Existing law prohibits a city, county, city and county, or local law enforcement agency from entering into a contract with the federal government or any federal agency to house or detain noncitizens in a locked detention facility owned and operated by a local entity for purposes of civil immigration custody. This bill would state the intent of the Legislature to enact legislation to prevent state property and facilities from being used by federal immigration enforcement agents.
