The Interagency Commission on Crime and Security in U.S. Seaports was established by Executive Memorandum of April 27, 1999 by President Clinton. The Commission was formed to examine and report on the importance of seaports to the nation’s commerce and the presence at seaports of crime and conspiracies associated with those crimes that “pose threats to the people and criminal infrastructures of seaport cities.
