Existing law requires the Department of Industrial Relations, upon appropriation by the Legislature, to establish a Women in Construction Priority Unit, overseen by the Director of Industrial Relations. Existing law requires the unit to, among other things, provide resources for employers and project owners, including public agencies, to improve construction worksite culture, address barriers to employment, and develop training and materials for workforce pipeline professionals specific to women and nonbinary individuals in construction. This bill would state the intent of the Legislature to enact legislation to promote increasing women in the construction industry by creating incentives that include, but are not limited to, childcare, covered prenatal care, and additional protections from harassment in the workplace.
