This final rule amends the U.S. Customs and Border Protection (CBP) regulations to update the address of the Office of Finance, Revenue Division. Additionally, this final rule amends the CBP regulations to reflect the restructuring of the Office of Finance, Revenue Division. All correspondence directed to the CBP Office of Finance, Revenue Division, should be sent to the new address.
The Coast Guard is establishing a temporary special local regulation for the navigable waters of Casco Bay, in the vicinity of Cow Island, ME, to support an offshore concert with spectator vessels. This regulation is needed to ensure the safety of spectators and mariners from risks associated with a large gathering on the water. The regulation will temporarily establish a spectator area and a safe access lane for transit and emergency response while also prohibiting swimming and creating a speed restriction/no wake zone.
The Coast Guard will enforce a security zone to escort a vessel on the Delaware River, from Philadelphia, PA to the Delaware Bay. During the enforcement period, the operator of any vessel will be prohibited from entering the security zone unless authorized by the Captain of the Port, Sector Delaware Bay or a designated representative.
The Coast Guard will enforce a special local regulation for the Bay Bridge Paddle on September 14, 2025, to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the USCG East District (formerly USCG District 5) identifies the regulated area for this event as between Sandy Point State Park and Kent Island, MD. During the enforcement period, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
The Coast Guard is proposing to establish a special local regulation for the safety of life on certain waters of the Galveston Channel in Galveston County, TX. These regulations would be enforced during a boat parade which will be held annually, on the 3rd Saturday in September. This proposed rulemaking would prohibit entry of non- participants into the regulated area unless specifically authorized by the Captain of the Port, Sector Houston-Galveston (COTP) or designated representative. The Coast Guard is establishing a temporary safety zone for certain waters of Sand Key Beach, during the Clearwater AquaX Grand Prix event. This action is necessary to provide for the safety of life on these navigable waters near Clearwater, FL, during a high-speed jet ski race. This rule prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port Sector St. Petersburg or a designated representative.
The Coast Guard is establishing a security zone in the waters adjacent to the General Dynamics Electric Boat Corporation Quonset Point facility in Narragansett Bay, North Kingstown, RI. This is necessary to protect the facility, material, and adjacent areas from sabotage or other subversive acts, accidents or incidents of a similar nature. This rulemaking prohibits all persons and vessels from operating within the prescribed security zone without prior authorization by the Captain of the Port, Sector Southeastern New England or designated representative.
This action proposes performance-based regulations to enable the design and operation of unmanned aircraft systems (UAS) at low altitudes beyond visual line of sight (BVLOS) and for third-party services, including UAS Traffic Management (UTM), that support these operations. The FAA Reauthorization Act of 2024 directs the development of this proposed rule. This proposed rule is necessary to support the integration of UAS into the national airspace system (NAS). This proposed rule is intended to provide a predictable and clear pathway for safe, routine, and scalable UAS operations that include package delivery, agriculture, aerial surveying, civic interest, operations training, demonstration, recreation, and flight testing. TSA proposes to make complementary changes to its regulations to ensure it can continue to impose security measures on these operations under its current regulatory structure for civil aviation.
The Coast Guard will enforce the special local regulation on the waters of San Diego Bay, CA, during the Swim for Special Operations Forces on September 13, 2025. This special local regulation is necessary to provide for the safety of the participants, crew, sponsor vessels of the event, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from entering, transiting through, or anchoring within this regulated area unless authorized by the Captain of the Port, or his designated representative.
The Coast Guard is establishing a regulated navigation area to control vessel movement for certain waters of Lake Michigan, the Ludington Harbor Channel, and Pere Marquette Lake in Ludington, MI. This action is necessary to provide for the safety of life, environment, and property on these navigable waters due to hazardous conditions resulting from increased vessel traffic congestion.
The Coast Guard is proposing to establish a temporary safety zone from mile marker (MM) 469.7 to 471.0 on the Ohio River, from October 9, 2025, through October 12, 2025. This action is necessary to provide for the safety of life on these navigable waters near Cincinnati, Ohio, during the daily fireworks display from 8:30 p.m. to 11 p.m. each day. The Coast Guard is establishing a temporary safety zone for navigable waters of the St. Clair River in the vicinity of Port Huron, MI. This zone is intended to restrict and control movement of vessels in a portion of the St. Clair River. Though this is an unsanctioned, non-permitted marine event, this zone is necessary to provide for the safety of life on the navigable waters during a float down event near Port Huron, MI.

The Coast Guard is removing the existing drawbridge operation regulation for the Dominion Boulevard (US17) Bridge, mile 8.8 across the Southern Branch of the Elizabeth River in Chesapeake, VA. The Dominion Boulevard (US17) Drawbridge has been removed in its entirety and replaced with a high-level fixed bridge as of October 20, 2016. The operating regulation for the bridge is no longer applicable or necessary and will be removed from the CFR.
The Coast Guard will enforce a safety zone on Lake Washington, Seattle, Washington for the annual Seafair Air Show Performance from 8 a.m. until 4 p.m., each day from July 31, 2025, through August 3, 2025, to provide for the safety of life on navigable waterways during this event. The regulation for this safety zone identifies the regulated area for this event on Lake Washington, Seattle, Washington. During enforcement periods no person or vessel may enter or remain within the safety zone, except those authorized by the Captain of the Port Sector Puget Sound (COTP) or their designated representative(s). Vessels and persons granted authorization to enter the safety zone shall obey all lawful orders or directions of the COTP or their designated representative(s).
The Coast Guard is proposing to revise the Base San Juan security zone in San Juan Puerto Rico. This action is needed for national security reasons to protect the public and the Coast Guard base from potential subversive acts. This proposed rulemaking would prohibit persons and vessels from being in the security zone extending 120 yards seaward from the water's edge of the Coast Guard Base San Juan unless authorized by the Captain of the Port Sector San Juan or a designated representative. The regulation for this event identifies the regulated area on Lake Washington, Seattle, Washington. During the enforcement periods, vessels and persons in the regulated area must comply with the lawful directions from the Coast Guard designated Patrol Commander, the established Coast Guard patrol, and any federal, state, and local law enforcement agencies assisting the Patrol Commander.
The Coast Guard is establishing a safety zone for certain waters of the Patapsco River, in Baltimore, MD. This action is necessary to provide for the safety of life on these navigable waters at the Francis Scott Key Bridge during demolition and construction operations. This rulemaking prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port, Maryland- National Capital Region or a designated representative.
The Coast Guard will enforce Seattle's Seafair Fleet Week moving vessels security zones from July 29, 2025 through August 5, 2025, to safeguard these vessels from destruction, loss, or injury from sabotage or other subversive acts, accidents, or events or a similar nature. The regulation for these security zones identifies all navigable waters within 500 yards of the designated participating vessels for the Parade of Ships in Elliott Bay, Seattle, Washington as the regulated areas for this event. During the enforcement periods no person or vessel may enter or remain in the established security zones without authorization from the Captain of the Port Sector Puget Sound (COTP) or their designated representative(s). The COTP has granted general permission for vessels to enter the outer 400 yards of the security zones provided they operate at the minimum speed necessary to maintain course unless required to maintain speed by the navigation rules.
The Coast Guard will enforce a special local regulation for the Olympia Harbor Days Tugboat Races from 10 a.m. until 5 p.m. on August 31, 2025, to ensure the safety of life on the navigable waters of Budd Inlet during the event. During the enforcement period, entry into the regulated area is prohibited without permission from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
The Coast Guard is establishing a temporary security zone on the waters of the Lake Worth Lagoon, Intracoastal Waterway, and Atlantic Ocean near the Mar-A-Lago Club and the Southern Boulevard Bridge in Palm Beach, Florida (FL). This rule is substantially like the "east zone" security zone published elsewhere in the Coast Guard's regulations. The Coast Guard will only enforce this rule when the President of the United States, members of the First Family, or other persons under the protection of the Secret Service are present or expected to be present. This action is necessary to protect the official party, public, and surrounding waterways from terrorist acts, sabotage or other subversive acts, accidents, or other events of a similar nature.
The Coast Guard is establishing two temporary safety zones for navigable waters within a 120-yard radius of points on the north and south shore of the Houston Ship Channel under the Beltway 8 Bridge (Sam Houston Tollway Ship Channel Bridge) overhead construction. The safety zones are needed to protect personnel, vessels, and the marine environment from potential hazards created by constructing a new bridge. Entry of vessels or persons into these zones are prohibited unless specifically authorized by the Captain of the Port, Sector Houston-Galveston.
The Coast Guard will enforce a regulated navigation area on Lake Washington, Seattle Washington immediately before and after Seafair events from 8 a.m. to 8 p.m., each day from July 31, 2025, through August 3, 2025. This action is to provide for the safety of life on navigable waterways throughout the duration of this event. The location of this regulated navigation area on portions of Lake Washington, Seattle, Washington is specified in the regulation. During the enforcement periods all vessels transiting the regulated navigation area must proceed at a speed which creates minimum wake, seven (7) miles per hour or less, unless a higher minimum speed is necessary to maintain bare steerageway.
This document amends the U.S. Customs and Border Protection (CBP) regulations to reflect the imposition of import restrictions on certain archaeological and ethnological material from the Republic of India (India). These restrictions are imposed pursuant to an agreement between the United States and India, entered into under the authority of the Convention on Cultural Property Implementation Act. This document amends the CBP regulations by adding India to the list of countries which have bilateral agreements with the United States imposing cultural property import restrictions and contains the Designated List, describing the archaeological and ethnological material to which the restrictions apply.
The Coast Guard proposes changing the operating schedule that governs the SE 17th Street (Brooks Memorial) Bridge, across the Atlantic Intracoastal Waterway (AICW), mile 1065.9, at Fort Lauderdale, FL. The City of Fort Lauderdale requested the Coast Guard consider changing the operating regulation by placing additional opening restrictions during weekday rush hour periods to assist with vehicle congestion.
