The Coast Guard is proposing to establish a temporary Special Local Regulation on the waters around Assateague, Chincoteague, and Wallops Islands. This action is necessary to provide for the safety of life on these navigable waters from potential hazards during the week of the 100th Annual Pony Roundup, Swim & Auction. All non-participants would be prohibited from entering, transiting through, anchoring in, or remaining within the regulated area without permission from the Captain of the Port or a designated representative. We invite your comments on this proposed rulemaking.
The Coast Guard is establishing 85 temporary safety zones around the construction of individual wind energy facilities during the development of the Sunrise Wind Farm project area. The project area lies within Federal waters on the Outer Continental Shelf, specifically in the Bureau of Ocean Energy Management Renewable Energy Lease Area OCS-A 0487, approximately 16 nautical miles south of Martha's Vineyard, MA. This action protects life, property, and the environment during construction of each facility. When a safety zone is being enforced, only attending vessels and vessels with authorization are permitted to enter or remain in the safety zone.
The Coast Guard has issued a temporary deviation from the operating schedule that governs the SE 17th Street (Brooks Memorial) Bridge, across the Atlantic Intracoastal Waterway (AICW), mile 1065.9, at Fort Lauderdale, FL. The City of Fort Lauderdale requested the Coast Guard consider placing additional opening restrictions during weekday rush hour periods to assist with vehicle congestion. This deviation will test a change to the drawbridge operating schedule to determine whether a permanent change to the schedule is needed. The Coast Guard is seeking comments from the public regarding these proposed changes.
The Coast Guard is proposing to establish a regulated navigation area for certain waters of the Illinois River. This action is necessary to provide for the safety of human health and the environment on these navigable waters near Naplate, IL due to an Environmental Protection Agency Superfund Alternative Site. This proposed rulemaking would prohibit persons and vessels from anchoring or pushing their vessels onto the bank of the river in the regulated navigation area unless authorized by the Captain of the Port Sector Lake Michigan or a designated representative, or in the event of an emergency. The Coast Guard is establishing a temporary special local regulation for certain waters of the Duluth Harbor entrance to Superior Bay on Lake Superior. This action is necessary to provide for the safety of life on these navigable waters near Duluth, MN during the Festival of Sail 2025 event beginning on July 10, 2025, and ending the evening of July 13, 2025. This regulation prohibits persons and vessels from being in the safety zone unless authorized by the Captain of the Port Duluth or a designated representative.
The Coast Guard is establishing a special local regulation on the navigable waters of the Lower East River and New York Harbor, NY, for a 4th of July fireworks display. This special local regulation allows the Coast Guard to control vessel movement and prohibit all vessel traffic from entering the fireworks barge buffer zone and establish four separate viewing areas. This rule is necessary to provide for the safety of life on the navigable waters immediately before, during, and after a fireworks display on a highly congested waterway.
The Coast Guard is proposing to disestablish Anchorage D, Chicago Harbor Lock South, and Anchorage E, Chicago Harbor Lock North, in Chicago, IL. This proposed rulemaking would prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Sector St. Petersburg or a designated representative. The Coast Guard will enforce the safety zone for the Coronado Glorietta Bay Fourth of July Fireworks on the waters of San Diego Bay, CA on Friday, July 4, 2025. The safety zones are necessary to provide for the safety of the participants, spectators, official vessels of the event, and general users of the waterway. Our regulation for the Southern California Annual Firework Events for the San Diego Captain of the Port Zone identifies the regulated area for this event. During the enforcement period, no spectator shall anchor, block, loiter, nor impede the transit of participants or official patrol vessels in the regulated area unless cleared to do so by or through an official patrol vessel.
The Coast Guard is issuing an interim rule that will extend enforcement of an existing temporary Regulated Navigation Area (RNA) for certain waters of the Cuyahoga River in Cleveland, Ohio. This action is necessary to provide for the safety of life on these navigable waters near the "Irishtown Bend" in Cleveland, Ohio, during a bank stabilization construction project from July 11, 2025, with an anticipated completion date of all waterside work on November 30, 2025. This rulemaking continues to limit vessel speeds near the area and prohibit vessels from being inside the RNA during construction hours unless authorized by the Captain of the Port Sector Eastern Great Lakes or a designated representative. This action, which updates the enforcement period, is necessary to protect government officials, mitigate potential terrorist acts and incidents, and enhance public and maritime safety and security immediately before, during, and after this activity. During the enforcement period, entry into or remaining within the zone is prohibited unless authorized by the Captain of the Port or his designated representative.
The Coast Guard is amending its special local regulations for recurring marine events in the San Diego Captain of the Port Zone. This final rule will amend the regulations to accurately reflect the dates of existing recurring marine events in the Sector San Diego area of responsibility (AOR).

The Coast Guard is establishing a temporary safety zone for navigable waters within a 250-yard radius of a fireworks barge located in the Appomattox River, near City Point, in Hopewell, VA. The purpose of this rulemaking is to ensure the safety of persons and vessels, and to protect the marine environment within the navigable waters proximate to fireworks displays, before, during, and after the scheduled events. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector Virginia.
This final rule amends the Coast Guard's mariner credentialing regulations by correcting inadvertent errors made within the November 2024 final rule. Within the 2024 final rule, the Coast Guard unintentionally deleted two existing paragraphs from the Code of Federal Regulation (CFR) and accidently reverted language in other existing paragraphs to previous versions. This correcting amendment reverts the language and adds those paragraphs back into the CFR as they appeared before the accidental deletion, and as edited by subsequent regulatory changes. These corrections do not create, remove, or modify any obligation under these regulations.

The Coast Guard is disestablishing a security zone in old Tampa Bay, including on land portions of Chemical Formulators Chlorine Facility. The security zone is no longer needed since Chemical Formulators facility is no longer operating. This action will remove existing regulations that restrict vessel movement through the area.
