Creates the agricultural promotion and regulation task force to study various agriculture related topics. Makes changes to requirements for the readoption of administrative rules. Repeals, merges, consolidates, or otherwise modifies various boards, commissions, and other governmental bodies. Modifies or establishes various funds.
