The Coast Guard is modifying the operating schedule that governs the Flagler Memorial (SR A1A) Bridge, mile 1021.8, the Royal Park (SR 704) Bridge, mile 1022.6, and the Southern Boulevard (SR 700/ 80) Bridge, mile 1024.7, across Atlantic Intracoastal Waterway (AICW), at West Palm Beach, FL. This modification will allow the drawbridges to operate in concert while assisting local communities with vehicle congestion during peak weekday traffic hours.
The Coast Guard will enforce special local regulations for the Low Country Splash event on May 24, 2025, to provide for the safety of life on navigable waterways during this event. Our regulation for marine events within the Seventh Coast Guard District identifies the regulated area for this event in Charleston and Mt. Pleasant, SC. During the enforcement periods, no person or vessel may enter, transit through, anchor in, or remain within the regulated area unless authorized by the Coast Guard Patrol Commander or a designated representative.

The Coast Guard is establishing a temporary safety zone for certain navigable waters of the Matagorda Ship Channel. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by the repair of submerged dredge pipeline in the Matagorda Ship Channel. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Corpus Christi, or a designated representative.

The Coast Guard is establishing a temporary, moving safety zone to surround nearshore operations conducted by a cable laying barge. This action is necessary to provide for the safety of life on these navigable waters near Virginia Beach, Virginia. Cable lay and burial operations will create navigational hazards moving along a corridor from shore extending seaward 12 NM. This rulemaking will prohibit persons and vessels from entering the safety zone unless authorized by the Captain of the Port, Sector Virginia or a designated representative.
The Coast Guard is removing the existing drawbridge operation regulation for the AMTRAK Dock Railroad Bridge, mile 5.0 across the Passaic River, Harrison, New Jersey. On December 11, 2024, the U.S. Coast Guard issued a permit amendment for the AMTRAK Dock Bridge which authorized the conversion of the bridge from a movable bridge to a fixed bridge. The operating regulation for the bridge, is no longer applicable or necessary and will be removed from the CFR.
The Coast Guard is proposing to establish special local regulations (SLR) to provide for the safety of human life on certain waters of the Neuse and Trent Rivers during raft races to be held annually in New Bern, NC on select Saturdays in June. This action is necessary to provide for the safety of life on these navigable waters, located at Edgewood, MD, during a high-speed power boat race on May 3, 2025, and May 4, 2025. This regulation prohibits persons and vessels (other than those already at berth at the time the regulation takes effect) from being in the regulated area unless authorized by the Captain of the Port, Sector Maryland-National Capital Region (COTP), or a designated representative.
The Coast Guard is establishing a temporary security zone on the waters of the Atlantic Ocean near the Mar-A-Lago Club and the Southern Boulevard Bridge in Palm Beach, Florida FL. This rule is substantially like the "east zone" security zone in Coast Guard regulations. The Coast Guard will only enforce this rule when the President of the United States, members of the First Family, or other persons under the protection of the Secret Service are present or expected to be present. This action is necessary to protect the official party, public, and surrounding waterways from terrorist acts, sabotage or other subversive acts, accidents, or other events of a similar nature.

Our regulation for recurring Marine Events in Captain of the Port Key West Zone identifies the regulated area for this event. This document amends the U.S. Customs and Border Protection (CBP) regulations to extend import restrictions on certain material from the Republic of El Salvador. The Principal Deputy Assistant Secretary for Educational and Cultural Affairs, U.S. Department of State, has made the requisite determinations for extending the import restrictions, originally imposed on certain archaeological material by Treasury Decision 95-20, and amended by CBP Decision 20-04 to cover certain ecclesiastical ethnological material. These import restrictions are being extended pursuant to an exchange of diplomatic notes. The CBP regulations are being amended to reflect this further extension through March 2, 2030.
The Coast Guard is establishing 55 temporary safety zones around the construction of individual wind energy facilities during the development of the Empire Wind 1 Wind Farm project area. The area lies within Federal waters on the Outer Continental Shelf, specifically in the Bureau of Ocean Energy Management Renewable Energy Lease Area OCS-A 0512, approximately 12 nautical miles south of Long Island, NY. This action protects life, property, and the environment during construction of each facility. When being enforced, only attending vessels and vessels with authorization are permitted to enter or remain in the temporary safety zones.
The Coast Guard is proposing to amend a published safety zone for certain waters of Lake Michigan encompassing the Milwaukee Air and Water Show to include an additional day. This action is necessary to provide for the safety of life on these navigable waters in the vicinity of McKinley Park and Bradford Beach, during this recurring event on the third weekend in July. The Coast Guard is temporarily changing the operating schedule that governs the San Joaquin County (Eightmile Road) bridge, across Honker Cut, mile 0.3, between Empire Tract and King Island at Stockton, San Joaquin County, CA. This action is necessary to allow the bridge owner to complete critical mechanical and structural rehabilitation of the bridge after an unexpected delay due to finding additional components during rehabilitation that need repairs. The Coast Guard is temporarily modifying the operating schedule that governs the Florida Department of Transportation (FDOT) Railroad Bridge, across the Miami River, North Fork, mile 5.3, at Miami, FL. This action is necessary to allow for construction of an adjacent railroad bridge. The proximity and construction method prevents the bridge from opening to marine traffic. Until the construction is complete the bridge must remain in the closed position.

The Coast Guard is changing the operating schedule that governs the Blackburn Point Bridge across the Gulf Intracoastal Waterway (GICW), mile 63.1, at Osprey, FL. The Case Key Association has requested the Coast Guard consider changing the operating schedule to reduce drawbridge openings during the weekday peak traffic periods to assist with alleviating roadway congestion.
The Coast Guard is establishing a temporary security zone for navigable waters of the Cooper River, in the vicinity of the Arthur Ravenel Jr. Bridge, near Charleston and Mount Pleasant, South Carolina. This action is necessary to provide for the security and protection of life of participants and spectators during the Cooper River Bridge Run. Entry of vessels or persons into the security zone is prohibited unless authorized by the Captain of the Port Charleston or a designated representative.

During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.

The Coast Guard is establishing a temporary safety zone on the navigable waters of the San Francisco Bay, off of Pier 15, in San Francisco, CA in support of fireworks displays on March 22, 2025, March 29, 2025, April 19, 2025, April 26, 2025, and May 3, 2025. This safety zone is necessary to protect personnel, vessels, and the marine environment from potential hazards created by pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without the permission of the Captain of the Port, Sector San Francisco or a designated representative.
On July 9, 2024, the Coast Guard updated its special local regulations for the Fifth District. Due to an error, however, we were unable to add an event. This correcting amendment adds the Tiki Lee's Shootout on the River High Speed Power Boat Event and Air Show.

The Coast Guard is modifying the operating schedule that governs the Amtrak Portal Bridge across the Hackensack River, mile 5.0, at Little Snake Hill, New Jersey. This action is necessary to facilitate the construction of the new replacement Portal Bridge North, as designed by Amtrak as the owner of the bridge, adjacent to the current Amtrak Portal Bridge. This final rulemaking limits the extent of the opening of the Amtrak Portal Bridge in the horizontal position to prevent the swing span from striking the new Portal Bridge North during construction.
The Coast Guard proposes to modify the operating schedule that governs the Florida East Coast (FEC) Railroad Bridge, across the Okeechobee Waterway (OWW), mile 7.41, at Stuart, FL. This proposed rule will allow the drawbridge to operate on a more predictable and reliable schedule to meet the needs of competing modes of transportation.
