Require certain facilities assist inmates in obtaining ID cards

To amend sections 4507.01, 4507.50, 4507.51, and 4507.52 and to enact section 2301.551 of the Revised Code to require that community-based correctional facilities and programs assist inmates in obtaining state identification cards prior to release.
