Existing law requires the State Department of Health Care Services to establish a program designed to prevent mental illnesses from becoming severe and disabling, which includes mental health services and emphasizes strategies to reduce suicide, incarcerations, school failure or dropout, and prolonged suffering, among others. This bill would state the intent of the Legislature to enact legislation to protect the mental health, safety, and well-being of children and adolescents in California by addressing the growing impact artificial intelligence and digital technologies have on youths' mental health development.
