emissions Charge in the Clean Air Act's (CAA) Methane Emissions Reduction Program. Under the joint resolution and by operation of the CRA, the 2024 WEC Final Rule now has no legal force or effect. Because the rule has been nullified, the EPA is removing it from the Code of Federal Regulations (CFR). This action is exempt from notice-and-comment rulemaking because it is ministerial in nature.
This DFR amends the regulations for the administrative procedures with respect to the import and export of natural gas to update and streamline the general requirements for filing documents with the Office of Fossil Energy (FE). Specifically, this change is made to remove references to offices that no longer exist, allow for the submission of documents online, allow for electronic service, update filing fee instructions, and remove the unnecessary and burdensome requirement that applicants submit multiple copies of applications, filings, and submittals.

The Department of Energy (DOE) is rescinding the Policy Statement on Export Commencement Deadlines in Authorizations to Export Natural Gas to Non-Free Trade Agreement Countries issued on April 26, 2023 (Policy Statement). Henceforth, DOE will consider applications to extend an authorization holder's export commencement deadline and grant such extensions for good cause shown on a case-by-case basis, an approach consistent with DOE's practice prior to the issuance of the Policy Statement.
The Environmental Protection Agency (EPA) is modifying proposed amendments to the New Source Performance Standards and Emission Guidelines for Existing Sources for the Crude Oil and Natural Gas Source Category in response to petitions for reconsideration. This action corrects information collection estimates in the January 15, 2025 notice of proposed rulemaking.
The Environmental Protection Agency (EPA) is proposing amendments to the New Source Performance Standards and Emission Guidelines for Existing Sources for the Crude Oil and Natural Gas Source Category in response to petitions for reconsideration. Specifically, this action proposes discrete technical changes to two different aspects of the rules. First, this action proposes discrete technical changes to the temporary flaring provisions for associated gas in certain situations. Second, this action proposes discrete technical changes to the vent gas net heating value (NHV) continuous monitoring requirements and alternative performance test (sampling demonstration) option for flares and enclosed combustion devices. In a letter dated May 6, 2024, the EPA notified petitioners and the public that the Agency granted reconsideration on these two aspects of the March 8, 2024 (89 FR 16820) final rule. These amendments neither propose changes to any other aspect of the final rule, nor propose to alter the substance of any emission standards within the final rule. Also, in this action, the EPA proposes to make formatting changes to the regulatory text to meet the required formatting standards of the Office of the Federal Register.
