The Coast Guard is proposing to establish a temporary special local regulation for designated areas of the Duluth Harbor entrance to Superior Bay on Lake Superior during the Festival of Sail 2025 event in Duluth, MN. This action is necessary to provide for the safety of life on these navigable waters around the port of Duluth, MN during a sail festival with tall ships beginning on July 10, 2025, and ending the evening of July 13, 2025. This proposed rulemaking would prohibit persons and vessels from being in the designated areas unless authorized by the Captain of the Port Duluth or a designated representative. The Coast Guard is issuing a temporary interim rule from the operating schedule that governs the Eighth Street Bridge, mile 0.29 and the Tenth Street Bridge, mile 0.43, over the Manitowoc River, in the town of Manitowoc, Wisconsin. The City of Manitowoc has requested a full review of the current bridge regulations to alleviate vehicle congestion in downtown Manitowoc. The Coast Guard is seeking comments from the public regarding this deviation and specifically on whether we should make this drawbridge operation schedule permanent.
The Coast Guard is proposing to establish a temporary safety zone while the U.S. Navy Blue Angels Squadron conducts aerobatic performances over Kaneohe Bay, Oahu, Hawaii. This document amends the U.S. Customs and Border Protection (CBP) regulations to reflect the imposition of emergency import restrictions on categories of archaeological and ethnological material of Lebanon, pursuant to a determination made by the United States Department of State under the terms of the Convention on Cultural Property Implementation Act. The emergency import restrictions will be in effect until January 23, 2029, unless extended. This document contains the Designated List of Archaeological and Ethnological Material of Lebanon that describes the types of objects or categories of archaeological and ethnological material to which the import restrictions apply.
The Coast Guard has issued a temporary deviation from the operating schedule that governs the Little River Bridge, across the Atlantic Intracoastal Waterway (AICW), mile 347.3, at North Myrtle Beach, SC. South Carolina Department of Transportation (SCDOT) requested the Coast Guard consider placing the swing bridge on weekday scheduled openings at designated times to assist with vehicle congestion. This deviation will test a change to the drawbridge operation schedule to determine whether a permanent change to the schedule is needed. The Coast Guard is seeking comments from the public regarding these changes.

The Coast Guard is establishing a temporary safety zone one nautical mile in all directions around well #59 at approximate position 29[deg]04'28.919" N, 089[deg]10'48.720" W, near the Pass A Loutre State Wildlife Management Area. The safety zone is needed to protect persons and critical infrastructure from the potential contamination due to an oil spill in the Gulf of America. Entry of vessels or persons into this zone, or movement of vessels within this zone is prohibited unless specifically authorized by the Captain of the Port or a designated representative.

This document amends the U.S. Customs and Border Protection (CBP) regulations to reflect the imposition of import restrictions on certain archaeological and ethnological materials from the Republic of Uzbekistan (Uzbekistan). These restrictions are imposed pursuant to an agreement between the United States and Uzbekistan, entered into under the authority of the Convention on Cultural Property Implementation Act. This document amends the CBP regulations by adding Uzbekistan to the list of countries which have bilateral agreements with the United States imposing cultural property import restrictions and contains the Designated List, describing the archaeological and ethnological material to which the restrictions apply.
