A RESOLUTION proposing an amendment to the Constitution so as to provide that the General Assembly may by general law provide a trust fund for the purpose of providing no-cost access to certain vaccines for children 18 years of age or younger and seniors 60 years of age or older and make all provisions regarding such fund; to provide that the General Assembly may provide for a source of funding specifically designated for such fund, and that such fund shall not be subject to the lapsing provisions of the Constitution; to provide for related matters; to provide for the submission of this amendment for ratification or rejection; and for other purposes.
