The Advisory Committee on Federal Pay was established by the Federal Pay Comparability Act of 1970. It consisted of three experts on pay and labor relations who were Federal employees only for the time that they served on this Committee. The Committee served as an independent third party in advising the President on salary adjustments for Federal white-collar employees.
