Existing law establishes priorities and procedures that any state agency disposing of surplus residential property is required to follow. Existing law sets forth an order of priority for the disposal of specified surplus residential property in the City of South Pasadena, including that the state agency disposing of the surplus residential property first offer the property to former owners and present occupants, as specified, and then at fair market value to present tenants who have occupied the property for 5 years or more and who are in good standing with all rent obligations, as provided. This bill would require the fair market value offered to present tenants to be based on an appraisal of the property. This bill would make legislative findings and declarations as to the necessity of a special statute for the City of South Pasadena.
