The Council on Environmental Quality (CEQ) is adopting the interim final rule published on February 25, 2025, as final. In the interim final rule, CEQ provided a 30-day comment period for the public to review and make comments. This final rule addresses public comments and adopts as final the interim final rule, without changes, removing all iterations of CEQ's regulations implementing the National Environmental Policy Act of 1969 (NEPA) from the Code of Federal Regulations.
This document corrects the words of issuance in the interim final rule published by the Council on Environmental Quality (CEQ) in the Federal Register of February 25, 2025, regarding the removal of CEQ's regulations implementing the National Environmental Policy Act from the Code of Federal Regulations.
This interim final rule removes the Council on Environmental Quality (CEQ) regulations implementing the National Environmental Policy Act (NEPA) from the Code of Federal Regulations. In addition, this interim final rule requests comments on this action and related matters to inform CEQ's decision making.
The Council on Environmental Quality (CEQ) is finalizing its Freedom of Information Act (FOIA) regulations to incorporate amendments to the FOIA set forth in the FOIA Improvement Act of 2016; to conform to guidance for Federal agencies from the Department of Justice; to make them easier for the public to understand and use; and to better reflect CEQ's current policy and practice. These final regulations reaffirm CEQ's commitment to providing the fullest possible disclosure of records to the public. In addition, CEQ is amending its regulations implementing the Privacy Act of 1974 (the Privacy Act) to make them easier for the public to understand and use and to better reflect CEQ's current policy and practice. These final regulations also make administrative changes, including reorganizing, renumbering, and renaming the sections of CEQ's current FOIA and Privacy Act regulations. CEQ considered all of the public comments received on its proposed rule and made changes in response in this final rule.
The Council on Environmental Quality (CEQ) is amending its Office of Environmental Quality Management Fund regulations to clarify their meaning, modernize them to reflect developments in CEQ's practices in administering the Office of Environmental Quality Management Fund (the Management Fund) since CEQ first adopted its regulations, and make administrative changes.
