The Coast Guard is establishing a temporary safety zone for navigable waters of the Upper Bay in New York Harbor in the vicinity of Ellis Island and Liberty Island, NJ. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by law enforcement vessels operating at high speed while participating in a security training exercise occurring in this area. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Sector New York.
