In the Proposed Rules section of this Federal Register, EPA is proposing approval of portions of State Implementation Plan (SIP) submissions from the State of Colorado dated June 26, 2023, May 23, 2024, May 30, 2024, and April 2, 2025. The submissions relate to Colorado Air Quality Control Commission Regulation Number 7 (Reg. 7) and Regulation Number 26 (Reg. 26), and address Colorado's SIP obligations for the Reasonably Available Control Technology (RACT) Serious ozone nonattainment area requirement for the 2008 ozone National Ambient Air Quality Standard (NAAQS). In this action, the EPA is making an interim final determination based on that proposed approval. The effect of this interim final determination is that the imposition of sanctions that were triggered by the EPA's December 8, 2023 disapproval are now deferred. Although this action is effective on publication, the EPA will take comment on this interim final determination.
The Environmental Protection Agency (EPA) is proposing approval of a revision to the Guam State Implementation Plan (SIP). This revision governs the Guam Environmental Protection Agency's (GEPA's) issuance of permits for stationary sources and focuses on the preconstruction review and permitting of major sources and major modifications under part D of title I of the Clean Air Act (CAA or "the Act"). We are taking comments on this proposal and plan to follow with a final action.
The Environmental Protection Agency (EPA) is proposing to approve state implementation plan (SIP) submittals under the Clean Air Act (CAA) that address Reasonably Available Control Technology (RACT) requirements for the 2008 ozone National Ambient Air Quality Standards (NAAQS) for the Denver Metro/North Front Range (DMNFR) ozone nonattainment area. The requirements at issue relate to the area's previous Serious nonattainment classification. The EPA is proposing approval of the RACT SIP submittals, proposing to find that the State has met the applicable CAA requirements for Serious area RACT, and proposing that the State has addressed EPA's prior disapproval concerning specific RACT determinations. In this issue of the Federal Register the EPA is concurrently making an interim final determination to defer application of CAA sanctions associated with the prior disapproval. The EPA is taking this action pursuant to the CAA.
The Environmental Protection Agency (EPA) is proposing to approve the regional haze state implementation plan (SIP) revision submitted by California on August 9, 2022 (hereinafter the "2022 California Regional Haze Plan" or "the Plan"), under the Clean Air Act (CAA) and the EPA's Regional Haze Rule for the program's second implementation period. California's SIP submission addresses the requirement that states must periodically revise their long-term strategies for making reasonable progress towards the national goal of preventing any future, and remedying any existing, anthropogenic impairment of visibility, including regional haze, in mandatory Class I Federal areas. The SIP submission also addresses other applicable requirements for the second implementation period of the regional haze program. The EPA is proposing this action pursuant to CAA sections 110 and 169A. The EPA is also withdrawing its previous proposed rule to partially approve and partially disapprove California's regional haze SIP revision as published in the Federal Register on December 19, 2024.

EPA proposes to find that IDEM's SIP submission addresses the requirement that States must periodically revise their long-term strategies for making reasonable progress towards the national goal of preventing any future, and remedying any existing, anthropogenic impairment of visibility, including regional haze, in mandatory Class I Federal areas, and also addresses other applicable requirements for the second implementation period of the regional haze program. EPA is taking this action pursuant to sections 110 and 169A of the CAA.

The SIP submission also addresses other applicable requirements for the second implementation period of the regional haze program. EPA is taking this action pursuant to sections 110 and 169A of the CAA.
Pursuant to the Federal Clean Air Act (CAA or the Act), the Environmental Protection Agency (EPA) is proposing to approve a portion of a Utah State Implementation Plan (SIP) submission addressing interstate transport for the 2008 8-hour ozone national ambient air quality standard (NAAQS). The "interstate transport" provision requires that each state's SIP contain adequate provisions to prohibit emissions from within the state from significantly contributing to nonattainment or interfering with maintenance of the NAAQS in other states. In this action, EPA is only addressing the requirement prohibiting interference with maintenance, referred to as "prong 2," for the 2008 ozone NAAQS.
The U.S. Environmental Protection Agency (EPA or the Agency) has received a complete Underground Injection Control (UIC) program revision application from the State of Texas, requesting primary enforcement responsibility (primacy) for Class VI injection wells under Safe Drinking Water Act (SDWA) section 1422. The EPA's approval would allow the Railroad Commission of Texas (RRC) to issue and enforce compliance with UIC Class VI permits for injection wells used for geologic carbon sequestration. In this action, the EPA proposes to approve Texas' application to implement the UIC program for Class VI injection wells located within the State, except those on Indian lands.
In this action, the U.S. Environmental Protection Agency (EPA) is proposing to repeal specific amendments to the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Coal- and Oil-Fired Electric Utility Steam Generating Units (EGUs), commonly referred to as the Mercury and Air Toxics Standards (MATS), that were promulgated on May 7, 2024. The amendments that the EPA is proposing to repeal include the revised filterable particulate matter (fPM) emission standard, which serves as a surrogate for non-mercury hazardous air pollutant (HAP) metals for existing coal-fired EGUs; the revised fPM emission standard compliance demonstration requirements; and the revised mercury (Hg) emission standard for lignite-fired EGUs.
In this action, the U.S. Environmental Protection Agency (EPA) is proposing to repeal all greenhouse gas (GHG) emissions standards for fossil fuel-fired power plants. The EPA is proposing that the Clean Air Act (CAA) requires it to make a finding that GHG emissions from fossil fuel-fired power plants contribute significantly to dangerous air pollution, as a predicate to regulating GHG emissions from those plants. The EPA is further proposing to make a finding that GHG emissions from fossil fuel-fired power plants do not contribute significantly to dangerous air pollution. The EPA is also proposing, as an alternative, to repeal a narrower set of requirements that includes the emission guidelines for existing fossil fuel-fired steam generating units, the carbon capture and sequestration/storage (CCS)-based standards for coal-fired steam generating units undertaking a large modification, and the CCS-based standards for new base load stationary combustion turbines.
Under the Clean Air Act (CAA), the Environmental Protection Agency (EPA) is required to determine the applicable volume requirements for the Renewable Fuel Standard (RFS) for years after those specified in the statute. EPA is proposing the applicable volumes and percentage standards for 2026 and 2027 for cellulosic biofuel, biomass-based diesel (BBD), advanced biofuel, and total renewable fuel. EPA is also proposing to partially waive the 2025 cellulosic biofuel volume requirement and revise the associated percentage standard due to a shortfall in cellulosic biofuel production. Finally, EPA is proposing several regulatory changes to the RFS program, including reducing the number of Renewable Identification Numbers (RINs) generated for imported renewable fuel and renewable fuel produced from foreign feedstocks and removing renewable electricity as a qualifying renewable fuel under the RFS program (eRINs).
The Environmental Protection Agency (EPA) is granting a petition submitted by WRB Refining in Borger, Texas to exclude (or "delist") 7,000 cubic yards of F037 (petroleum refinery sludge) solids to be removed from their stormwater storage tanks for a one-time delisting. This determination is based on information the petitioner provided to the Agency, completion of sampling, and risk assessment using the Delisting Risk Assessment Software (DRAS) to determine whether the waste poses a substantial present or potential hazard to human health or the environment when improperly treated, stored, transported or disposed of, or otherwise managed. This final rule responds to a petition submitted by WRB Refinery to exclude stormwater solids from the definition of a hazardous waste. If not delisted, the stormwater solids are listed as F037 (primary oil/water/solids separation sludge). After careful analysis of the petition and evaluation of comments submitted by the public, the EPA has concluded that the petitioned waste is not hazardous waste when disposed of in Subtitle D landfills. This exclusion applies to the stormwater solids generated at WRB Refinery Borger, Texas facility. Accordingly, this final rule excludes the petitioned waste from the requirements of hazardous waste regulations under the Resource Conservation and Recovery Act (RCRA) when disposed of in a Subtitle D landfill but imposes testing conditions to ensure that the future-generated waste remain qualified for delisting.
This regulation establishes an exemption from the requirement of a tolerance for residues of Vadescana double-stranded (ds) RNA in or on honey and honeycomb if used according to the label and good agricultural practices. GreenLight Biosciences, Inc. submitted a petition to the EPA under the Federal Food, Drug, and Cosmetic Act (FFDCA), requesting an exemption from the requirement of a tolerance. This regulation eliminates the need to establish a maximum permissible level for residues of Vadescana dsRNA (Varroa destructor-Specific Recombinant Double-Stranded Interfering Oligonucleotide EP15) under FFDCA when used in accordance with this exemption.
EPA is issuing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were the subject of premanufacture notices (PMNs) and are also subject to an Order issued by EPA pursuant to TSCA. The SNURs require persons to notify EPA at least 90 days before commencing the manufacture (defined by statute to include import) or processing of any of these chemical substances for an activity that is designated as a significant new use in the SNUR. The required notification initiates EPA's evaluation of the conditions of that use for that chemical substance. In addition, the manufacture or processing for the significant new use may not commence until EPA has conducted a review of the required notification; made an appropriate determination regarding that notification; and taken such actions as required by that determination.
On January 16, 2025, the Environmental Protection Agency (EPA) published a final rule in the Federal Register approving revisions to the Maricopa County Air Quality Department (MCAQD or "County") portion of the Arizona State Implementation Plan (SIP). In that rulemaking, the EPA inadvertently published numbering errors in the regulatory text codifying the approval in the Code of Federal Regulations (CFR). This document corrects the errors in the final rule's regulatory text.

This revision updates West Virginia's incorporation by reference (IBR) of EPA's national ambient air quality standards (NAAQS) and the associated monitoring reference and equivalent methods. The Environmental Protection Agency (EPA) is proposing to approve a state implementation plan (SIP) revision submitted by the State of West Virginia. The revision pertains to West Virginia 45 Code of State Rules (CSR) 40 (WV rule) that establishes the nitrogen oxides (NO<INF>X</INF>) ozone season limitations and requirements for non- electrical generating unit (EGU) large industrial boilers and combustion turbines that have a maximum design heat input of greater than 250 million British thermal units per hour (MMBtu/hr), as well as affected stationary internal combustion engines and cement manufacturing kilns. This action is being taken under the Clean Air Act (CAA).
The Environmental Protection Agency (EPA) is proposing to approve a state implementation plan (SIP) revision submitted by the State of Delaware. This SIP revision addresses Clean Air Act (CAA) requirements for the enactment of a Basic vehicle emissions inspection and maintenance (I/M) program for the Delaware portion (i.e., New Castle County) of the Philadelphia-Wilmington-Atlantic City, Pa-NJ-MD- DE Nonattainment Area (Philadelphia NAA) for the 2015 8-hour ozone National Ambient Air Quality Standards (NAAQS).
The Environmental Protection Agency (EPA) is correcting a final rule that appeared in the Federal Register on January 15, 2025. The final rule made revisions, updates, and corrections to EPA's streamlined fuel quality regulations. This document corrects an error in the regulatory text in the final rule, but does not make any substantive changes.
The Solid Waste Disposal Act, as amended, commonly referred to as the Resource Conservation and Recovery Act (RCRA), allows the Environmental Protection Agency (EPA) to authorize States to operate their hazardous waste management programs in lieu of the Federal program. Utah has applied to EPA for final authorization of the changes to its hazardous waste program under RCRA. The EPA has determined that these changes satisfy all requirements needed to qualify for final authorization and is authorizing Utah's changes through this final action. Additionally, the EPA will finalize the codification and incorporation by reference of the State's authorized hazardous waste program.
The Environmental Protection Agency (EPA or Agency) is finalizing several tolerance actions under the Federal Food, Drug, and Cosmetic Act (FFDCA) that the Agency previously determined were necessary or appropriate during the registration review conducted under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). During registration review, EPA reviews all aspects of a pesticide case, including existing tolerances, to ensure that the pesticide continues to meet the standard for registration under FIFRA.
The Environmental Protection Agency (EPA or Agency) is amending the deadline for reporting pursuant to the Toxic Substances Control Act (TSCA) Health and Safety Data Reporting rule, which requires manufacturers (including importers) of 16 specified chemical substances to submit lists and copies of certain unpublished health and safety studies to the EPA. Specifically, the EPA is amending the reporting deadline for all 16 chemical substances subject to the rule to May 22, 2026, through final action.

Florida's SIP submissions were submitted to address the requirement that states must periodically revise their long-term strategies for making reasonable progress toward the national goal of preventing any future, and remedying any existing, anthropogenic impairment of visibility, including regional haze, in mandatory Class I Federal areas (hereinafter referred to as "Class I areas"). These SIP submissions also address other applicable requirements for the second planning period of the regional haze program. EPA is taking this action pursuant to sections 110 and 169A of the Act.
The Environmental Protection Agency (EPA) is making an interim final determination that the California Air Resources Board (CARB) has submitted a revised rule on behalf of the Eastern Kern Air Pollution Control District (EKAPCD) that addresses deficiencies in its Clean Air Act (CAA or "Act") State Implementation Plan (SIP) concerning reasonably available control technology (RACT) ozone nonattainment requirements for controlling emissions of oxides of nitrogen (NO<INF>X</INF>) from Portland cement kilns. This determination is based on a proposed approval of the submitted revised rule, published elsewhere in this issue of the Federal Register. The effect of this interim final determination is that the application of offset sanctions that was triggered by a previous limited disapproval by the EPA in 2023 is now stayed, and the application of highway sanctions is now deferred. If the EPA finalizes its proposed approval of EKAPCD's submittal, relief from these sanctions will become permanent.

This revision concerns emissions of oxides of nitrogen (NO<INF>X</INF>) from Portland cement kilns. We are proposing to approve a local rule to regulate these emission sources under the Clean Air Act (CAA or "Act"). We are taking comments on this proposal and plan to follow with a final action.
The Environmental Protection Agency (EPA) is revising the format for materials submitted by the State of California that are incorporated by reference into the California State Implementation Plan (SIP). The regulations and other materials affected by this format change have all been previously submitted by the State of California and approved by the EPA. This format revision will primarily affect the "Identification of plan--in part" sections, as well as the format of the SIP materials that will be available for public inspection at the EPA Regional Office and the National Archives and Records Administration (NARA). This action, which only relates to local ordinances and certain local and regional California air district rules, is the second of a series of actions intended to change the format for the entire California SIP.
The Environmental Protection Agency (EPA) is proposing approval of revisions to the Iowa State Implementation Plan (SIP) to include a permit modification for Alter Metal Recycling. The SIP revision addresses modifications to the air construction permit for Alter Metal Recycling included in the State's 2008 Lead (Pb) National Ambient Air Quality Standards (NAAQS) attainment plan for portions of Council Bluffs, Pottawattamie County, IA. These revisions do not impact the stringency of the SIP or have an adverse effect on air quality. The EPA's proposed approval of this rule revision is being done in accordance with the requirements of the Clean Air Act (CAA).
The Environmental Protection Agency (EPA) is announcing the availability of and soliciting public comment on additional data related to the proposed addition of the Exide Technologies-Vernon site in Vernon, California to the National Priorities List (NPL). The EPA proposed to list the site on the NPL on September 5, 2024. These additional data pertain to the lines of evidence of aquifer interconnection and contaminant attribution and may be used by the EPA in a future determination on whether to list the site on the NPL.
The Environmental Protection Agency (EPA) is proposing to determine that the Mariposa County nonattainment area in California ("Mariposa area"), classified as "Moderate" for the 2015 ozone national ambient air quality standards (NAAQS or "standard"), attained the 2015 ozone NAAQS by the August 3, 2024 attainment date. Our proposed determination of attainment is based upon the exclusion of exceedances of the 2015 ozone NAAQS that occurred on multiple days in 2021 and 2022, because the exceedances are due to exceptional events. This action, if finalized as proposed, will fulfill the EPA's statutory obligation to determine whether the Mariposa area attained the NAAQS by the August 3, 2024 attainment date.
