Manufacturing or sale of cosmetic products with certain ingredients prohibited. Prohibits any person from manufacturing, selling, delivering, offering for sale, or using in connection with a consumer transaction any cosmetic product that contains certain ingredients that are listed in the bill. The bill provides that a violation of its provisions constitutes a prohibited practice under the Virginia Consumer Protection Act.
