The Coast Guard is amending the anchorage regulations for Los Angeles and Long Beach Harbors. This action would amend Anchorages F and G, and update anchorage usage and communication requirements. The purpose of this final rule is to improve navigation safety by modifying Anchorage F and G to accommodate an increased volume of vessel traffic and larger vessels calling on the Ports of Los Angeles and Long Beach and alleviate vessels anchoring near a subsea pipeline.
The Coast Guard is proposing new base Great Lakes pilotage rates for the 2026 shipping season while facilitating commerce and supply chains. The Coast Guard estimates that this proposed rule would result in an approximately 7-percent decrease in operating costs compared to the 2025 season. The Coast Guard is also proposing one change to the ratemaking methodology: the removal of Step 5 regarding the working capital fund. In accordance with the requirement to conduct a full ratemaking at least every 5 years, we are conducting a full ratemaking for 2026 and accepting comments on the Great Lakes pilotage ratemaking methodology.
The Coast Guard is proposing to establish two temporary safety zones for certain waters of the Patapsco River. This action is necessary to provide for the safety of life on these navigable waters at the Francis Scott Key Bridge during demolition and construction operations. This rulemaking would prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Maryland-National Capital Region or a designated representative. The Coast Guard is changing the enforcement of an existing security zone that encompasses certain waters of the Atlantic Ocean near the Mar-a-Lago Club and the Southern Boulevard Bridge in Palm Beach, FL. When the "East Zone" is activated all persons and vessels will be prohibited from entering, transiting, anchoring in, or remaining within the security zone unless authorized by the Captain of the Port Miami (COTP) or a designated representative.
The Coast Guard is establishing a safety zone for certain waters of St. Louis Bay. This action is necessary to provide for the safety of life on these navigable waters near Bay St. Louis, MS, during the annual Swim Across the Bay event. The Coast Guard is establishing two temporary safety zones, a moving safety zone and a fixed safety zone, around the M/V ZHEN HUA 29 in the navigable waters of the Freeport Ship Channel and its vicinity. The temporary safety zones are necessary to protect persons, property, and the marine environment from potential hazards associated with the transit and delivery of large gantry cranes. People and vessels are prohibited from entering, transiting through, anchoring in, or remaining within the safety zones unless specifically authorized by the Captain of the Port (COTP) Houston-Galveston or a designated representative.

The Coast Guard is establishing a security zone in the waters adjacent to the General Dynamics Electric Boat Corporation Quonset Point facility in Narragansett Bay, North Kingstown, RI. This is necessary to protect the facility, material, and adjacent areas from sabotage or other subversive acts, accidents or incidents of a similar nature. This rulemaking prohibits all persons and vessels from operating within the prescribed security zone without prior authorization by the Captain of the Port, Sector Southeastern New England or designated representative.
