The FAA is correcting a Notice of Proposed Rulemaking (NPRM) that was published in the Federal Register. That NPRM proposed to issue an airworthiness directive (AD) that would apply to all Leonardo S.p.a. Model AB139, AW139, and AW189 helicopters. As published, the references to the incorporated material in paragraphs (h)(1) through (4), and paragraph (i) of the NPRM reference an incorrect mandatory continuing airworthiness information (MCAI) identifier. This document corrects that error. In all other respects, the original document remains the same; however, for clarity, the FAA is publishing the entire proposed rule in the Federal Register.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model H160-B helicopters modified by Supplemental Type Certificate (STC) SR00223IB. This proposed AD was prompted by reports of various deficiencies on the parts installed on the jettisonable window system. This proposed AD would require removing the jettisonable window and, depending on the removal results, replacing the locking fingers; inspecting and replacing any missing retaining rings; and inspecting the left-hand (LH) side and right-hand (RH) side emergency handle latch covers (covers) and, depending on the inspection results, replacing the covers or reinstalling airworthy covers. This proposed AD would also require performing repetitive lubrication of the locking fingers installed on the windows jettisonable system and repetitive operational tests of the windows jettisonable system after each lubrication. Additionally, this proposed AD would require modifying the helicopter by replacing each cover and would prohibit the installation of certain window aesthetic covers or electrochromic windows unless certain requirements are met. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 757-200 and -300 series airplanes. This AD was prompted by reported crack findings on airplanes with scimitar blended winglets. This AD requires inspections for cracks, and repair as applicable. The FAA is issuing this AD to address the unsafe condition on these products.
This action establishes the Helena (HLN), MT, Very High Frequency Omnidirectional Range/Tactical Air Navigation (VORTAC) as a Domestic Low Altitude Reporting Point in the state of Montana.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-700-1A10 and BD-700-1A11 airplanes. This proposed AD was prompted by reports that inappropriate tooling was used to torque the bolts securing the baggage door stop fittings, which may have resulted in an improper torque condition. This proposed AD would require performing a torque check of affected bolts, and re-torquing, re-installing, or replacing affected bolts and nuts as applicable. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for all ATR--GIE Avions de Transport R[eacute]gional Model ATR42-200, - 300, and -320 airplanes. This proposed AD was prompted by a report of an occurrence of a flap asymmetry detector and flap interconnection shaft having worn splines and not engaging mechanically. This proposed AD would require a special detailed inspection (SDI) of the affected flap asymmetry detection mechanism, and applicable corrective actions. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-700-1A10, BD-700-1A11, and BD- 700-2A12 airplanes. This proposed AD was prompted by reports that certain seat frames were assembled without applying Loctite in certain locations of concern. This proposed AD would require a modification to the non-locking fastener joints of the seat frame assembly. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 777-200, -200LR, -300, -300ER, and 777F series airplanes. This proposed AD was prompted by reports of cracks found on the main landing gear (MLG) support beam lower stabilizer brace aft fitting lower flange attachment holes. This proposed AD would require repetitive inspections of the MLG support beam lower stabilizer brace aft fittings for any crack; repetitive inspections of the MLG support beams and lower stabilizer braces for any damage; repetitive inspections of the MLG support beams and the upper and lower flanges of the MLG support beam lower stabilizer brace aft fittings for any crack, or repetitive inspections of the upper and lower flange surfaces of the MLG support beam lower stabilizer brace aft fittings for any crack; and applicable on-condition corrective actions. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Embraer S.A. Model ERJ 190-100 ECJ airplanes. This proposed AD was prompted by a manufacturing quality escape concerning certain overheat detection system (ODS) sensing elements. This proposed AD would require a detailed inspection of certain ODS sensing elements of the airplane bleed lines and replacement, if necessary. This proposed AD would also prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products.
This action proposes to modify the Class E airspace extending upward from 700 feet above the surface at Florence Municipal Airport, Florence, OR. These actions would support the safety and management of instrument flight rules (IFR) operations at the airport.
The FAA proposes to supersede Airworthiness Directive (AD) 2022-02-11, which applies to certain Airbus SAS Model A318 series airplanes; Model A319-111, -112, -113, -114, -115, -131, -132, and -133 airplanes; Model A320-211, -212, -214, -216, -231, -232, and -233 airplanes; and Model A321-111, -112, -131, -211, -212, -213, -231, and -232 airplanes. AD 2022-02-11 requires repetitive rototest inspections of the holes at the door stop fittings for any cracking and repair if necessary. Since the FAA issued AD 2022-02-11, it was determined that additional airplane models must be added to the applicability and the terminating action for repaired affected areas must be clarified. This proposed AD would continue to require the actions in AD 2022-02-11 and expand the applicability. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain Aerospace & Defense Oxygen Systems SaS portable breathing equipment (PBE). This AD was prompted by reports of occurrences of PBE not delivering oxygen once donned. This AD requires replacing affected PBE and prohibits the installation of affected PBE. The FAA is issuing this AD to address the unsafe condition on these products.
This action proposes to amend the Class D airspace at Appleton, WI. The FAA is proposing this action to accommodate revised instrument procedures. This action would bring the airspace into compliance with FAA orders and support instrument flight rule (IFR) procedures and operations.
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus SAS Model A350-941 airplanes. This proposed AD was prompted by a determination that double overcoating sealant was not applied during production on certain fasteners in the center wing box (CWB) and belly faring junction for both left-hand (LH) and right-hand (RH) sides, and certain fasteners are also susceptible to rotation. This proposed AD would require replacing each affected part and applying additional head nut cap protection. The FAA is proposing this AD to address the unsafe condition on these products.
This action proposes to amend Class E5 airspace over Elizabeth City, NC. This action will add Class E airspace extending upward from 700 feet above the surface within a 6-mile radius of Sentara Albemarle Medical Center Heliport. This addition of airspace is necessary because of new instrument approach procedures that have been developed for the heliport.
The FAA proposes to supersede Airworthiness Directive (AD) 2014-16-22 and AD 2017-25-13, which apply to certain Airbus SAS Model A330-200, -200 Freighter, and -300 series airplanes and Model A340-200, A340-300, A340-500, and A340-600 series airplanes; and AD 2024-25-11, which applies to certain Airbus SAS Model A330-200, -200 Freighter, and -300 series airplanes; and Model A330-841 and A330-941 airplanes. AD 2014-16-22, AD 2017-25-13, and AD 2024-25-11 require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2014-16-22, AD 2017-25-13, and AD 2024-25-11, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would continue to require certain actions in AD 2024-25-11 and would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for certain General Electric Company (GE) Model GEnx-1B64, GEnx-1B64/P1, GEnx-1B64/P2, GEnx-1B67, GEnx-1B67/P1, GEnx-1B67/P2, GEnx-1B70, GEnx- 1B70/75/P1, GEnx-1B70/75/P2, GEnx-1B70/P1, GEnx-1B70/P2, GEnx-1B70C/P1, GEnx-1B70C/P2, GEnx-1B74/75/P1, GEnx-1B74/75/P2, GEnx-1B76/P2, Genx- 1B76A/P2, GEnx-2B67, GEnx-2B67/P, and GEnx-2B67B engines. This AD was prompted by a report of a quality escape for certain high-pressure compressor (HPC) stage 5 blisks manufactured from a single forged ingot with a nonconforming indication. This AD requires replacement of certain HPC stage 5 blisks with parts eligible for installation. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. This proposed AD was prompted by reports that the low range radio altimeter (LRRA) system has an increased rate of non-computed data (NCD) outputs at low altitudes during approach and landing, which could cause unreliable altimeter function. This proposed AD would require replacing the left and right LRRA transmit and receive coaxial cables with larger gauge coaxial cables. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. This proposed AD was prompted by a report that, during production, certain sealant installations within the center wing fuel tank did not receive required visual and adhesion inspections. This proposed AD would require a detailed inspection of certain sealant installations in the left, right, and center wing side-of-body areas, an adhesion test of the sealant, and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA is adopting a new airworthiness directive (AD) for all The Boeing Company Model 737-8, 737-9, and 737-8200 airplanes. This AD was prompted by reports of in-flight events of excessive cabin and flight deck temperatures that could not be controlled by the flightcrew using existing procedures. This AD requires revising the existing airplane flight manual (AFM) to provide the flightcrew with operating procedures (non-normal checklists) if a certain circuit breaker in the standby power control unit (SPCU) trips. The FAA is issuing this AD to address the unsafe condition on these products.
The FAA is superseding Airworthiness Directive (AD) 2023-22- 11, which applied to certain Embraer S.A. (Embraer) Model EMB-505 airplanes. AD 2023-22-11 required repetitively replacing the clutch retaining bolt and washer of the aileron autopilot servo mount. Since the FAA issued AD 2023-22-11, the FAA has determined that the applicability should include certain Model EMB-505 airplanes and, for certain airplanes, an additional requirement is necessary for the initial replacement of the retaining bolt and washer. This AD incorporates these additional airplanes into the applicability, adds the additional requirement, and also provides an optional terminating action for the repetitive retaining bolt and washer replacement. The FAA is issuing this AD to address the unsafe condition on these products.
This action amends Very High Frequency Omnidirectional Range (VOR) Federal Airways V-14, V-192, V-210, and V-221 in the vicinity of Muncie, Indiana. The FAA is taking these actions due to the planned decommissioning of the VOR portion of the Muncie, IN, VOR/Distance Measuring Equipment (DME) navigational aid (NAVAID). This NAVAID is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
This action establishes United States Area Navigation (RNAV) Route Q-151 and revokes Jet Route J-517 in the northern United States. The FAA is taking these actions due to the lack of navigational signal coverage, restricting usage of J-517.
This action proposes to revoke Very High Frequency Omnidirectional Range (VOR) Federal Airway V-320 in Alaska due to navigational signal limits causing portions of this route to be unusable. There are two routes with the identifier V-320, one located in the state of Alaska and one located in the state of Michigan. This action only proposes to affect the V-320 located in Alaska. The FAA is also proposing to establish United States Area Navigation (RNAV) Route T-550 near Anchorage, AK.
This rule amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide for the safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

This NAVAID is being decommissioned as part of the FAA's VOR Minimum Operational Network (MON) program.
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model H160-B helicopters. This proposed AD was prompted by reports of a fully discharged personal locator beacon (PLB) battery installed on an emergency life-raft system (ELRS), as well as a report where the ropes connecting the two ELRS to the PLB were not correctly attached. This proposed AD would require performing a functional test of the PLB and inspecting the rope connection to the ELRS. Depending on the results of the functional test, this proposed AD would require performing the functional test again or replacing affected parts, and depending on the results of the rope inspection, correctly attaching the wrist strap of the PLB to the ELRS rope. This proposed AD would also prohibit the installation of a certain part- numbered PLB and the rope connection to the ELRS, unless certain requirements are met. The FAA is proposing this AD to address the unsafe condition on these products.
The FAA is superseding Airworthiness Directive (AD) 2024-08- 05, which applied to certain Airbus SAS Model A330-200, A330-200 Freighter, and A330-300 series airplanes; and Model A330-841 and A330- 941 airplanes. AD 2024-08-05 required revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2024-08- 05, the FAA has determined that additional new and more restrictive airworthiness limitations are necessary. This AD continues to require certain actions in AD 2024-08-05 until the existing maintenance or inspection program, as applicable, is revised to incorporate the new and more restrictive airworthiness limitations. The FAA is issuing this AD to address the unsafe condition on these products.
This action establishes Class E airspace extending upward from 700 feet above the surface at Providence Seaside Hospital Heliport, Seaside, OR. This action supports instrument flight rules (IFR) operations at the heliport.
