County boards of supervisors: county highways.

Existing law requires the authority conferred upon boards of supervisors by certain state laws relating to county highways to be exercised subject to the limitations and restrictions prescribed by those state laws or by other laws, to be in addition to any other authority elsewhere conferred, and, except as otherwise expressly provided, to be exercised only in relation to highways within their respective counties. This bill would make nonsubstantive changes to these provisions.
