In this document, the Federal Communications Commission (FCC or Commission) proposes to expand the telecommunications relay services (TRS) Fund contribution base for support of video relay service (VRS) and internet Protocol (IP) Relay to include intrastate, as well as interstate, end-user revenues from providers of telecommunications and Voice over IP (VoIP) services.
