Discharge plans for minors admitted to inpatient treatment; copies provided to public elementary and secondary schools; notification to parents; health records privacy exemption. Provides that, prior to the discharge of any minor admitted to inpatient treatment (i) who is a student at a public elementary or secondary school and (ii) for whom the facility to which the minor was admitted deems (a) additional educational services are needed or (b) such discharge poses a threat of violence or physical harm to self or others, such facility is required to notify the mental health professional or school counselor at such minor's school. The bill requires such facility, prior to providing any such notification of discharge information to the mental health professional or school counselor at such minor's school, to provide to the parent of such minor reasonable notice of the parent's right to decline disclosure. The bill exempts the release of a minor's discharge plan to a public elementary or secondary school from health records privacy laws. The provisions of the bill have a delayed effective date of January 1, 2027.
