Existing law vests the State Energy Resources Conservation and Development Commission with exclusive jurisdiction to certify thermal powerplants, as defined. This bill would state the intent of the Legislature to enact subsequent legislation to streamline the permitting of energy generation, storage, and transmission projects given the increasing cost of energy and the need to quickly electrify to mitigate the impacts of climate change.
