The Coast Guard is establishing a special local regulation for the safety of life on certain waters of the Galveston Channel in Galveston County, TX. These regulations will be enforced during a boat parade which will be held annually, on the third Saturday in September. This proposed rulemaking prohibits entry of non-participants into the regulated area unless specifically authorized by the Captain of the Port, Sector Houston-Galveston (COTP) or designated representative.
The Coast Guard is proposing to establish a temporary safety zone for certain navigable waters of the Houston Ship Channel around the Beltway 8 Bridge (Sam Houston Tollway Ship Channel Bridge), during bridge construction and demolition activities. The temporary safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by constructing a new bridge. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Houston- Galveston. We invite your comments on this proposed rulemaking.
The Coast Guard will enforce the San Diego Bayfair special local regulation on the waters of Mission Bay, California, from September 12, 2025, through September 14, 2025. This special local regulation is necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port, or his designated representative.
The Coast Guard proposes to change the operating schedule that governs the Little River Bridge, across the Atlantic Intracoastal Waterway (Upper Little River), mile 347.3, at North Myrtle Beach, SC. South Carolina Department of Transportation (SCDOT) requested the Coast Guard consider placing the swing bridge on weekday scheduled openings at designated times to assist with vehicle congestion. The Coast Guard is amending the anchorage regulations for Los Angeles and Long Beach Harbors. This action would amend Anchorages F and G, and update anchorage usage and communication requirements. The purpose of this final rule is to improve navigation safety by modifying Anchorage F and G to accommodate an increased volume of vessel traffic and larger vessels calling on the Ports of Los Angeles and Long Beach and alleviate vessels anchoring near a subsea pipeline.
The Coast Guard is proposing to revise existing regulations for recurring safety zones in the Captain of the Port Duluth Zone. The proposed amendments would update the table of annually recurring marine events, add definitions, and clarify how and when the COTP may enforce listed zones. These changes are intended to improve the timeliness and clarity of public notification, enhance mariner situational awareness, and promote the safety of life on the navigable waters of the western Great Lakes during recurring near-shore events. The Coast Guard is revising its existing special local regulations by adding a new recurring event to an existing table. The Coast Guard is expanding a regulated area for one event and updating the dates of existing events in the Coast Guard Southeast District Sector St. Petersburg.
On January 17, 2025, U.S. Customs and Border Protection (CBP) published an interim final rule in the Federal Register amending the CBP regulations to add implementing regulations for the preferential tariff treatment and related customs provisions of the Agreement Between the United States of America, the United Mexican States, and Canada (USMCA) related to general definitions, drawback and duty- deferral programs, textile and apparel goods, and automotive goods, among others. Errant amendatory instructions resulted in the inadvertent omission of two conforming amendments and the removal of two paragraphs that were unrelated to the USMCA amendments. This action corrects those errors.
The Coast Guard is proposing new base Great Lakes pilotage rates for the 2026 shipping season while facilitating commerce and supply chains. The Coast Guard estimates that this proposed rule would result in an approximately 7-percent decrease in operating costs compared to the 2025 season. The Coast Guard is also proposing one change to the ratemaking methodology: the removal of Step 5 regarding the working capital fund. In accordance with the requirement to conduct a full ratemaking at least every 5 years, we are conducting a full ratemaking for 2026 and accepting comments on the Great Lakes pilotage ratemaking methodology.
The Coast Guard will enforce a special local regulation for the Ironman Ho'ala practice swim and Ironman World Championship Triathlon on October 5 and 11, 2025, to provide for the safety of life on navigable waterways during these events. Our regulation for marine events within the USCG Oceania District (formerly known as the Fourteenth Coast Guard District) identifies the regulated area for this event on certain waters of Kailua Bay, Kailua-Kona, Hawaii. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
The Coast Guard is establishing a safety zone for certain waters of St. Louis Bay. This action is necessary to provide for the safety of life on these navigable waters near Bay St. Louis, MS, during the annual Swim Across the Bay event. This rulemaking will prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Mobile or a designated representative.
The Department of Homeland Security (DHS) is amending its regulations to codify certain law enforcement authorities delegated by the Secretary of Homeland Security (Secretary) to the Director of U.S. Citizenship and Immigration Services (USCIS) and subsequently redelegated to particular officers or employees of USCIS. These authorities allow particular USCIS personnel to investigate and enforce civil and criminal violations of the immigration laws within the jurisdiction of USCIS. These authorities include, but are not limited to, the issuance and execution of warrants, the arrest of individuals, and carrying of firearms.
The Coast Guard is establishing a temporary safety zone for navigable waters of the Ohio River, extending the entire width of the river, between mile markers (MM) 756.0-757.0. The safety zone is necessary to provide for the safety of life on these navigable waters near Owensboro, KY, during the Owensboro Riverfront Fireworks on September 14, 2025.
The Coast Guard is changing the enforcement of an existing security zone that encompasses certain waters of the Atlantic Ocean near the Mar-a-Lago Club and the Southern Boulevard Bridge in Palm Beach, FL. When the "East Zone" is activated all persons and vessels will be prohibited from entering, transiting, anchoring in, or remaining within the security zone unless authorized by the Captain of the Port Miami (COTP) or a designated representative.

This action is necessary to provide for the safety of life on these navigable waters at the Francis Scott Key Bridge during demolition and construction operations. This special local regulation is necessary to provide for the safety of life on these waters during the 2025 Cleveland Dragon Boat Festival on September 6, 2025. Entry of persons or vessels into this area is prohibited unless specifically authorized by the Captain of the Port (COTP) Eastern Great Lakes or his designated representative.

The Coast Guard is proposing to establish a safety zone on the navigable waters of the Charles River, in Boston, Massachusetts. This safety zone would protect personnel, vessels, and the marine environment from potential hazards associated with a bridge replacement project that is expected to last approximately eight years. During periods when it is subject to enforcement, this rule would prohibit unauthorized vessels and individuals from entering the safety zone without permission from Sector Boston's Captain of the Port, or a designated representative.
The Coast Guard is withdrawing its notice of proposed rulemaking (NPRM) titled "Deepwater Ports" that we published on April 9, 2015. The Coast Guard is taking this action because we will not be pursuing the proposed changes at this time. The Coast Guard may issue a new rulemaking in the future if warranted.
