NMFS is reallocating the projected unused amounts of Pacific cod from catcher vessels using trawl gear to catcher vessels using hook-and-line gear and vessels using pot gear in the Western Regulatory Area of the Gulf of Alaska (GOA). This action is necessary to allow the 2025 total allowable catch (TAC) of Pacific cod to be harvested.
NMFS proposes 2026 and 2027 harvest specifications, apportionments, and prohibited species catch limits for the groundfish fisheries of the Bering Sea and Aleutian Islands (BSAI) management area. This action is necessary to establish harvest limits for groundfish during the 2026 and 2027 fishing years and to accomplish the goals and objectives of the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area (FMP). The 2026 harvest specifications supersede those previously set in the final 2025 and 2026 harvest specifications, and the 2027 harvest specifications will be superseded in early 2027 when the final 2027 and 2028 harvest specifications are published. The intended effect of this action is to conserve and manage the groundfish resources in the BSAI in accordance with the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act).

Title VIII of the Alaska National Interest Lands Conservation Act of 1980 (ANILCA) requires a subsistence priority for rural Alaska residents on federal public lands in Alaska, currently administered jointly by Secretary of the Interior and the Secretary of Agriculture (the Secretaries). The Office of the Senior Advisor to the Secretary of the Interior for Alaska Affairs and the Office of the Secretary of Agriculture are conducting a targeted review of the Federal Subsistence Management Program (Program) with joint recommendations for action to ensure the Program effectively and efficiently meets the needs of Alaska residents and the Secretaries' obligations under ANILCA. The focus of this review is on recent regulatory and organizational changes to the Program, along with discrete areas of interest. The scope of this review is intentionally targeted to build upon and evaluate the most recent Program review and changes with the benefit of the experience gained through implementation of those changes to date. A subsequent process is anticipated for any regulatory changes to the Program based on this review.
This action proposes to amend United States Area Navigation (RNAV) Route Q-10 and revoke Alaska RNAV Routes J-804R and J-889R in Alaska. These actions are part of a large and comprehensive airway modernization project for the state of Alaska.
NMFS, upon request from 8 Star Alaska, LLC (8 Star Alaska), which is jointly owned by Glenfarne and Alaska Gasline Development Corporation (AGDC), is promulgating regulations to govern the taking of marine mammals incidental to the Alaska Liquefied Natural Gas (LNG) project in Cook Inlet, Alaska, over the course of 5 years. These regulations, which allow for the issuance of a Letter of Authorization (LOA) for the incidental take of marine mammals during the specified activities in the specified geographical region during the effective dates of the regulations, prescribe the permissible methods of taking and other means of effecting the least practicable adverse impact on marine mammal species or stocks and their habitat, as well as requirements pertaining to the monitoring and reporting of such taking.
In this document, the Federal Communications Commission (Commission) further refines the Alaska high-cost mobile-support programs to ensure efficient use of scarce universal service funds that will bring 5G-NR to Americans living, working, and traveling in Alaska. This document grants in part a Petition for Reconsideration and Clarification by GCI Communications Corp. (GCI) of the Alaska Connect Fund (ACF), granting it in part by modifying and clarifying several of its rules. These actions help better realign the requirements and expectations of the ACF with its intended universal service goals. This document also makes a clarifying correction to one ACF rule to better reflect its purpose expressed in the Alaska Connect Fund Order.

NMFS corrects the final rule published on July 7, 2025, to implement the Pacific Halibut Recreational Quota Entity Program Fee Collection. The final rule inadvertently omitted an amendatory instruction to add the definition for "Charter halibut permit holder". This correction fixes that omission.

NMFS proposes to revise regulations to standardize the time limit in which trawl catcher/processors (C/Ps) participating in the groundfish fisheries in the Gulf of Alaska (GOA) and the Bering Sea and Aleutian Islands (BSAI) management areas must assign a management program to each haul. This proposed rule is necessary to improve consistency for when trawl C/Ps are required to assign a specific management program to a haul. It would also allow additional time for vessel operators participating in the Western Alaska Community Development Quota (CDQ) and non-CDQ fisheries on the same trip to determine which management program to assign to a haul. This rule is intended to promote the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act), the Fishery Management Plans (FMPs) for Groundfish of the GOA and BSAI Management Areas, and other applicable laws.
