The Coast Guard is establishing a temporary safety zone for certain navigable waters of the Philippine Sea in the Pacific Ocean north of Andersen Air Force Base, Guam. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by a Department of War small Unmanned Aircraft System (sUAS) testing event. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Forces Micronesia/Sector Guam.

The Coast Guard is establishing a temporary rule to provide for safety zones for certain waters near Norfolk Harbor Entrance Reach, near the Hampton Roads Bridge Tunnel expansion project. This action is necessary to provide for the safety of life on navigable waters which are subject to existing safety zones that will expire later this month. This rule prohibits persons and vessels from entering or occupying the safety zones unless authorized by the Captain of the Port, Sector Virginia or a designated representative or under conditions specified in this rule.

On January 2, 2025, DHS adjusted for inflation its civil monetary penalties for 2025, in accordance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and Executive Office of the President (EOP) Office of Management and Budget (OMB) guidance. The new penalty amounts were effective for penalties assessed after January 2, 2025, whose associated violations occurred after November 2, 2015. DHS is making a technical amendment to the Code of Federal Regulations to make several clerical revisions to the codified 2025 penalty amounts.

The Coast Guard will enforce the safety zone for the Stage Nine Entertainment, Sacramento New Year's Eve Fireworks display in the Captain of the Port, San Francisco area of responsibility during the dates and times noted below. This action is necessary to protect life and property of the maritime public from the hazards associated with the fireworks display. During the enforcement period, unauthorized persons or vessels are prohibited from entering into, transiting through, or anchoring in the safety zone, unless authorized by the Patrol Commander (PATCOM) or other federal, state, or local law enforcement agencies assisting the Coast Guard in enforcing the regulated area.
The Coast Guard is proposing to establish temporary special local regulations and multiple security zones, and to temporarily suspend certain anchorage grounds in New York Harbor, Sandy Hook Bay, and the Hudson River before, during, and after Sail 4th 250 events, the U.S. Navy's International Naval Review 250 and International Aerial Review, Independence Day fireworks displays, and U.S. Navy Fleet Week events to be held between July 1, 2026 and July 9, 2026. The Coast Guard will enforce the safety zone in the navigable waters of the San Francisco Bay near the San Francisco Ferry building for the San Francisco New Year's Eve Fireworks Display. The safety zone will be enforced from December 31, 2025, through January 1, 2026. This action is necessary to protect personnel, vessels, and the marine environment from the dangers associated with pyrotechnics. During the enforcement period, unauthorized persons or vessels are prohibited from entering, transiting through, or remaining in the safety zone, unless authorized by the Patrol Commander or other Federal, State, or local law enforcement agencies.
The Coast Guard is proposing to update special local regulations (SLR) for certain navigable waters of the Milwaukee River. The SLR update is needed to make the regulations more accurate and to continue to protect personnel, vessels, and the marine environment from potential hazards created by a boat race. This proposed rulemaking would delete an outdated SLR for the Milwaukee Open Water Swim and update the Milwaukee River Challenge to change the date from "1 day; the third Saturday of September." to "1 day; on or around early October." The Coast Guard will enforce the San Diego Parade of Lights special local regulations on the waters of San Diego Bay, California on December 14, 2025, and December 21, 2025. These special local regulations are necessary to provide for the safety of the participants, crew, spectators, sponsor vessels, and general users of the waterway. During the enforcement period, persons and vessels are prohibited from anchoring, blocking, loitering, or impeding within this regulated area unless authorized by the Captain of the Port Sector San Diego or a designated representative.
