Existing law, the Sherman Food, Drug, and Cosmetic Law, under the administration and enforcement of the State Department of Public Health, provides for the regulation of various subjects relating to the manufacturing, processing, labeling, advertising, and sale of food, drugs, and cosmetics. This bill would state the intent of the Legislature to enact legislation to support state-authorized research programs, investigational therapeutic access under medical supervision, institution-level safety oversight, and high-quality manufacturing and testing standards for peptides. The bill would further state the intent of the Legislature to enact legislation to establish a state-authorized research and investigational therapeutic framework for peptides that complements existing federal regulatory structures while expanding opportunities for scientific research and medically supervised investigational therapeutic access.
